Thousands protest police violence in Cincinnati
Compiled by Shawn Gaynor June 2— Despite intermittent rain, more than 2,000 protesters marched in Cincinnati to protest the police treatment of black communities and the fatal shooting of 19-year-old Timothy Thomas by police in April. Thomas’ mother, Angela Leisure, led the procession that stretched five city blocks.
Before the march began, Leisure thanked the demonstrators gathered at Fountain Square for “standing up for what is right and just.” “I pray every day. I pray my son will be the last one to die. But I don’t think he will be. They have not made any changes to ensure that this will not happen again,” she said. “Who will be the next parent to lose their child?” The multiracial crowd made its way through the Cincinnati streets chanting, “No justice, no peace! No racist police!” Banners were carried on the edges of the crowd reading, “Amnesty! Release all prisoners from the mutha fuckin’ rebellion!” and “Stop police brutality, Shoot back!”. Willard Clark, 41, of Cincinnati, watched the protesters as he waited for a bus outside the public library. “This ain’t gonna change nothing. It’s a joke. It’s a circus,” he said, shaking his head. “What we need is a different system to live under, and this is not going to make that happen.”

Many of these people live in Bernalillo County, but many others live in Sandoval, Torrance, Valencia, and southern Santa Fe Counties. These people share a common job base, transportation system, and housing supply, to name a few. They also enjoy the amenities that Albuquerque provides. The Sandia and Manzano Mountains separate watersheds and "airsheds" between the Estancia Basin and the Rio Grande Valley. Nature of the Work About this section Back to Top Planners develop long-term and short-term plans to use land for the growth and revitalization of urban, suburban, and rural communities, while helping local officials make decisions concerning social, economic, and environmental problems. Because local governments employ the majority of urban and regional planners, they often are referred to as community, regional, or city planners. Planners examine proposed community facilities, such as schools, to be sure that these facilities will meet the changing demands placed upon them over time. They keep abreast of economic and legal issues involved in zoning codes, building codes, and environmental regulations. They ensure that builders and developers follow these codes and regulations. Planners also deal with land-use issues created by population movements. For example, as suburban growth and economic development create more new jobs outside cities, the need for public transportation that enables workers to get to those jobs increases. In response, planners develop transportation models and explain their details to planning boards and the general public.

Straight from the Wires UPDATE: Russia recognizes U.S. interests in ex-U.S.S.R - minister RIA NOVOSTI September 21, 2005, 11:42 AM SAN FRANCISCO, September 21 (RIA Novosti) - The United States has the right to pursue its interests in the former Soviet Union in the energy field and anti-terrorism efforts, Russian Foreign Minister Sergei Lavrov said Wednesday.
While speaking at Stanford University, Lavrov said Russia understood that the U.S. had legitimate interests in the former Soviet Union both in terms of anti-terrorist efforts and access to energy resources. He said these interests were legitimate, but added that Russia wanted the U.S. to pursue them in a clear and transparent manner.
He said the Russian and U.S. presidents had discussed the issue at their recent meeting in Washington.

The Arava Institute for Environmental Studies (AIES) is a regional center for environmental leadership. By encouraging environmental cooperation between peoples, the Arava Institute is working towards peace and sustainable development on a regional and global scale. The Institute is situated on Kibbutz Ketura in Israel's Southern Arava Valley - a desert in the Syrio-African rift near the Jordanian and Egyptian borders and the Gulf of Aqaba/Eilat. The Institute is home to academic programs, research and public involvement. Academic Programs : The Arava Institute offers innovative environmental studies programs. Students explore a range of environmental issues from a regional, interdisciplinary perspective while learning peacebuilding and leadership skills. Issues and options in regional land sustainability
A key process in regional land sustainability studies is integrating economic and ecological values for various land uses, in terms of resource capabilities and stakeholder values, writes Dr Ross Hynes The people and resources of our vast tropical savannas make a significant contribution to Australia's culture, biodiversity and economy. While pastoralism remains the dominant land use in savanna rangelands there is a rapidly growing use of land for other, often conflicting, purposes. Expanding activities e.g. tourism, mining, defence, Aboriginal and conservation interests have the capacity to increase pressure on existing resources. Optimising wealth creation and social equity demands a clear understanding of the priorities of these sectors. The achievement of sustainable development requires urgent attention to multiple resource use management to improve productivity while maintaining ecological values. However, the barriers to and opportunities for effective multiple savanna use are poorly understood.

