Regional Youth Environment Forum 2005
This year's Regional Youth Environment Forum brought together 27 student delegates from Turangi to Mercury Bay. The forum was held at Te Kauri Lodge, near Kawhia, over three days in the first week of the Term 2 holidays. The group examined two key environmental issues - water quality and issues relating to the coast. Workshops and field trips were held to learn more about the issues. On the final night of the forum the students made a presentation of their knowledge to Environment Waikato staff and councillors. The participants had a great awareness of environmental issues and had lots of positive ideas on how to help the environment individually, at home, at school and in the wider community.

Environmental Issues and Regimes in Northeast Asia Peter Hayes and Lyuba Zarsky Co-Directors Nautilus Institute for Security and Sustainable Development Published in slightly edited form in: International Environmental Affairs Vol. 6 #4, Fall 1994 Fall, 1994 Abstract Northeast Asia is an excellent region in which to study environmental conflict and cooperation. As a "latecomer" to environmental cooperation, the states of Northeast Asia have the opportunity to learn from prior regional experience. Northeast Asia also poses many challenges to paradigms of environmental cooperation derived from other regions. As regimes are forming only now, it is possible to study them at an early stage to compare their structure, content, and driving variables with environmental regimes found in other areas such as South Asia and the Mediterannean. In Northeast Asia, there is almost no "habit of dialogue" on which to draw for environmental cooperation, or even consensus on what constitutes the region. The "region" itself contrasts with other regions in that it contains the world's three greatest powers (the United States, China, and Russia), as well as an economic superpower (Japan), and two small powers (the two Koreas). Indeed, the states in the region that have been long standing antagonists during the colonial era, World War II, the Korean War, and the Cold War and regional hostilities continue in spite of the end of bipolar confrontation between the United States and the former Soviet Union.

'Preserve' group tackles regional issues
Javascript disabled. Cannot display HTML ad. By: BARBARA HENRY - Staff Writer CARLSBAD The environmental group that helped pull the plug last month on plans to drain much of Lake Calavera for repair work has been a sharp thorn in Carlsbad's side for a while.
For more than five years, the group called Preserve Calavera has sparred with numerous developers seeking to put homes and business parks in the city's far northeastern region known as Calavera. Roughly three miles long and a mile wide, the region is a patchwork of public and privately owned land. Much of the land is undeveloped, including the city-owned lake and the area's namesake peak, Mount Calavera, or "skull" mountain. In recent months, the small, nonprofit group has stepped up the intensity of its activities, filing lawsuits against several developers trying to move their projects from planning into the construction phase. Two of those lawsuits one targeting the Carlsbad Oaks North business park project in the region's southern edge and one against the Cantarini Ranch/Holly Springs housing development at the eastern end of Cannon Road are now pending.

The legislation, which will be introduced next month, could require state permits for new and expanding large-scale groundwater users but only if their withdrawals would hurt key natural resources. Unlike a plan proposed by Democratic Gov. Jennifer Granholm, the GOP legislation would not apply to surface water. Concerns have risen that the region's waters are vulnerable to diversion outside the basin. AP/Lansing State Journal_ 9/16/05 Rural Nevada county OKs developer's water plan One step closer to moving rural water to 50,000 planned homes near Las Vegas Commissioners in nearby Lincoln County have approved a deal that could help powerful Nevada lawyer, lobbyist and developer Harvey Whittemore use a Las Vegas water agency's planned pipelines to move water about 130 miles to his new development. But the Southern Nevada Water Authority, which is to build the pipelines to carry water from rural Nevada to the urban area in the south, isn't a party to the agreement. The agreement passed last week by the Lincoln County Commission, acting as the county's water district, states that the county would support the pipeline project - if the Water Authority agrees with the district "to provide water developed and produced within Lincoln County to the Coyote Springs Development."

The Center for State, Local and Regional Environmental Programs
State and local agencies are continually grappling with environmental legislation and related policy, attempting to generate the most effective and efficient methods of protecting the environment. However, their struggles are often overlooked by efforts to support legal reform and improved environmental programs. The State Center addresses these issues by advancing two goals. First, we focus on creating stronger state, local, and regional environmental programs. Secondly, we seek to support the role of state and local governments in environmental management and enforcement. Meet John Pendergrass , Director of the Center for State, Local and Regional Environmental Programs ELI pursues these goals through a variety of activities, including: Looking toward the future, the State Center will increase its efforts of distributing critical information on environmental law, policy, and management to a broader base of state and local constituencies; supporting interaction with state and local officials and community groups; using states as laboratories and sources for experimentation and emulation of environmental laws; and working with other groups to reform state planning laws.

