Environmental Issues The YWRC recognizes the importance of a clean environment to the overall quality of life in the Mahoning Valley. Neither people nor corporations want to locate or remain in an area that have an unsafe water supply, a polluted landscape or an unhealthy atmosphere. However, environmental concerns need to be carefully weighed against the economic realities of our times. Tighter emission control standards are expensive for business to implement and maintain, and often put American firms at a disadvantage with their foreign competitors.
To maximize the attractiveness of the Mahoning Valley as a place to live and work, the YWRC will be an advocate for scientifically sound environmental policies and regulations that will encourage not only a healthy environment, but allow for continued economic growth. Specifically, the YWRC will work:
  • With state and local officials to maximize the amount of funding received by the Mahoning Valley from the Clean Ohio Fund, and other grant programs, to encourage land preservation and restoration and to create recreational opportunities for local residents.

The synopsis below summarizes the main points gleaned from discussions with key leaders throughout the state. The summary outlines the topic-based issues affecting children's environmental health in California, describes key actions to address these concerns, identifies regional similarities and differences, and describes the next steps necessary for this project. ISSUES AFFECTING CHILDREN'S ENVIRONMENTAL HEALTH Children are in a dynamic state of growth and as a result, a wide variety of environmental health hazards can impact their health and well being. For this reason, leaders identified a myriad of broad and overlapping concerns. Due to the multidisciplinary nature of this work, Network staff frequently heard different and opposing perspectives. This diverse input provided a more holistic view of children's environmental health in California. The concerns most commonly noted include:

Recently regional development has taken on a new form in the Nordic countries. The key-word in the change is programming. Under the Structural Funds, the Swedish regional growth agreements or the Norwegian RUP, programming over long periods of time is central. In the programming phase, as well as in implementation or evaluation, a number of issues have arisen which were not previously at stake in regional development issues. One such issue is the question of the environment and the environmental impact of the programmes. The occurrence of environmental impacts - positive and negative, major and minor, long-term and short-term etc - is a potential result of most types of regional development interventions. What tools exist to minimise the negative impacts of regional development planning? How successful have they been? What is, in fact, a successful tool? How are environmental issues treated in regional development planning in the Nordic countries? Are they integrated in the development programs? Are environmental questions considered at all on the agenda of regional development? This seminar aims at focusing on Nordic experience and development work as a basis for further development, research and practice in the field of regional development programming and integration of environmental issues and the role of Strategic Environmental Assessment.

What are the implications of recent regulatory changes and changes in market fundamentals? This article explains the boom and bust nature of natural gas prices and some ways to reduce this volatility going forward. Current natural gas prices in the U.S. are high-more than double their historical trend over the last five years-and futures prices indicate that natural gas supplies are likely to continue to be tight for at least the near term. High and volatile fuel prices are the consequence of both changing market fundamentals and regulatory decisions. Accordingly, the interplay of these effects could have substantial consequences, both nationwide and in the Midwest.1 This Chicago Fed Letter describes conditions that have put pressure on gas prices and suggests some potential strategies that might mitigate gas price volatility in the future.

It supports organisations through information, research, advocacy, campaigning, networking and capacity-building.
The core of Both ENDS' activities is in making connections, between South and North, environment and development, and between different sectors of society. Both ENDS functions as a go-between to support individuals and social organisations worldwide whose specialisation is ecological sustainability and social justice. 2. REGIONAL ISSUES AND LOCAL CONCERNS IN ASIA AND THE PACIFIC
Asia and the Pacific today account for over 58 percent of the global population. About 70 percent of the world's rural population live in this region. Yet per capita arable and permanent cropland availability in the region is only 0.16 ha, compared to 0.37 ha in the rest of the world. An estimated 545 million people in the region are undernourished, comprising 65 percent of the world's ill-fed. Women and children, ethnic minorities and persons with disabilities constitute a disproportionately high percentage of the vulnerable. The statistical data refer to the FAO member countries in the Asia-Pacific region (as listed on the inside fron cover page) exclusing France and the United States of America. The estimate on under-nourished people excludes countries with no available data (Bhutan, Cook Islands, Fiji, Kiribati, maldives, Marshall Islands, Micronesia, Nauru, Niue, Palau, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu, and Vanuatu). The data are taken from the FAOSTAT database as of September 2004 and FAO's flagship publication The state of Food Insecurity in the world 2003. Despite limited natural resource endowments and its massive, mainly youthful, population base, Asia and the Pacific made substantial inroads in eradicating poverty and food insecurity during the last three decades. Since 1945, the region's economy grew faster than in any other region. Literacy rates have considerably increased, and improved nutrition and public health programmes have raised life expectancies by over a generation in only half a century.

