A Report of the BCTF ESL Colloquium

The aims of the day were:
  • To present an overview of the BCTF ESL Research Project. To consider a range of perspectives on the BCTF ESL Research findings. To place the research within the current local context of programs, policies and initiatives as seen by the colloquium participants. To identify areas of consensus where pro-active initiatives to improve either ESL provision or the multicultural communities of schools might be considered.
  • Representation at the colloquium included district staff, local teacher associations, multicultural community organizations, Ministry of Education staff, university academics, the BCTF ESL PSA, the BCTF Program Against Racism committee, and BCTF staff. The colloquium was planned as a day of reflection, communication and networking. It was intended as context-setting and as a first step in addressing the issues raised in the ESL Research Reports. By hosting the colloquium the BCTF also intended to open discussion among teachers, parents and others with the intention of improving ESL support, to foster multiculturalism and to address issues of discrimination and racism in schools. The format of the day consisted of a series of invited presentations (approximately ten minutes) from one representative of each group, with small group discussion following the presentations. Each presenter was asked to focus on specific themes as listed below:

    Educating ESL Students for Citizenship in a Democratic Society. ERIC Digest.
    The 1990 Census reported that nearly 6.3 million children between the ages of 5 and 17 are English-as-second language (ESL) students; that is, they speak a language other than English at home. Although school enrollment dropped by 4 percent between 1980 and 1990, ESL students increased by 41.2 percent. According to the National Association for Bilingual Education, between 2.3 and 3.5 million students are limited in their English proficiency. The Immigration Act of 1990 was designed to further diversify our population. The median age of these immigrants is generally younger than that of native-born residents. The fact that these immigrants are of child-bearing age, and generally have families larger than the United States' average, may further increase the number of non-English speaking students served by the nation's education system. A basic need of this growing population of ESL students is learning how to cope with the rights and responsibilities of citizenship in the United States. So civic education should pervade the curriculum for ESL students. This ERIC Digest treats five facets of civic education for ESL students: (1) needs and goals, (2) content and curriculum materials, (3) use of cooperative learning, (4) use of outside resource persons, and (5) national organizations that provide resources for teachers.

This means that college graduates use their education in a wide variety of fields, and your future career may relate more to your personal career interests, work values and transferable skills than any specific academic major. However, the following list contains a representative sample of current job titles of former Foreign Language majors. Use this as an idea list, and remember that it represents some, but certainly not all, of the careers you might consider. Students obtaining employment immediately upon graduation are usually those with the best college records and a willingness to relocate to find a job.     • In Developing Web-based Foreign Language Learning Environments (June 11-22) , participants will acquire a working knowledge of a variety of issues in Web-based foreign language course design. Working adaptively from an existing model, each team of participants (representing different languages from around the world) will design and produce a prototype for a freestanding Web-based language course for advanced learners, comprising a curricular outline, an interface design (or "course shell"), and at least one functional unit. Participants will also commit to participate in a videoconference in December 2001 to share the results of the implementation of the course designed at the workshop.
