Just before putting pen to paper, I thought it expedient to refresh my memory about the meaning of the word elite which I always thought had something to do with a select group or class within a society. I did a double take when Webster's Dictionary definition made a serious rethinking of the import of the title of this lecture inevitable. Says Webster Then again, membership of the social/political and intellectual elite classes may not be mutually exclusive. A man may quite easily gain admission into the former, but may be considered ineligible for the latter. So where do we go from here? I think that it is safe to assume that "elite" in this context refers to the social and political elite in Urhoboland. I make this assumption because of my impression that the Urhobo man is unduly preoccupied with the issue of elitism, particularly when it has to do with leadership. And leadership is another concept with which we have to come to grips but later. The Urhobo constitute an ethnic group, but there is great diversity in the origins of the various clans as well as diversity in their culture. Indeed, the differences are so marked that H.R.H Adjara III and Omokri, in their recent book

Program Description
The Office of Transition Initiatives' (OTI) is in the final stages of withdrawing from Nigeria having provided support to the ongoing democratic transition for the past thirty months. In that time, OTI has sponsored a range of programs to promote good governance, civilian oversight of the military, police reform, and management of internal conflicts. The FY2001 budget was $6 million , directed principally through Nigerian non-governmental organizations toward building indigenous capacities to address internal conflict and seek their peaceful resolution. OTI is presently working closely with USAID/Nigeria to assure continued support to these initiatives and with USAID and other USG agencies to implement a program to modernize the Nigerian Police Force. Louis Berger Group International has been OTI's implementing partner.

Educational Imbalance: Its Extent, History, Dangers and Correction in Nigeria Below is the article by Jubril Aminu that we promised in our last edition to reproduce for you in this edition. The problem in higher education in Nigeria today has its roots in the philosophy of deliberate underdevelopment of the Yoruba and other southern states articulated below by a leading member of the Fulani hegemony – Jubril Aminu. Many of you will recall that Aminu was appointed the Executive Secretary of Nigerian Universities Commission (NUC) by the Obasanjo regime. He later became Federal Minister of Education under Babangida before he was promoted Minister of Petroleum by Babangida. Aminu on behalf of the Nothern Islamic hegemony recommended social restructuring that would stop millions of southern Nigerians from receiving University education in order for the North to catch up with the South and thus bridge the gap between northern and southern Nigeria with the ultimate aim of achieving Nigerian unity. Aminu’s philosophy of social restructuring came after the loss of regional power over education under military rule with emphasis on unitary government. Getting to Nigeria is very easy, with several airlines serving the country from all over the world. You can come by air, sea or road. Gateway cities are Abuja, Lagos, Port Harcourt, Calabar and Kano if you come by air. By sea, you arrive at Lagos, Port Harcourt or Calabar. Or you may come by road from any of the neighbouring countries - Benin, Niger, Chad, Cameroon. And once inside Nigeria, you can travel to any part of the country by air or road. WHEN TO VISIT
You can visit Nigeria all the year round. But the traveller planning a visit should take the following into consideration: (!) Rain falls, particularly in the south, between May and September. It can be heavy in June and can cause inconveniences.
(ii) Temperature ranges from 23-31 °C in the south, with high humidity.
(iii) A cooler, but dusty harmattan season stretches from December to January. ENTRY FORMALITIES

Obiora Ika und sein Kampf für Frieden in Nigeria
Am 21. Oktober 2002 entging Obiora Ike, der Generalvikar der Diözese Enugu in Nigeria, nur knapp einem Mordanschlag. Die Attentäter konnten entkommen. Das Verhältnis zwischen Christen und Muslimen in Nigeria ist äußerst gespannt. Nach der Einführung der Scharia in dreizehn Bundesstaaten sind zahlreiche Kirchen und Moscheen in Flammen aufgegangen. Hunderte von Menschen kamen ums Leben. Die Christen wehren sich gegen die islamische Rechtsprechung, die für die Verletzung von Gesetzen drakonische Strafen vorsieht: Dieben wird die Hand amputiert, Prostituierte oder Ehe-brecher werden gesteinigt. Trotz der aufgeheizten Positionen kämpft der Generalvikar der Diözese Enugu im Südosten Nigerias, Obiora Ike, für den Dialog der Kulturen und Religionen. Denn Gewalt erzeugt seiner Ansicht nach nur wieder Gewalt. Der Professor für Sozialethik und afrikanische Studien, der auch in Deutschland und Österreich studiert hat, setzt sich mit all seinen Kräften für friedliche Lösungen ein, für die Demokratisierung und den Erhalt des Vielvölkerstaates. Denn er stammt selbst vom Stamm der Igbo, einem der drei großen Stämme Nigerias, und trägt dessen Ehrennamen „Obi-ora“, was so viel bedeutet wie „Mond, der für alle scheint“. Er bemüht sich, das kulturelle Erbe seines Volkes zu bewahren, gleichzeitig aber auch für humanitäre, soziale und bildungspolitische Entwick-lungsmöglichkeiten zu sorgen.