Although Africa lacked a continent-wide collective security system, both informal and formal regional mutual defense arrangements have developed. Nigeria participated in the defense pact of the sixteen-nation ECOWAS, the only regional economic organization with such a collective security arrangement. Army , this ch.). Indeed, the history of Nigeria's participation in international peacekeeping missions was second to none among African states. In the case of Liberia, when the seven-nation ECOWAS mediation committee failed to end the three-way civil war, ECOWAS decided to send a peacekeeping force in August 1990. Five nations contributed to the 7,000-member force, dubbed the ECOWAS Cease- fire Monitoring Group (ECOMOG). Nigeria's 5,000 troops, logistical support, and naval and air force units provided the bulk of this multinational effort. Thousands of Nigerians were evacuated from the war-torn country, but ECOMOG's mission as a neutral peacekeeping force was soon compromised. Nigerian units became embroiled in the conflict, which spilled over into Sierra Leone, staging point for the ECOMOG operation. At least 500 fresh Nigerian troops were then deployed to Sierra Leone to defend the supply lines and assist the Sierra Leone army in fending off Liberian rebel incursions. Nigeria has been in the vanguard of African support for the liberation of southern Africa and defense of the frontline states. It was one of the most consistent and generous providers of political, financial, and material assistance to the Namibian liberation movement, the South West Africa People's Organization (SWAPO), including substantial support to help organize pre- independence elections. Nigeria donated several million dollars' worth of military and financial aid to the African National Congress in its struggle against South Africa's apartheid regime. Nigeria also sent military equipment to Mozambique, which was attempting to suppress South African-backed Resistência Nacional Moçambicana (Renamo) guerrillas.

The 24th Annual Pacific Islands Conference gets underway this week, beginning today with a pre-conference working session. The conference, sponsored by the United States Environmental Protection Agency's Pacific Islands Offices, aims at bringing together leaders in government and industry from around the region to examine environmental challenges and issues facing the region. Representatives from the American territories, the Republic of Palau, the Commonwealth of the Northern Mariana Islands, and all over the Pacific were in attendance. John McCarroll, Pacific Islands Office manager, says he is already seeing potential in the conference. "This year's conference is really shaping up already to be good," he told KUAM News. "We've gotten great results, tangible benefits from previous conferences and I think it's looking like we're going to get some future results from this one." The conference officially kicks off on Wednesday and will continue until Friday.

Hayes and Zarsky describe the rapidly emerging agenda for regional collaboration on environmental issues in Northeast Asia. In Part One, they describe briefly some of the major transfrontier or regional environmental issues in Northeast Asia that represent a menu of opportunities for cooperation (and potential conflict) between states. These issues include transfrontier air pollution (acid rain only), marine pollution (radionuclides and oil only), migratory species (fish only), and trade-environment linkages related to increasing regional economic integration. Part Two examines the emerging and somewhat overlapping regional environmental management regimes. These include UNEP’s Northwest Pacific Action Plan or NOWPAP, the IOC WESTPAC, the ESCAP/UNDP Northeast Asian Environment Program, and the UNDP Subregional Technical Cooperation and Development Program. In 2005 Students can participate with Dr Stefanie Rixecker in Perspectives in the Environment in the first semester, and Dr Bob Leonard in Global Environmental Issues in the second semester, Year 12 and Year 13 students should apply for Discretionary Entrance by the due dates: Perspectives on the Environment (mid Dec 2004), and Global Environmental Issues (early June 2005). In 2006 Every two years, Lincoln University hosts Youth Enviro School (YES) for Year 12 and Year 13 students wanting a real university experience while they are still at school. The week following Easter in 2006 is the next Youth Enviro School. YES is for senior students who are interested in all aspects of the environment - air, land and water. Students live on campus, attend lectures, do workshops and go on field trips throughout the week. Rotary Clubs throughout New Zealand provide sponsorship. Updated on 20 Jan 2005

Egypt is 97% desert and is therefore dependent on the Nile River for its existence. Only 5% of the land area in Egypt is actually occupied and less than 4% of the land is suitable for agriculture. Since such a small percentage of land is habitable, population densities in some areas along the Nile River are greater than 1,000 people per square kilometer. The Nile River is the lifeblood of Egypt. The river is the main source of freshwater for household use and irrigation, a source of power from the hydroelectric facility at Aswan, and a means of transportation for people and goods. Economic development has placed great stress on Egypt's environment. Population density, combined with long-postponed infrastructure investments, has severely overwhelmed water and wastewater services of urban areas creating numerous environmental hazards. Oil pollution and careless anchoring of boats have damaged coral reefs off the coast, as has pollution from urban and industrial sources and improper disposal of solid wastes. Rapid population growth is straining natural resources as agricultural land is being lost to urbanization, desertification, and salination. The Nile and its tributaries are being contaminated with pollutants, chemicals, and heavy metals. Although Egypt does not have an extensive history of environmental law, regulatory policy has gained momentum over the past few years. In 1994, Egypt passed Law 4 for the preservation of the environment. This law restructured the existing environmental ministry and created the Egyptian Environmental Affairs Agency (EEAA) to draft laws, create and enforce regulatory standards, establish near- and long-term plans for environmental management, coordinate local, regional and national environmental protection efforts, and regularly report on the state of Egypt's environment. The 1994 environmental protection law also established the Environmental Protection Fund, which completed its pilot year in 2000/20001. The fund dispersed five grants of more than $50,000 each to projects focusing on solid waste management.
