The United States was supporting the government of El Salvador, said President Ronald Reagan, because it was trying "to halt the infiltration into the Americas, by terrorists and by outside interference, and those who aren't just aiming at El Salvador but, I think, are aiming at the whole of Central and possibly later South America and, I'm sure, eventually North America."
Psychiatrists have a term for such perceptions of reality. Thev call it paranoid schizophrenia.
If the insurgents in El Salvador, the smallest country by far in all of Central and south America, were engaged in what Ronald Reagan perceived as a plot to capture the Western Hemisphere, others saw it as the quintessential revolution.
Viewed in the latter context, it cannot be asserted that the Salvadorean people rushed precipitously into revolution at the first painful sting of repression, or turned to the gun because of a proclivity towards violent solutions, or a refusal to "work within the system" or because of "outside agitators", or any of the other explanations of why people revolt, so dear to the hearts of Washington opinion makers. For as long as anyone could remember, the reins of El Salvador's government had resided in the hands of one military dictatorship or another, while the economy had been controlled by the celebrated 14 coffee and industrial families, with only the occasional, short-lived bursting of accumulated discontent to disturb the neat arrangement.

ESTIMATED 2000 POPULATION CLIMATE: El Salvador has a tropical climate that is characterized by warm temperatures during the day and cool nights, except for the coastal plain. There are two distinct seasons, a dry season from November to April with light rainfall and a wet season from May to November when heavy rainfall occurs. Rainfall is heaviest along the coast whilst the interior regions remain relatively dry. Average monthly precipitation during the wet season is 260 mm (10 inches). Average temperature ranges in San Salvador are from 22 degrees Celsius (72 degrees Fahrenheit) to 24 degrees Celsius (75 degrees Fahrenheit) all year. PEOPLE: The principal ethnic majority are the Mestizos who are of mixed Spanish and AmerIndian descent and account for 90% of the population. AmerIndians account for 5% while another 5% are Whites mainly Spanish. The two major AmerIndian groups are the Pipil and Lenca. Other ethnic alien groups include the Lebanese, Swiss, Turks, Syrians, Germans and Chinese. DEMOGRAPHIC/VITAL STATISTICS: Density; 256 persons per sq km (664 persons per sq mi) (1991). Urban-Rural; 44.4% urban, 55.6% rural (1990). Sex Distribution; 49.0% male, 51.0% female (1990). Life Expectancy at Birth; 58.0 years male, 67.0 years female (1989). The President is elected by popular vote for a period of five years, a term starting and expiring on June 1st. The President may not serve a consecutive second term. GOVERNMENT AND POLITICAL CONDITIONS
El Salvador is a democratic republic governed by a president and an 84-member unicameral Legislative Assembly. The president is elected by universal suffrage and serves for a 5-year term by absolute majority vote. A second round runoff is required in the event that no candidate receives more than 50% of the first round vote. Members of the assembly, also elected by universal suffrage, serve for 3-year terms. The country has an independent judiciary and Supreme Court.
Political Landscape
Roberto D’Aubuisson and other hard-line conservatives, including some members of the military, created the Nationalist Republican Alliance party (ARENA) in 1981. D’Aubuisson's electoral fortunes were diminished by credible reports that he was involved in organized political violence. ARENA almost won the election in 1984, with solid private sector and rural farmer support. By 1989, ARENA had attracted the support of business groups. Allegations of corruption by the ruling Christian Democratic party, poor relations with the private sector, and historically low prices for the nation’s main agricultural exports also contributed to ARENA victories in the 1988 legislative and 1989 presidential elections.
The successes of Alfredo Cristiani's 1989-94administration in achieving a peace agreement to end the civil war and in improving the nation's economy helped ARENAled by former San Salvador mayor Armando Calderon Solkeep both the presidency and a working majority in the Legislative Assembly in the 1994 elections. ARENA's legislative position was weakened in the 1997 elections, but it recovered its strength, helped by divisions in the opposition, in time for another victory in the 1999 presidential race that brought PresidentFrancisco Guillermo Flores Perez to office. A young and serious leader, Flores concentrated on modernizing the economy and strengthening bilateral relations with the U.S. by becoming a committed partner in anti-terror efforts, sending troops to aid in the reconstruction of Iraq, and by playing a key role in negotiations for the Central American Free Trade Agreement (CAFTA).

Observers were reluctant to predict the odds of successful implemention of a genuine democratic system in El Salvador, a country with no real democratic tradition to draw on, where economic conditions were tenuous at best and where a destructive and divisive insurgent conflict wore on with no resolution in sight. It was clear, however, that the El Salvador of the late 1980s was different from the El Salvador of the 1970s and that further change was inevitable, even if the exact nature of that change remained uncertain. As a brutal civil war raged on the ground, Washington's cold war concerns ensured massive and continued U.S. support for the Salvadoran government and military against the guerrilla forces of the Farabundo Martí National Liberation Front (FMLN). Now, the National Security Archive's collection of declassified U.S. government records charts for the first time the complete course of Washington's role in the war, from the conflict's earliest years to the United Nations- brokered peace accord of January 1992 and beyond.
