FAIR 332A, Spring 1996 Current Environmental Topics: THE ENDANGERED SPECIES ACT AND BIODIVERSITY CONSERVATION Instructor: G. Myers, PhD. Office Hours: Internet: gmyers@henson.cc.wwu.edu Purpose and overview This course challenges us to consider the problem of species loss in a holistic and multifaceted manner. Indeed, in its full scope, the boundaries of the problem of biodiversity today (and moreso, tomorrow) are co-extensive with our life-patterns. We will delimit the topic by attending especially to the Endangered Species Act (ESA), though contemporary discussions range widely also. The ESA is virtually unique in history, as are the conflicts it has spawned. Around this focal point hover a myriad of questions. Some are scientific. Some are political and economic; and underlying many debates are important philosophical and ethical questions. Do the state and sociology of our knowledge about this issue permit definitive statements? In what cases? In what conditions of risk and uncertainty? In the context of what rhetorical framings of the questions? We will start the course with some wide-ranging encounters with the issue that will tap different levels of our responses. We will move into some scientific topics, and simulate important experiments. A major portion of the course will deal with policy issues - the conflicts and various stakeholders who are involved, but also the rhetoric of the debates. Finally, value questions will be a focus, especially toward the end of the course.

UNPA issued three sheets of 16 stamps, one sheet in each of the three currencies. Four different endangered species were illustrated on each sheet; hence, 12 species are covered. The mint stamps were available in selling units of a full sheet of 16 stamps or a single unit of a se-tenant block of four stamps.
Stamp Specifications
The top and bottom borders of each sheet are illustrated with silhouettes of different endangered species, a border design which is consistent throughout the multi-year series. Each year, the corner illustrations will differ to reflect the endangered species featured on the three different sheets of stamps.
The stamps will be printed against a beige background and the marginal inscriptions will be black.
Sheet Format - Each sheet of 16 stamps accommodates four different endangered species, each in se-tenant blocks of four.
Sheet Concept - The sheet concept and the border illustrations are the work of Rocco J. Callari, a United Nations staff member.

The Arkansas Natural Heritage Commission is the agency of Arkansas state government charged with the responsibility of establishing and maintaining a System of Natural Areas . Natural areas are those lands specifically managed to preserve, and sometimes restore, natural communities that are now rare across the state. The ANHC also contains the Natural Heritage Inventory , the central repository for information regarding rare species and threatened natural communities in Arkansas. The data collected and maintained by the Inventory ( Registry of Natural Areas ) provides the scientific basis for effective conservation efforts across the state.
