EGYPT Arms Sales Tables Country Profile Background Information Arms Sales Tables Country Profile From the Camp David peace accords in 1978 until 2000 (the latest year for which figures are available), the United States has subsidized Egypt's armed forces with over $38 billion worth of aid. Egypt receives about $2 billion annually$1.3 billion in foreign military financing and about $815 million in economic support fund assistance making it the second largest regular recipient of conventional U.S. military and economic aid, after Israel. In 1990, the United States also forgave $7.1 billion in past Egyptian military debt in return for Egypt's support of Operation Desert Shield. In addition, Egypt receives excess defense articles worth hundreds of millions of dollars annually from the Pentagon. The announcement that 23,000 U.S. troops will be based in Egypt to conduct biannual military training exercises (Operation Bright Star) may have longer term implications for U.S. aid to the region, as might Egypt's willingness to support U.S. efforts against the Taliban. Though the 1990s have brought economic improvements, Egypt is still poor, with an estimated 2000 annual GDP-per-capita of $3,600. In 1999, Egypt spent 2.7 percent of its gross national product and $2.508 billion in constant 1998 U.S. dollars on its military.

The 1952 Revolution against the traditional monarchy, led by Gamal Abdul Nasser's group of nationalist-reformist Free Officers, gave birth to the contemporary republic. Nasser forged the new state, suppressing the rudiments of pluralism and creating a president-dominated, military-led authoritarian-bureaucratic regime with a single party and a subordinated parliament, press, and judiciary. Nasser's charismatic leadership and the populist achievements of the 1952 Revolutionparticularly land reform, social welfare, and a nationalist foreign policylegitimized the new regime. Nasser gave the state a broader base of support than it had hitherto enjoyed, a base that embraced a populist coalition of the army, the bureaucracy, the middle class, and the masses. Nasser's successor, Anwar as Sadat, adapted the state to a "post-populist" era. The major vulnerabilities of the Nasser regime were its lack of strong support among the Egyptian landed and business classes and, after the 1967 defeat by Israel, its alienation from the United States, the superpower whose support was needed to resolve the conflict with Israel. Although Sadat assumed power as Nasser's vice president and was a veteran of the revolution, he soon reoriented the policies of the state to reconcile it with the need for support from the Egyptian middle class and for a good relationship with the United States. While retaining the essential structures of the Nasserist state, he carried out a limited political liberalization and an economic and diplomatic

1948 Jewish population: 75,000
Between June and November 1948, bombs set off in the Jewish Quarter of Cairo killed more than 70 Jews and wounded nearly 200. In 1956, the Egyptian government used the Sinai Campaign as a pretext for expelling almost 25,000 Egyptian Jews and confiscating their property. Approximately 1,000 more Jews were sent to prisons and detention camps. On November 23, 1956, a proclamation signed by the Minister of Religious Affairs, and read aloud in mosques throughout Egypt , declared that "all Jews are Zionists and enemies of the state," and promised that they would be soon expelled. Thousands of Jews were ordered to leave the country. They were allowed to take only one suitcase and a small sum of cash, and forced to sign declarations "donating" their property to the Egyptian government. Foreign observers reported that members of Jewish families were taken hostage, apparently to insure that those forced to leave did not speak out against the Egyptian government. When war broke out in , Jewish homes and property were confiscated. Egypt's attitude toward Jews at that time was reflected in its treatment of former Nazis. Hundreds were allowed to take up residence in Egypt and given positions in the government. The head of the Polish Gestapo, Leopold Gleim (who had been sentenced to death in absentia), controlled the Egyptian secret police.

An extraordinary partnership between the Egyptian government and IBM has created "Eternal Egypt," providing worldwide access to 7,000 years of Egyptian history. Dr. Ahmed Nazif, Minister of Communications and Information Technology, and Hans Ulrich Maerki, General Manager, IBM Europe, Middle East and Africa, held a press conference today to discuss the project. "This partnership has joined one of the world’s oldest civilizations with the latest innovations in IBM technology," Dr. Nazif said. "The outcome represents the richest repository of information and media about Egyptian cultural history available on the Web today." IBM funded the project through a U.S. $2.5 million grant of technology and expertise from its Research and Services teams in the U.S. and Egypt. The Egyptian government contributed a team of experts who developed the rich content of the system. The Eternal Egypt project combines the most important locations, artifacts, people and stories from Egypt’s history into an interactive multimedia experience. Three years in the making, the project has so far produced multimedia animations, 360-degree image sequences, panoramas of important locations, virtual environments, three-dimensional scans, real-time photos from Web cameras and thousands of high resolution images of ancient artifacts that weave together seven millennia of Egyptian culture and civilization.

Tel: 212 845 5248 Human Rights Defenders in Egypt The human rights movement began in Egypt in the mid-1980s as former senior government officials and former activists from the student movement of the 1960s and 1970s looked for a new direction to put the country on a path towards economic, social and cultural development. The promise of Nasser’s revolution and of the post-independence period had dissipated, and interest was growing in new ideas of democratization and liberalization to take the place of the one party state that Egypt had come to resemble. The de-liberalization of Egypt over the course of the past decade is clearly visible in measures taken by the government to close down institutions that had previously provided political space to dissident or opposition opinion. Coupled with the further erosion in the strength of opposition political parties, the government moved in 1993 to wrest control of the professional syndicates, like those of lawyers, doctors and engineers, from opposition control. In 1995 and 1996, the government strengthened its powers to silence journalists and opposition newspapers critical of government policies, and throughout the nineties the government continued to manipulate election results to ensure overwhelming dominance for the ruling party.
