After successfully pushing forward the deregulation of the natural gas, airline, cable and telecommunications industries, the pundits on Wall Street turned their sights to the big prize-the $250 billion annual market for electricity. They ignored the fact that the regulated U.S. system already provided the most reliable and inexpensive system of electrical generation and distribution among leading industrial countries. They also conveniently forgot that the U.S. had already experimented with deregulated electricity and turned to regulation after the spectacular abuses and collapse of the Insull energy conglomerate in 1932. In 1992, Congress passed and former President George Bush signed legislation mandating deregulation of wholesale electricity and allowing states to deregulate retail electricity. The proponents promised market efficiencies that would lead to lower costs for consumers and more reliable service. I predicted the opposite-higher prices and less reliable service. The first warning signals of problems with deregulation came with wholesale price spikes 100 times the normal rate, during a Midwest heat wave in 1997. Then California had price spikes up to 50 times normal and rolling blackouts this past winter. Deregulation apologists have a host of excuses for the California problems that are spreading north to Oregon: it is the fault of environmental laws, huge demand increases, or a refusal to allow new generation. One by one, expert analysts and California's utility executives have refuted these myths. Now, deregulation advocates say it is because California only partially deregulated - that is partially true. But the model for full deregulation, Great Britain, has been plagued by price spikes, consumer gouging, service complaints and reliability problems as well. Even the British government has had to partially re-regulate to stem market manipulation and other abuses..

"The CFA's report document what I've been saying all along," said DeFazio, "Energy deregulation will never work. It hasn't worked for Great Britain, it hasn't worked for New Zealand, it isn't working for California, Pennsylvania, New York, Massachusetts, or Montana. Electricity is a unique commodity that doesn't lend itself to the whims of free markets and the principles we learned in Economics 101." DeFazio was one of only two conference committee members and 60 House members to vote against the "1992 Comprehensive National Energy Policy Act," which deregulated wholesale production and distribution of energy, and allowed individual states, like California, to go even further by deregulating retail energy production and distribution. The result of that Act left the West with a decentralized, destabilized energy market due to market manipulation by energy conglomerates, as well as rate hikes and threats of blackouts across the country. "Congress made a colossal mistake in `92, allowing the deregulation of wholesale production and distribution of energy. The `92 Act eliminated the mandate that generators serve the public and provide stable, affordable, and reliable power. We were left with private power buccaneers serving only stockholders by capitalizing on the energy crisis while average Americans struggle to conserve, suffer from lost jobs, and brace for the lights to go out."

Click here for more information MEXICO CITY Mexico's economy minister said Friday that the proposed opening of the country's energy sector to private investment would take place in stages, pointing to the electricity reform measure now before Congress as the most urgently needed step. "This is how the president (Vicente Fox) believes it should be done, in stages; electricity is the first stage," Minister Fernando Canales told a press conference. Canales said that even though the Mexican economy had grown only modestly in recent years, electricity use had increased by 6 percent annually nationwide and at an even faster pace in some states. For instance, consumption has been growing by nearly 12 percent annually in the northern state of Nuevo Leon, home to Mexico's industrial capital, Monterrey. Meeting the surging demand for power will require resources the government doesn't have, the minister said, underlining the urgency of winning congressional approval of legal reforms allowing private investment in the industry. Canales pointed out that the government sent the electricity reform bill to Congress last year, and was still awaiting action by lawmakers.

Enron was more than a huge energy company. It was the "theological headquarters" of the Cult of Unregulated Energy. Canadians need to understand that Enron’s owners and officers were not merely worshippers at the "Church of the Blessed Privatization and Deregulation of Energy" they were the priests, the prophets; in fact, the self-proclaimed messiahs for true believers on both sides of the border.
Therefore we should not miss the point that they have now been exposed as a band of criminals. Criminals, moreover, with a psychopathic lack of concern for the pain they have caused their own employees - not to mention their millions of customers. This fact should raise questions about their cult; just as the exposure of a television evangelist as a fraud raises questions about his ministry.
The mainstream and financial news reports continue to report on the collapse of Enron as though it is just another corporate failure; an isolated example of corporate misbehaviour. Its real significance is much greater, and has implications for Canada and the entire world; not just the U.S.A. That is, if we are willing to learn from it.

Big national energy companies are wooing state legislators who are considering or have passed energy deregulation. Is your state one of the targets?

Enron is an energy company that doesn't produce any energy and owns few assets. Yet the company managed to pull in more than $900 million in profits last year by simply buying and selling electric power, making it the No. 1 wholesaler of electric power in the country. And for a company that trades in megawatts, electricity deregulation is key. So Enron supports lawmakers who are pushing for deregulation, both on the national and state level. The company gave $68,000 in PAC and individual contributions to Sen. Phil Gramm (R-Texas) in 1999-2000. Gramm's wife, Wendy, is on Enron's board of directors. Gramm himself chairs the Senate Banking Committee, which earlier this year voted to repeal the federal law that restricts ownership of utilities, which would open the door for a national deregulation policy. But Gramm's $68,000 is just a drop in the bucket compared to what Enron spent on state candidates in the 2000 election cycle. According to a study of preliminary campaign finance data by the National Institute on Money in State Politics, Enron gave more than $460,000 to local candidates in 19 states. The Houston-based energy company focused the bulk of its giving on three big states: California ($142,880) and Texas ($107,650), both states that have enacted deregulation; and Florida ($67,000), which is studying deregulation.

Energy The California Energy Shortage: Myths and Facts What's the real story behind California's energy shortage? There's a lot of myth and rhetoric floating around. Some, including President Bush, have tried to pin the crunch on environmentalists and clean-air standards, but energy experts point to poorly planned deregulation and mistakes by the utilities. Below, some perspective from editorials and opinion pieces on the issue. The Bush Administration has pointed to environmental standards as the cause of California's energy shortage. But, as the Los Angeles Times said in a recent editorial: "In fact, it was regulatory uncertainty and economic decisions by utilities and private generating companies that caused the lack of new plants." The U.S. Energy Association (USEA) and the American Consulting Engineers Council (ACEC) will hold a joint briefing on important issues in electric deregulation that affect the business environment of the energy, utility, engineering, construction, and finance industries. The electric utility industry is transforming from a regulated industry to a competitive one. The door to this restructuring was opened in 1992 by the enactment of the Energy Policy Act , which called for increased open-market generation, transmission, and distribution of electricity.