French version History did not end with the end of the Cold War. New threats are looming, both within the nation states and beyond. Civil wars, ethnic conflicts, international terrorism and transnational organised crime have become more relevant threats to security than the risk of war between countries. And the perception of security risks has widened in reaction to major environmental disasters - Seveso, Chernobyl, Bhopal - or potential risks arising from man-made climate change through the burning of fossil fuels and large-scale deforestation. Finally, pandemic diseases like HIV/AIDS or SARS, which may seem to be a major threat to human security only in poor countries with inadequate health systems, can become a global threat through international travel and tourism.
Economic globalisation in itself produces insecurity in both developed and developing countries. More and more people in both developed and developing countries see their jobs threatened by international competition and foreign investors. Although economic theory promises international convergence of prices and wages as a result of trade liberalisation, many countries are poorer today than in 1990. Therefore, economic globalisation requires not only rules and regulations for fair competition and credible institutions to enforce these rules, but also some international redistribution of the gains from international trade and foreign investment to those countries which are not yet able to exploit their comparative advantages and benefit from opening up to the world economy. This is the rationale of development co-operation.

Small Business Getting Licenses and Permits - Regional Requirements Increasingly, some environmental concerns are being addressed by regional (multi-county) agencies rather than by an arm of the state or local government. If so, you may need a permit or license from that regional body. Environmental Regulations In many areas, control of air pollution is now handled by a regional (multi-county or state) agency that issues permits and monitors compliance. For example, in northern California, the Bay Area Air Quality Control District covers at least seven counties. A regional body with environmental responsibilities may also have jurisdiction over waste water discharge or the storage or disposal of hazardous materials. Water Usage Questions affecting the use of water by a small business are usually dealt with at the local (city or county) level, but some issues may fall within the jurisdiction of a regional authority. For example, if your business is in a semi-rural area and plans to draw its water from a well rather than the public water supply, a regional health authority may test the purity of the water before you’re allowed to use it. In scarce-water areas, a regional water management body may have authority to decide whether or not you may install a well or use an existing one.

5. Benefits and Opportunities
This research study and the related consultations have helped identify a large number of potential benefits and opportunities related to the development and use of REEFs. They are grouped here with some related observations and comments.
Potential for Efficiency
  • Regional environmental issues could be dealt with in a single forum (where there are a number of projects in a region), rather than being revisited in successive individual project EAs. A REEF could examine a variety of development scenarios and try to achieve regional consensus on criteria and issues for evaluating scenarios. Alternatives could also be investigated outside of project specific assessments. A single cumulative effects assessment framework could be developed, relieving each individual proponent of the obligation of independently developing its own conceptual framework for addressing cumulative effects, which is considered one of the more complex steps in an EA. Assessment of cumulative effects for individual projects would thus be greatly facilitated. Cumulative effects in the region could be assessed and monitored under joint agreements, rather than being the sole responsibility of a particular proponent. Moreover, the process for assessing and monitoring cumulative effects at a regional level could be more transparent and credible than if undertaken as part of an individual assessment.

An important achievement in regional air quality management is the Metropolitan Air Quality Study (MAQS), which set up a crucial airshed modelling and air quality monitoring system for Sydney, the Illawarra and the Lower Hunter, and generates important scientific information on smog formation and transportation. The Health and Air Research Program 1995 examined the health effects of major pollutants in parts of the GMR and provided a key rationale for the development of further strategies to address photochemical and fine-particle air pollution. Two NSW Government green papers on air quality management were released for public consultation in May 1996. Responses to these significantly shaped the strategies contained in
