Many of the people there are natives who are illiterate and very poor. They will vote for anyone who promises money or services for the poor people. Most of these promises are never kept, they are just said to get votes. Ecuador has had 20 or 30 different constitutions in the past years and they are working on another new one right now. The last president they had was removed by the people and he ran away with $50,000,000 of profits from the sale of oil. The government doesnt have enough control, they cant enforce the laws they make. They seem to have military bases all over the place. They also have many military men with rifles in banks, hotels, supermarkets and other public places for security. Also they have road blocks to check the vehicles. This was a little scary for me. Some of these guys with these big rifles looked like they were about 14 years old. They have no traffic laws, you can drive as fast as you want and the roads are in bad shape so its dangerous.

The 1999 Index of Leading Environmental Indicators is a citizen's guide on environmental quality in the U.S., which is demonstrating that contrary to popular belief, U.S. environmental quality is often improving, not worsening. While individual problems should obviously be taken seriously, data from government sources show that technological innovation and economic growth throughout this century has led to continuous environmental improvement in many areas. These improvements chronicle what was termed the "wealth effect" of a growing economy on the environment. As the U.S. economy grows, so does its ability to control pollution and protect its resources. Economic growth also means improved technology and, therefore, more efficient uses of raw materials and natural resources. This growth, combined with a growing consumer preference for a clean environment, has led to environmental improvements throughout the country.
The 1999 Index tries to help the average citizen form an opinion about the environment and about environmental policy. Besides government data sets collected over the past 20 years, this Index took a long-term look at environmental trends in order to determine the true cause of improvements more accurately. Ironically, people today express a great deal of pessimism and anxiety about the environment. Yet fears about environmental degradation in the U.S. can often be unfounded, as evidenced by the following Index facts:

Health Focus/Australia: Prescription to Improve Indigenous Health - Major Policy Rethinks

CANBERRA, Dec 1 (IPS) - Australia's indigenous peoples are now enjoying a bigger health budget than ever before, but health activists and experts say the generous infusion of federal funds is not enough to cure a myriad of ills brought about by centuries of abuse and neglect. Indeed, they say that Canberra needs to rethink much of its policies - health and otherwise - regarding Aborigines and Torres Strait Islanders if it is serious about seeing the country's indigenous peoples as physically fit as the rest of the population.
Indigenous organisations are already stepping up efforts to get state governments to change their policies and improve health standards in their areas. In some cases, indigenous groups are making a bid to co- ordinate health services in their respective communities so that more money would actually go to health care instead of to the state coffers.
One group that is trying that is the Jawoyn Association in the Northern Territory. Its health care co-ordinator, Irene Fisher, explains, ''The Northern Territory Health Department takes a 50 percent cut on health funding as on costs, so we thought, let's cut out that middle person and we might have a little bit more funding for services. The same applies to housing.''

Development: 'People's Trains' to Start New Public Health Movement

CALCUTTA, India Nov 30 (IPS) - Amruta S.V. rode a train for four days this week as it made its way across southern and eastern India before reaching this eastern metropolis.
This was no ordinary train journey as all passengers came here to attend a unique gathering of public health activists and people's groups from across the subcontinent, which opened Thursday. It was one of four 'people's health trains' that started from the southern, western, northern and north-eastern corners of India. The slow-moving trains had picked up their passengers from all over India. ''We would get off at the stops to shout slogans and sang songs along the way,'' says Amruta, who represents Mahila Samakhya, a 10- year-old women's group in southern Karnataka state.
More than 2,000 people like her, from all over India, were in Calcutta for the Nov. 30 to Dec. 1 'Indian Health Parliament' that was being held ahead of the Dec. 4-8 global People's Health Assembly (PHA) in Bangladesh.

Mass demonstrations against austerity program
February 5 saw mass protests in Ecuador's major cities as unionists, students and others protested against the economic measures imposed by the six-month old administration of President Jamil Mahuad. The protests were called nationally by the Unitary Workers' Front (FUT), the Coordinating Council of Grassroots Movements (CMP), the Popular Front and the Confederation of Indigenous Nationalities of Ecuador (CONAIE), with support from other union and social sectors. Some 25,000 people marched in Cuenca; 5,000 marched in the city of Loja; 4,000 marched in Puyo; 3,000 marched in the city of Esmeraldas. Smaller demonstrations were staged in other cities. In Riobamba, 4,000 marched with a giant float of the Titanic Social Justice USA