http://www2.ucsc.edu/mbrs/
Using an interdisciplinary approach, faculty and graduate students in the natural and social sciences are working together to understand the dynamic processes and tensions of the Monterey Bay region - an understanding that can be extended to worldwide environmental and social change and development.
Interactions in Coastal Environments
Coastal environments are zones of interaction involving terrestrial and marine habitats, land-sea-air processes, and human activities. The MBRS program gives researchers the opportunity for interdisciplinary perspective, by involving other regional research and educational institutions, social and political organizations, and industry. The program's emphasis, "Bi-directional Interactions in Coastal Environments," combined with the regional approach, promotes focused collaborative work across varied research traditions.
Encouraging a Regional Discussion
MBRS sponsors regular informal seminars to discuss regional environmental issues. Recent topics have included strategies for university-industry interactions and wetland conservation, and the role of refugia in protecting important fisheries. In an ongoing effort to build partnerships with other institutions, MBRS presents public symposia, "Challenges for the Monterey Bay Region." A symposium on fisheries and climate change brought scholars from throughout the United States to discuss studies of fisheries biology and the legal history of fisheries organizations. A planned symposium will address the use of fire in management of the maritime chaparral at Fort Ord, relating issues in conservation biology to questions of land management and military base conversion.

Description Industrial development has contributed immensely to economic growth in India. In the process of development, the centre stage has been taken by rapid and tangible economic growth, unfortunately sidelining another equally important aspect of the issue - the environment. The result is that after 50 years of Independence, our industries generate massive quantities of residuals, which not only deteriorate environmental quality, but also adversely affect human health and well being. And ironically, it is increasingly becoming an economic burden. Many areas in India have already been identified as critically polluted by the Central Pollution Control Board, Government of India. It is becoming clearer and clearer that environmental planning needs to be effectively integrated with developmental planning to ensure holistic and balanced growth at all levels. This book broadly covers the various aspects of developmental planning and discusses the methodologies that are being adopted by different agencies for preparing environmental management plans for different regions. Shortcomings in currently prevalent methodologies, the difficulties envisaged while preparing such plans, and other issues including implementation and public participation have been discussed. The book also provides information on important subjects such as definition of the study region, various frameworks, modelling tools, time frames, scenarios to be developed, and implementation aspects as a part of the preparation of the development plan. The book lays special emphasis on carrying capacity based developmental plan or regional environmental management plan for specific regions in India.

Emerging Environmental Issues
A selection of short items of good news and bad news about the environment, and a selection of environmental assessments and planned assessments, mostly produced by partners in the UN system-wide Earthwatch, organized by chapters and programme areas in Agenda 21. Introduction on emerging environmental issues This selection of issues only features what is new since Rio. It does not aim to review all important issues or to show their priority, but to illustrate how our environment, our perceptions of problems, and the responses of society are dynamic and changing, even over as short a period as the last several years. Many of these issues are still controversial, even within the scientific community, as it takes time to achieve consensus. New discoveries and advances in science are bound to alter some of the viewpoints expressed here. These emerging issues are examples of science in motion.

The BCC has continued to slowly advance on issues regarding air and water pollution. The BCC has continued to reduce nutrient outputs from sewage plants. The BCC has yet to tackle issues of non-bacterial pathogens and pharmacuetical byproducts in wastewater. The catchment planning system and public involvement in city wide catchment planning is supported but BCC appears to have slowed on catchment management studies. The BCC has dodged hard issues on floodplain management and restoration. On energy conservation the energy efficiency measures have been incorporated into building codes and they have also done internal energy audits. The BCC support for the Healthy Waterways Partnership is to its credit. It remains the only State or Local Authority to regularly issue State of The Environment Reports although the latest report is overdue.

Among the important factors effecting the quality of the environment in our region is rapid and often poorly planned development. Degradation of environmental quality via development is usually a slow process that goes unnoticed until we notice the loss of open spaces and the increase in traffic congestion. However, during 1999 two events have raised local concern about development. The proposed expansion of a quarry on Mt. Tom and Ronald Burcume's proposed housing development adjacent to Skinner State Park have focused the area on development issues.

Cumulative Environmental Management Association (CEMA)
During the year, CEMA members reached consensus on issues pertaining to air quality and land management. Members developed a regional Acid Deposition Management Framework, which will now be implemented by Alberta Environment as part of its regulatory process. The framework calls for reductions in sulphur and nitrogen emissions from new projects through the use of Best Available Technology Economically Achievable. Such technology is also to be implemented by all oil sands developers when they are replacing old equipment. CEMA members also agreed to a process to achieve further emissions reductions if acid deposition in regional lakes or soils exceeds agreed upon limits. To minimize land disturbance during project exploration and development, industry members of CEMA have voluntarily agreed to a standard set of management practices. As well, a Landscape Design Checklist that defines factors to be addressed during the design of reclaimed landscapes was agreed upon. CEMA has recommended to Alberta Environment that the Checklist be adopted.
