Modern civilization has been built on man's increasingly effective harnessing of sources of energy to do work, from simple machines, steam, coal, oil, and beyond. Understanding the role of energy and human energy use is critical to an analysis of environmental issues. A number of environmental problems are attributed to our use of fossil fuels, yet increased use of energy is a primary signal that a country is developing a higher standard of living. Fossil fuels, such as oil, natural gas, and coal, are the most readily available energy sources to heat and cool our homes, power our factories and business, and power our various forms of mobility, such as planes, trains and automobilies. Concerns about environmental impacts, reliance on foreign supplies, and depletion of domestic reserves have led to calls for increased research and development of alternative sources of energy. Alternative sources, such as wind, solar, and water energy, have been used in one form or another for many centuries but require further development before they are cost-competitive. Extensive research and development is underway to develop new energy techologies, but which will be the most viable sources is not yet known. ENERGY, ENVIRONMENT AND NATURAL RESOURCES LAW THE LL.M. PROGRAM IN ENERGY, ENVIRONMENT, AND NATURAL RESOURCES LAW at the UH Law Center trains lawyers to handle the complex legal and policy issues that surround three areas: energy production and use; pollution prevention and biodiversity protection; and natural resources exploitation and conservation. Students can focus on one of the three areas or pursue broader studies of the interrelationship between energy development and policies to protect the environment. Economic and political forces play a role in all of these areas, and applicable law may be local, national, or international. The curriculum gives students the opportunity to acquire or deepen their analytical and practice skills for a career in these complex subject areas. Faculty with international reputations in energy law and domestic and international environmental policy teach these courses,and a strong corps of adjunct law professors lend their skills and perspectives. Students must complete a minimum of 15 credit hours in energy, environment,and natural resources courses. CITIES OF THE FUTURE
By 2007, 3.2 billion people—a number larger than the entire global population of 1967—will live in cities. Developing countries will absorb nearly all of the world’s population increases between today and 2030. The urban growth rate of 1.8 percent for 2000 to 2030 will double the number of city dwellers in less than 30 years. Meanwhile, rural populations are growing scarcely at all. Introduction

India's ongoing population explosion has placed great strain on the country's environment. This rapidly growing population, along with a move toward urbanization and industrialization, has placed significant pressure on India's infrastructure and its natural resources. Deforestation, soil erosion, water pollution and land degradation continue to worsen and are hindering economic development in rural India, while the rapid industrialization and urbanization in India's booming metropolises are straining the limits of municipal services and causing serious air pollution problems. Following the 1984 Bhopal disaster - in which a toxic leak from the city's Union Carbide chemical plant resulted in the deaths of more than 3,000 people - environmental awareness and activism in India increased significantly. The Environment Protection Act was passed in 1986, creating the Ministry of Environment and Forests (MoEF) and strengthening India's commitment to the environment, which was enshrined in the 42nd amendment to country's constitution in 1976. Under the 1986 Environmental Protection Act, the MoEF is tasked with the overall responsibility for administering and enforcing environmental laws and policies. The MoEF established the importance of integrating environmental strategies into any development plan for the country.
