Energy related royalty revenues account for about one-third (about $7.7 billion in 2003-04) of the total revenue collected by the Province. These revenues help to keep Alberta's overall taxes low, and are critical to the delivery of public programs, such as health and education. Energy also accounts for just over half the value of our province's $66 billion in total exports and about one-quarter of the total $170 billion in Gross Domestic Product (GDP). Nearly one in every six workers in Alberta is employed directly or indirectly in the Province's energy sector. Albertans own 81 per cent of the province's oil, natural gas and other mineral resources and the Government of Alberta excels in managing the development and use of these resources in a responsible and appropriate manner to the benefit of all Albertans. Environmental management, financial management, research and technology and other areas of expertise combine to leverage energy resources to their full value in attracting and developing new business and expertise.

    All DOE employees, contractors, and grantees must be mindful of the importance of protecting the rights and welfare of human subject research volunteers. In a world of rapidly advancing medical technology, revolutionary genetics research, and ever-increasing threats to personal privacy, the protection of human subjects in research is paramount. All research conducted at DOE, supported with DOE funds, or performed by DOE employees, including classified and proprietary, must comply with Federal regulations and DOE Orders to protect human subjects.

    106. Brookhaven 1958 Video Game - DOE Research And Development (R&D) Accomplishments
    The first video game may have been developed at the department of energy's Brookhaven National Laboratory in 1958. William Higinbotham designed Tennis for Two for a laboratory visitors day.
    http://www.osti.gov/accomplishments/videogame.html
    Video games capture the rapt attention of millions of children and adults. U.S. annual shipments more than doubled from 69 million in 1996 to 159 million in 1998.* During this time, U.S. sales increased from 3.6 billion dollars to 6.2 billion dollars.* In 1996 video games represented 2% of toy shipments and 15% of sales dollars. By 1998 it grew to 4% of toy shipments and 22% of sales dollars. Total world sales dollars increased from 9.3 billion dollars in 1996 to 14.2 billion dollars in 1998.*
    The following account, written in 1981, tells how a Department of Energy research and development program led to the pioneering development of video games.
    *Source: Toy Manufacturers of America, Inc. New York, NY
    William Higinbotham In 1958, William Higinbotham, then head of BNL's Instrumentation Division, designed what may have been one of the first video games. Back then, Brookhaven had visitors days in the fall, and thousands of people came to tour the Lab and see exhibits set up in the gymnasium. Higinbotham's game was an illustration of what the Instrumentation Division could design and build. It was wildly successful, and Higinbotham could tell from the crowd reaction that he had designed something very special. "But if I had realized just how significant it was, I would have taken out a patent and the U.S. government would own it!" he said.

    (Formerly Corporate Safety Assurance) Accident Investigation Program A primary mission of the Department of Energy (DOE) is to operate its programs and facilities with a high level of safety. The accident investigation process has been designed to meet Departmental safety objectives by responding to accidents in a highly coordinated, timely, and focused manner. Preventing accidents and reducing lost time and fatalities due to accidents are line management responsibilities. However, the accident investigation program provides useful and timely information to managers within the DOE complex in an efficient manner so they can use the information to improve their programs. The objectives of the accident investigation program are to prescribe requirements for conducting investigations that will assist line management in meeting its responsibilities to:
    • contribute to improved environmental protection and enhanced safety and health of Department of Energy employees, contractors, and the public;

Due to concerns about the lack of exploration activity in Papua New Guinea, particularly in the drilling of exploration wells, and the projected steep decline in oil production from the existing Kutubu, Gobe and Moran oil fields over the period 2003-2010, the Government has introduced special fiscal terms that are to provide an incentive to the industry to explore. Those special terms are styled as "incentive rate petroleum operations".

    Welcome
    The U.S. Department of Energy's Office of Biological and Environmental Research ( BER ) has established the Global Change Education Program (GCEP) to promote undergraduate and graduate training in support of the Department's global change research activities. Global change research encompasses a wide variety of study areas, including atmospheric sciences, ecology, global carbon cycles, climatology, and terrestrial processes. Global change research is supported by BER through the Atmospheric Science Program ( ASP ), the Environmental Meteorology Program (EMP), the Atmospheric Radiation Measurement ( ARM ) Program, the Terrestrial Carbon Processes ( TCP ) effort, the Program for Ecosystem Research ( PER ), and studies carried out under the direction of the National Institute for Global Environmental Change ( NIGEC ). Other studies address integrated assessments, predictions, and policy, as well as paleoclimatology and earth system processes. The two components of GCEP are the Summer Undergraduate Research Experience ( SURE ) and the Graduate Research Environmental Fellowships ( GREF ). A major goal of GCEP is to involve undergraduate students at the end of their sophomore or junior year in BER-supported global change research, then continue this experience during subsequent undergraduate summers. SURE is designed to support individual undergraduate students during multiple years. To further improve the quality of emerging scientists in disciplines related to global change research, SURE students will be encouraged to apply for GREF graduate fellowships and postdoctoral study programs.
