I. INTRODUCTION
This chapter of the ASIL Guide to Electronic Resources for International Law discusses electronic resources of international environmental law. The types of resources covered emphasize the Internet but also include CD-ROMs, library catalogs, and on-line subscription/commercial services. The emphasis here is on English-language sources. Although a number of primary and secondary sources are discussed below, the rapidly expanding list of electronic resources in this field precludes any claim to this being an inclusive guide. With that in mind, search strategies for conducting research in this area are included in Section III
II. OVERVIEW OF INTERNATIONAL ENVIRONMENTAL LAW When attempting to determine the boundaries of international environmental law, one finds that no clear definition can be applied. Like many other branches of international law, international environmental law is interdisciplinary, intersecting and overlapping with numerous other areas of research, including economics, political science, ecology, human rights and navigation/admiralty. Until the late 1960s, most international agreements aimed at protecting the environment served narrowly defined utilitarian purposes. Alexandre C. Kiss and Dinah Shelton

Transportation and Land Use Reform
Project Overview The way we get around affects everything around us. More people are driving further with more frequency, creating smog, ozone action days, and traffic congestion. All too often we try to build our way out of a jam with more roads, a one-way ticket to more problems. ELPC is working with other environmental organizations around the region to develop sustainable transportation systems that enhance, not entrap, life in our cities and rural areas. In Indiana we found that upgrading existing roadways, rather than building a new highway, would save taxpayers $600 million dollars and add only eight minutes driving time. In Illinois, a roadway was postponed because of inadequate environmental consideration a first for the state and a precedent-setting case for the region.

Environmental Law Center
"Law for the Community
and the World"
Vermont Law School's Environmental Law Center offers one of the best environmental law and policy programs in the country. The mission of the Environmental Law Center is to educate for stewardship and an understanding of underlying environmental issues and values. Environmental law and policy are about change, and since change is often threatening to those who benefit from the status quo, it is no surprise that consensus on environmental issues is difficult to achieve. An environmental professional must understand that sound environmental policy is formed at the intersection of politics, law, science, economics, and ethics. In the Environmental Law program students explore the ethical basis for environmental policy, develop a knowledge of ecological concepts, and consider both international issues, and standards and processes embodied in U.S. environmental law. Students learn political, cultural, institutional, and scientific mechanisms which shape environmental policy, as well as recognize the role and effects of hazard, risk, and uncertainty in policy development.
