Endangered Species Act of 1973 , as amended (PL 93-205; 16 U.S.C. 1531 et seq.).
Purpose
The Endangered Species Act (ESA) of 1973 , was written to provide a means for the protection of all endangered and threatened species of life. It is comprehensive in that it also provides for the protection of the critical habitats on which these species depend on for survival. The act then takes the appropriate steps to achieve these goals. The U.S. Fish and Wildlife Service (FWS) , and the National Marine Fisheries Service (NMFS) , are responsible for administering the Act, with FWS covering all non-marine species and NMFS covering all marine species.
Major Provisions by Section
, Determination of Endangered Species and Threatened Species
Provisions are given concerning the listing of endangered or threatened species by the Secretary of the Interior or the Secretary of Commerce. These listings are to be based on the "best scientific and commercial data available". Section 4(b)(3) provides that citizens may petition to modify the lists. Part (f) discusses that the Secretary shall develop and implement recovery plans for the conservation and survival of listed species unless it is found that such a plan will not promote the conservation of the species.

DEPARTMENT OF THE INTERIOR Fish and Wildlife Service 50 CFR Part 17 Endangered and Threatened Wildlife and Plants; Notice of Closure of Public Comment Period AGENCY: Fish and Wildlife Service, Interior. ACTION: Notice of review; closing of public comment period. SUMMARY: The U.S. Fish and Wildlife Service (Service) announces that it is closing the public comment period for comments on the process whereby the Service identifies candidates for addition to the lists of endangered or threatened wildlife and plants. The proposed changes were contained in the Candidate Notice of Review (candidate notice) published in the Federal Register on February 28, 1996. The Service continues to evaluate its current practice of using information provided by states and private and public interests to evaluate species for potential listing under the Endangered Species Act. Based on public comments, the Service may make policy changes to the candidate species and notice of review process. The Service continues to accept information on the biological status and threats facing any individual species until further notice. DATES: Comments of a general nature, including comments that are related to the process whereby species are identified as candidates for protection under the Endangered Species Act of 1973 (Act), as amended, will be accepted and considered until October 17, 1996.

At Risk: Species for which a formal assessment has been completed, and determined to be at risk of extirpation or extinction . To be described by this category, a species must be either listed as Endangered or Threatened by the Committee on the Status of Endangered Wildlife in Canada (COSEWIC) , or as Endangered or Regionally Endangered under the New Brunswick Endangered Species Act and accompanying regulations.
May Be At Risk: Species or populations that may be at risk of extirpation or extinction, and are therefore candidates for a detailed risk assessment. This is a high concern category. It includes species that are of concern because of low numbers, population declines, or habitat pressures - often in combination with a lack of information concerning these factors. A detailed and comprehensive examination of these species would be required to determine if they truly are At Risk . This type of assessment was not possible with the broad approach used for this report.
Sensitive: Species which are not believed to be at risk of extirpation or extinction, but which may require special attention or protection to prevent them from becoming at risk.

Before applying for your own permit, it is strongly recommended that you take introductory wildlife rehabilitation training courses, and get hands-on experience as a volunteer working with practicing rehabilitators. Your wildlife rehabilitation training and hands-on experience with animals will insure the welfare of animals in your care. To obtain a DNR wildlife rehabilitation permit you must:
