Beginning March 31, 1998, many of California's electricity consumers were allowed to make choices when they purchased their electricity. The decades-old structure of area-specific monopolies for electricity was changed under what is called "restructuring" or deregulation . Begun by the California Public Utilities Commission in 1992, the course electricity deregulation took was directed by legislation, mainly Assembly Bill 1890 and Senate Bill 90. Because of flaws in the deregulation process, the California Public Utilities Commission suspended direct access in September 2001 . Other problems, too numerous to explain here, also occurred. Many periodicals and books have examined and analyzed what went wrong with the state deregulation efforts. Text Version Home Help Site Map ... How is Maryland Different from California? What is Electric Utility Deregulation? In 1999, a law was passed in Maryland called the Customer Choice Act. The Act gave Maryland customers the right to choose their electric power supplier, beginning in July of 2000. The Act also unbundled, or separated, the different pieces of the electricity product from each other. For example, when you buy power, you are buying generation, transmission and distribution. Generation creates the power, transmission brings it to your area, and distribution brings it to your home or business. The only piece of the electricity product that you are now able to choose is generation. Generation is the creation of electricity through the burning of fuels or the use other energy sources. Generation usually happens at a power plant. Most power plants burn fossil fuels such as coal, oil or natural gas. Some power plants use nuclear energy. And, some electricity is generated from renewable resources such as solar power, wind, or biomass. A company that provides generation of electricity is called an electricity supplier.

No area of the HVAC industry is more sensitive to the changes developing within the electric power industry than off-peak air conditioning. Thermal storage for cooling applications depends almost entirely on time differentiated utility rate structures for its existence, and the future form and substance of these rates will determine the directions this industry must take in order to survive and flourish. Certainly, there are capacity-limited or niche storage applications, such as churches and theaters, but the vast majority of storage systems are installed to capitalize on favorable time-of-use electricity rates. The benefits of thermal storage to the customer are only a reflection of the thermal storage benefits to the new power providers and marketers. It is useful to review and expand on the various impacts thermal storage can have on the unregulated electric power industry and how those impacts can improve a customer's negotiating leverage. As was made clear in recent ASHRAE-sponsored forums, we can only predict how government's regulatory retreat will impact utilities, power producers, the proliferation of energy marketers and ultimately, the customer

what is FRC?
FRC stands for Full Retail Competition, which is another name for deregulation. For about five years now, large energy customers in business and industry have been able to select their retailer of choice. The market is now opening further to give all customers, including householders, the choice of where they purchase their energy from (the same way you can choose your own telephone company).
what should I look for in an energy offer?
Make sure that you understand the price you are being quoted. Your energy bill is currently a bundled price that includes retail energy, distribution and market participation (government) costs. Energy retailers may quote retail, distribution and market participation costs as one price or seperate prices. You need to be sure you are comparing the same offer.
