It is too great a coincidence to note that these countries have so much to gain from burning and exporting coal. Their banter about 'clean' coal technologies will allow the profit-making trade in fossil fuels to continue, nay accelerate. If by any chance the new technologies do manage to reduce carbon emission rates by some fraction it is unlikely that there will be anything other than a substantial net increase as consumption in absolute terms soars. And there could well be a profit to be made from that flawed technology.
No doubt George W also has in mind the need to placate the mayors and Congress members who have been objective enough to recognise the problem of man-made climate change and do something about it, despite lack of honest thinking and action from the top.

Glossary: Environmental Issues
Definitions of terms relating to global climate change, pollution, and other environmental topics.
Acid rain: Sulfur dioxide (SO2) and nitrogen oxides (NOx), along with other chemical compounds, are released during the combustion of fossil fuels . When these gases react in the atmosphere with water, oxygen, and other chemicals, they form acidic compounds. Sunlight increases the rate of most of these reactions. The resulting substances are wet (acid rain, snow, or fog) or dry (acidic gases or particulates) and may drift far from the original source before falling to the earth. The negative effects of these acidic deposits include damage to forests, soil, and aquatic ecosystems, damage to infrastructure and human health, and reduced visibility. Carbon dioxide (CO2): Carbon dioxide is one of the most common greenhouse gases in the atmosphere and is regulated through the natural carbon cycle, where carbon dioxide is emitted into the air and reabsorbed by vegetation and water. This cycle is upset by the emission of additional carbon dioxide from human activities. Because natural cycles cannot absorb these additional

China's gradual transition to a market economy, which has been proceeding for two decades, has put China among the world's fastest growing economies. While economic growth has increased incomes and improved health indicators, as well as reduced overall poverty levels, growth has not been totally benign. Environmental pollution from coal combustion is damaging human health, air and water quality, agriculture and ultimately the economy. New laws establishing comprehensive regulations have begun to curb this environmental damage. On the national level, policies are formulated by the State Environmental Protection Administration (SEPA) and approved by the State Council. The role of SEPA, which was established in 1998, is to disseminate national environmental policy and regulations, collect data and provide technological advice on both national and international environmental issues. Despite government efforts, however, concentrations of most pollutants remain high. In June 2002, China enacted the Cleaner Production Promotion Law, which established demonstration programs for pollution remediation in ten major Chinese cities, and designated several river valleys as priority areas.

    State and local governments are blazing a groundbreaking path to integrate how they think about, make decisions and formulate policy on energy and environmental issues. With assistance and leadership from four key state organizations – the National Association of State Energy Officials (NASEO), the State and Territorial Air Pollution Program Administrators and their local counterparts (STAPPA/ALAPCO), the National Association of Regulatory Utility Commissioners (NARUC) and the Environmental Council of the States (ECOS) - an effort has begun to help institutionalize, on a state-by-state and state-federal basis, consideration of energy and environmental integration. The driving force behind this effort is the growing number of critical decisions that states face over the next several years concerning how to provide a healthy environment while simultaneously ensuring an adequate and reliable power supply to enhance and maintain a robust economy. Federal, state, and local government officials are witnessing the convergence of several factors that offer a unique opportunity for positive change in the context of integrating energy and environmental approaches.
