[Last modified 10 June 2000] As with many fields of professional ethics, students are exposed to ethical reasoning and decision-making through the analysis of case studies. This has been particularly true in medical ethics, but also in business ethics. Developed from a model of case law, the case method was adopted in business training and hence business ethics. In medical ethics, particularly clinical ethics, the case study approach was the logical outcome of the way in which medical training itself was established. This soon became the common approach across the spectrum of professional ethics. However, the case study approach is not without its problems. Some call into question the way in which case study analysis only produces a “quandary ethics” where moral decision-making is reduced to the algorithmic procedure of applying the right “rules” in the right situation. In these kinds of cases, every kind of moral decision is transformed into some kind of dilemma. My concern, however, relates to a problem with the kinds of cases which students are required to consider and how they are to “analyze” them. In this respect, traditional case study approaches tend to turn students into mere ethical “spectators” rather than participants. Case study approaches to ethics, Stuart Hampshire suggests, “only teach students how to be the ethical counterpart of art critics rather than the ethical counterpart of artists.”

ENGINEERING ETHICS CASE STUDIES The Aberdeen Three: In 1989, three engineers working on developing chemical weapons at a U.S. Army facility, the Aberdeen Proving Ground in Maryland, were indicted for a criminal felony. They were tried and convicted for illegally handling, storing and disposing of hazardous wasted in violation of the Resource Conservation and Recovery Act form 1983-1986. This case shows the importance of the engineering profession's social and environmental responsibilities, in both legal and moral terms. In addition, it serves as an important case study in the escalating public concern over environmental and toxic waste, and the ways in which government is called upon to regulate engineering business. Aberdeen Three is particularly useful for students of environmental engineering; however, it also is a useful case for showing engineering students their responsibility to the public at large. Case Study Accepting Gifts and Amenities: Most engineers probably believe that accepting small favors (such as inexpensive pens) from vendors is permissible. By contrast, most engineers probably believe that accepting large gifts or amenities is wrong. Drawing the line between permissible and impermissible instances of accepting gifts and amenities is not always easy, however. This case invites students to think about the issues involved in such decisions. It is particularly suitable for senior-level engineering courses. This web site is dedicated to the dissemination of engineering ethics case studies and supporting resources for students and faculty of the School of Engineering and Applied Science at the University of Virginia. The site primarily features cases that have been researched by students, with faculty support from the School of Engineering and Applied Science and the Darden School of Graduate Business Administration. This web site consists of a collection of cases that focus on ethical considerations in the early stages of the invention and design process, rather than as aftermath of a completed design. Because of the growing use of cases in engineering courses, and because it is difficult to separate out design issues from those in ethics and in the environment, we are developing cases that encourage students to think imaginatively about design in light of the increasing concern for the environment and other issues that will be challenging to them in their work as engineers. We hope to produce engineers who will be better able to make ethical decisions about creating and marketing new technologies.     This is a good place to start for any educator interested in adding case studies to his or her syllabus. Geza Kardos, a retired Carleton University mechanical and aerospace engineering professor, provides the content for the site at http://civeng.carleton.ca/ECL/ What are engineering cases, and why are they useful classroom tools? Cases are not technical papers, Kardos insists, but written accounts of "an engineering activity as it actually occurred, rather than a demonstration of the validity of a particular or 'best' solution. It is intended to be a medium for classroom learning about engineering." He writes that by using case studies, students and instructors may find better ways to deal with technical problems. The site includes a wealth of valuable material, including a searchable catalogue of more than 250 cases maintained by the Center for Case Studies in Engineering. Case abstracts are available online and are searchable by subject classification.

First there was a leak. And then, upon closer inspection, there was a bigger problem. The leak brought to light the fact that the 4-pipe riser system at the 10-year-old, 40-story Chicago hotel had completely failed. "Every pipe had bent," explained Tim Hesterman of Imbert Corporation, a manufacturers rep firm in Chicago. "The contractors had installed two expansion joints in each of four risers, locating them at approximately the 12th and 28th floors. However, due to the location of the risers, and their proximity to each other, proper guiding was virtually impossible. As a result, every riser pipe had bent at the 6th floor." The 40-story risers were comprised of 1" to 2-1/2" copper pipe. After ten years, the thrust loads resulting from the repetition of thermal expansion finally took their toll. The non-guided pipes bent and began to leak approximately half way between the ground floor and the first expansion joint. Retrofitting pipe guides in the hotel was not an option. It was too costly. The hotel went to Imbert for a solution. "Looking at the situation, and the tremendous cost of time, materials and labor to install pipe guides, we instead recommended the Metraloop expansion joint," Hesterman explained. "Since the Metraloop required no guiding, and exerted no pressure thrust loads, it was the perfect solution."

In ECP courses, ethics case studies enable students to look closely at the complex tangle of engineering codes of ethics, communications, and management practices. In recent years, ethics case studies have included the Challenger, the Kansas City Hyatt walkway collapse, and the Bay Area Rapid Transit (BART) whistleblowing case. The memoranda below, from the spring 2004 issue of Ingenuity , are five students' intepretations of the BART case; each student's work illuminates the complexity of this case.

Failure Case Studies in Civil Engineering Education Undergraduate engineering students rarely study engineering failures or consider the ethical issues facing professional engineers. This approach to engineering education not only leaves students ignorant and unprepared for what they will face after college, but it also teaches them to devalue the importance of these topics in their future careers. One only has to look at the Tacoma Narrows Bridge collapse to see how knowledge of past failures can help to prevent future catastrophes or imagine the losses incurred when engineering, as a profession, begins putting its own personal gain over the public welfare. So what can we do? An already cramped undergraduate civil engineering curriculum leaves students little time for new classes. Integrating failure case studies and ethical concerns into already existing engineering classes provides the perfect solution. Not only will this interest students by showing how their classes relate to engineering, but it will also inspire them to learn more about the history of the profession. Failure case studies can be integrated throughout the undergraduate curriculum to introduce new topics, as example problems, as homework problems, or even as the topic of a short research paper. The possibilities are endless.

Ever needed an example for class? Try Engineering Cases for real-world case studies! "This is a collection of information on engineering cases. These are accounts of real engineering projects that are written for use in engineering education. The accounts are not highly technical, and are quite readable by those with the appropriate interest."
It has a catalog of cases-obtained by writing to the Center. Most helpful are information about writing Engineering Case Studies and how to to use the effectively in the classroom.
