Energy Efficient Heating System
August 31st, 2005 Heating systems can be very efficient if they are installed properly, respecting the instructions provided by the manufacturing company. They are available in different sizes, as they need to respond to the necessities of different house surfaces. Heating systems can be based on different technologies and can more or less energy efficient. But the research in the domain, as well as the technology, constantly leads to creating more performing energy efficient heating systems. Heating systems can be based on gas stoves or on radiators connected together by means of pipes, which are heated by hot water under pressure. Heating systems are very popular in most of the households, as people need them in order to preserve the temperatures at a comfortable level, and radiators and pipes represent the most common accessories of this kind. They are the more efficient, every time the pipes are better isolated from the outside environment. Among the most economical heating systems, solar heating systems are very popular. This has to do manly with the fact that they are based on nonfreezing fluids, which are pumped through pipes that are heated by the solar energy using mirrors that concentrate all the heat on them. The heated fluid is pumped after that, in radiators. This system can also be used to heat the water used in the household. This particular system is very energy efficient because it only uses a little amount of electrical energy to pup the water through the pipes. Thus, the energy loss cannot be compared with the loss of the usual heating systems.

Energy Deregulation: Dead on Arrival at Capitol?
By Marisa Helms
February 22, 2001
Part of MPR's online project, This Cold House RealAudio
As Minnesota lawmakers consider ways to alleviate a projected energy shortfall later this decade, advocates of energy deregulation are pitching a free-market solution. They say deregulating the state's electricity industry would increase power generation and improve the reliability of the system. But the much publicized instability of the deregulated California market has some Minnesotans skeptical of the benefits of retail competition. HOW MINNESOTA COMPARES
How do Minnesota residential customers compare with the rest of the nation in cost per kilowatt hour?

The 2003 Energy Bill
Compromise energy legislation includes components that would:
Exclude President Bush's proposal to open the Arctic National Wildlife Refuge to Alaska to drilling. Include reliability requirements for high-voltage power lines and add incentives to increase power line investment to address issues raised by the August 2003 blackout in the Northeast. Provide billions of dollars in tax incentives to spur development of oil, natural gas, clean coal and nuclear power. Give authority and financial assistance to build a $20 billion pipeline to bring natural gas from Alaska's North Slope. Offer tax incentives to improve energy efficiency of homes and some appliances and encourage use of renewable energy sources such as solar, wind and biodiesel.

Energy Deregulation
Background
The New York State Public Service Commission (PSC) has opened the State's electric industry to competition. Under energy deregulation, customers now have the choice as to who will supply their electric and gas. Competition has produced and supported new innovative technologies and services to generate even greater energy savings.
Energy Deregulation
Energy deregulation is similar to the deregulated telephone industry where a company such as Sprint sells you long distance service (the commodity) and Verizon continues to maintain the transmission systems. The transmission distribution portion of the bill (the cost to get the power to you) is still provided by the utility. Maintenance of the systems and meter reading will still be the responsibility of your present utility as well. By purchasing your power from Advantage Energy, Inc., to the extent our company purchases power cheaper than your current tariff rate, you'll save money.

Lay championed energy deregulation
When California's electricity crisis hit in 2000, Kenneth Lay and the company he headed came to symbolize all that California lawmakers saw as wrong with energy deregulation.
Yet Lay himself was not directly involved in crafting California's 1996 deregulation plan, say state legislative aides and others involved in the deliberations.
On the other hand, the former Enron CEO whose company harvested a windfall during the electricity crisis generated momentum for deregulation, both nationally and in California, critics said.
"Even though Enron didn't make off with the biggest bag of money, you have to look at Enron and specifically Ken Lay to understand how we got into (the energy crisis) in the first place," said Doug Heller, a spokesman for the Foundation for Taxpayer and Consumer Rights, which is strongly opposed to deregulation.
California lawmakers continue to push for roughly $9 billion they say energy companies should refund as a result of market manipulation during the crisis.

to Governor Schwarzenegger.
The truth is, as all Californians learned at great cost, electricity is too vital to the economy and public safety to be left in the hands of unregulated energy companies and the whims of the market.
What Arnold Says About Energy What ArnoldWatch sees "Create a working wholesale power market based on the lessons learned from other states and the FERC standard market design." "Affirm the commitment to private power by dismantling the California Power Authority." "Slow and poor policy response exacerbated financial degradation of utilities - (such as a) delay in raising rates"
That he has not committed to fighting for the outstanding $9-$20 billion these energy firms still owe Californians indicates Arnold does not understand what the voter anger about the energy crisis meant, namely that under deregulation, Californians paid too much for power and should get their money back.
Arnold would make it harder to contest and mitigate environmental problems associated with building new power plants. He will also push to ensure that power firms can charge consumers whatever they want for electricity, no matter how excessive.

Deregulation, Re-Regulation and California's Energy Future by Jim Chappell This article first appeared in the August, 2003 SPUR Newsletter , p. 12. In 1996, Californians entered the new world of energy deregulation, with its promises of greater efficiency, robust competition, and lower prices. Instead, we were hit with the energy “perfect storm,” with its brownouts and blackouts, soaring wholesale power prices, insolvent utilities, criminal charges of market manipulation by out-of-state electricity trading firms, electric ratepayers now weighed down with above-market energy contracts, and a governor subject to a recall effort, in part because of his perceived bungling of the energy crisis. The country looks at California today as an example of what not to do. Background Assembly Bill 1890 1996's AB 1890 energy-deregulation measure was based on the theory that the regulated monopolies lacked market incentives to control costs and innovate, and that it was necessary to break them up and create competitive markets. It did a number of things: • Incentivized the divestment of generation facilities to merchant generation firms, power companies that generate electricity for sale in the open wholesale power market

Va. among those loosening rules
The Associated Press February 11, 2002 HOUSTON With Enron Corp.'s collapse, the drive toward energy deregulation has lost its loudest voice. It now must overcome new skepticism about the argument that consumers benefit when private companies replace public utilities. "There is going to be a loss of public trust, a suspicion that if this (Enron collapse) can happen, people can be taken advantage of," said Michelle Michot Foss, executive director of an energy institute at the University of Houston. "Enron is a giant energy company. People don't know if that's electricity, natural gas or oil. It could cause people to be concerned whether deregulation will be a smooth event," said Jim Burke, a vice president at Reliant Energy in Houston.

Long plagued by some of the highest rates in the country, California is about to deregulate its electric-utility market. But small-business owners should take heed of the deregulation bill's fine print. "What you see is small business getting screwed," says Julie Scofield, executive director of the Smaller Business Association of New England. Thanks to the lobbying efforts of California Large Energy Consumers Association (CLECA), a complicated agreement was hammered out by lawmakers and utility companies. The new legislation, which is expected to take effect on January 1, 1998, allows large customers to negotiate rates with electricity providers while other users get frozen rates and mandatory scheduled rate decreases.
