Clean Cities embraces hybrid electric vehicles (HEVs) as a way for coalitions to reduce petroleum consumption. Hybrid systems are increasingly becoming more prevalent in light-duty vehicles, but also in transit buses and other heavy-duty vehicles. The Clean Cities Program is:
  • Exploring opportunities to educate consumers about the benefits of hybrid technologies. Tracking product availability, growth potential, and fleet marketing plans. Conducting analysis to determine where and how Clean Cities can have the greatest hybrid market impact. Developing documents detailing hybrid life cycle costs and benefits, funding sources, federal and state incentives, and case studies. Encouraging coalitions to develop state and local outreach materials on hybrids.

Electric, Fuel Cell, and Hybrid Vehicles: Reading and Resource List
The following is a list of sources of information on vehicles that are powered by electric motors, fuel cells, or are "hybrids." Electric vehicles use an electric motor, powered by batteries, to move the vehicle. Fuel cell powered vehicles use a fuel cell to power the vehicle. Fuel cells are zero-emission engines that convert hydrogen into electricity in a process that does not use combustion. Most vehicle fuel cell developers are using natural gas (methane), ethanol, methanol, or gasoline as the hydrogen source. The vehicle uses an electric motor powered by the fuel cell to move the vehicle. Hybrid vehicles incorporate an internal combustion engine (ICE) and an electric motor (powered by a battery) to move the vehicle. This list does not include all available sources of information, nor is the mention of any organization or publication a recommendation or endorsement.

"Why can't you drive a normal car?"
I suppose I did for many years, that is if a 1960 Rambler station wagon counts as "normal". Up until recently, I have been motoring in an '87 Ranger 4x4, which with 130,000 miles on all-original drive train components, is getting a little ragged.
N ovember of 1998, a friend mentioned that he had sold the electric VW Rabbit that I had posted on the 'Stuff for Sale" page for the amazingly low price of $1,500. I replied that I would have bought it for that price and promptly forgot about the subject. Two weeks later, he called to say that the sale had fallen through and that the car was now available again. We agreed that I should try driving it sometime, and again I didn't think of it much.
T he next day, I went to the Oregon Coast for a day of recreation, and upon returning home, found the car sitting in the driveway, keys and all, with a note saying "try it out"
S o, try it out I did. The car had a few small things that needed fixing, like a non-functional tail light and horn, and the odometer was broken, but it seemed to drive alright, so I just drove it wherever I needed to go. The realization that I hadn't driven a gas powered car in three weeks finally did hit me. This car works! It takes me where I want to go around town, so I bought it.
N ow, the 4x4 pickup is retired to backup service. I still have a gas-powered vehicle to pull the utility trailer, mush through snow, or take on a long trip, but I am no longer wearing it out on short trips around town. The pickup is still a perfectly serviceable vehicle and it will last a lot longer in it's new 'standby' role.

Neighborhood Electric Vehicle and Motor Assisted Scooter Information The 78 th Legislature addressed the issue of new transportation technology. The law now recognizes motor assisted scooters and Neighborhood Electric Vehicles for limited street usage. The law can be found in the Texas Transportation Code (TRC) as Subchapter D, Sections 551.301 and 551.302. Subchapter D became effective on September 1, 2003. In general, any traffic law which applies to bicycles also applies to motor assisted scooters. That means the operator must obey the usual traffic laws that bicycle operators must obey such as speed limit, signal turns, etc. (TRC 551.101(a)). However, TRC 551.302(d) states that some laws that apply to a motor vehicle do not apply to these scooters. This means that: the scooter operator doesn't need a driver license, the scooter operator doesn't need liability insurance, the scooter doesn't have to be registered or have a license plate, the scooter doesn't have to carry a low speed vehicle emblem; and, the scooter doesn't have to be inspected.

In the words of a reporter from the Chicago Tribune, "The electric car is an idea whose time has come......again." Electric vehicles (EVs) have been around since the 1830s before they virtually disappeared in the 1910s. At the turn of the last century, there were more electric vehicles on the road than there are today. And by the turn of the century, EVs are expected to make a comeback.

History of Electric Vehicles
The electric vehicle has a much longer history than most people realize. As pointed out in the book The Green Car Guide, the first known electric car was a small model built by Professor Stratingh in the Dutch town of Groniingen in 1835. But the first practical electric road vehicle was probably made either by Thomas Davenport in the United States or by Robert Davidson in Edinburgh in 1842.
These pioneers had to use non-rechargeable electric cells. An electric vehicle did not become a viable option until the Frenchmen Gaston Plante and Camille Faure respectively invented (1865) and improved (1881) the storage battery.
The performance of "La Jamais Contente" in 1899 brought the potential of the electric car to the attention of an enthralled world. This was the name for the unique streamlined racing car in which the Belgian Camille Jenatzy broke the world land speed record in France, the first car to go faster than 100 kph (62 mph).

Our first EV, CRELTRC . (A labor of love, and a fun toy to play with!) We bought it back after GM sent us our 'Dear John' letter. Page 1 Page 2 This is actually our Gen 1 (1997) . We also had a red Gen 2 (1999) EV1 with NiMH batteries that was taken back by GM on December 23, 2002 under duress. People did everything short of stealing the car to keep it, but GM would not allow the lease period to be extended. License plate reads SPAC SHP (Space Ship).
