This Week in Haiti, Ha¯ti Progr¨s Heavily armed men dressed in the olive green uniforms of the disbanded Haitian Army launched simultaneous attacks on police stations around Haiti on the night of Friday, Jul. 27 and the early morning hours of Saturday, Jul. 28. The toll was heavy: five policemen dead, 14 wounded, and many arms and documents stolen. Of the policemen, three died in Port-au-Prince, one in Mirebalais, and one in Hinche. Thirteen of the wounded were police cadets. The offensive began on the evening of Jul. 27. Starting around 9 p.m., there were some gunshots heard around Pitionville. Then around 3 a.m. on Jul. 28, five or six men in uniform attacked the Pitionville police station. They overran the building and held it for a short time during which they ordered prisoners in their holding cells to chant Long Live the Army.

The Ecuadorian President Lucio Gutierrez was elected in large part through the support of Ecuador’s indigenous movement, which has participated in his administrations through the political indigenous part Pachakutik. However, his recent announced policy places his administrations in collision with the Shuar, Ashuar, Shiwiar, Zapara and Quichua indigenous peoples who are opposed to all oil exploration within their territories. Indigenous organisations that have been affected by oil concessions in Blocks 23 and 24 in the southern Ecuadorian Amazon, had high hopes for resolving their conflict after Gutierrez's installation in January of 2003, but over the last six months any hopes of impartial prohibition by the government have been almost totally lost. The indigenous have held meetings with President Gutierrez earlier this year; thus the agreements discussed in these meetings quickly broke down due to political instability within the administration. Recently, the Government has stated that the exploration in the Block 23 and 24 must go forward, while at the same time they have invited indigenous organisations to engage in negotiations to deal with the issue. So far, the indigenous groups occupying the affected areas have refused the proposal, due to the Government’s failure to recognise their position and the various national and international legal decisions in favour regarding Block 23 and 24.

Ecuadorians criticize new law Maria Elena Velardes Segovia "Article 148 of Ecuador's Constitution states that an economic emergency law may not deal with other matters. The Fundamental Law for the Economic Transformation of Ecuador, known more succinctly as the Trole Act, amends a number of other laws and is therefore technically and legally unconstitutional," says Marco Navas, a telecommunications lawyer. The parties represented in Ecuador's National Congress passed the Trole Act on March 1st, giving the Executive sweeping powers to introduce what it claims to be a free market economy and legalizing the U.S. dollar as the country's official currency. The Trole Act amends 18 laws and repeals 22 other pieces of legislation. Chapter VII contains articles calling for privatization of the state-owned telecommunications operators, which currently have a monopoly, and the creation of a new telecoms system based on free competition, flotation of equity, and capitalization of the utilities. According to Navas, the telecommunications bill presents a number of contradictions. As a general rule, it adopts a regimen of free competition based on anti-monopolistic principles (Article 38), but on the other hand it upholds the established rights of Andinatel and Pacifictel, Ecuador's state-owned telcos, which will be granted temporary exclusivity as part of the privatization process.

No One Is Illegal!
European Union leaders on Thursday declined to back the plan put forward by the British government to set up so-called "safe areas" or "zones of protection" in or near conflict zones and outside the EU before claims for asylum are considered. EU member states like Germany and Sweden launched a fierce attack on the plan, saying this would break the Geneva Convention on Refugees. Nevertheless, the EU summit did agree to put extra funds towards ensuring that "illegal immigrants" are not able to pass through the EU’s external frontiers. This suggests that the EU leaders’ policy is not one of principle, but one of differences as to how the issue of refugees is to be handled. For example, Germany is sensitive to plans which carry with them the accusation of setting up "concentration camps", while at the same time is fearsomely exploiting its own "guest workers".
