    The exhibit contains artworks, sculpture, weavings, beadwork and traditional rock paintings by indigenous artists from Guatemala, Canada, United States, Mexico, Ecuador, New Zealand, Australia and the Kalahari Desert region of Southern Africa. From Africa, there are Nigerian paintings depicting indigenous scenes and customs by artist Ibiyinka Olufemi Alao, with the artist on hand for demonstrations, and traditional rock paintings by Bushmen from the Kalahari. From Latin America, there are crafts and basketry from Ecuador and textile pieces courtesy of the Cultural Institute of Mexico and the Permanent Mission of Mexico to the United Nations. From Australia, Cameron McCarthy will demonstrate Aboriginal painting, in addition to paintings displayed from the Jinta gallery in Australia. There will also be Maori paintings and crafted pieces. Many of the displays include demonstrations that encourage participation, especially of young people. The company operates Block 24 and acquired its interest in the block from ARCO in 2000. Block 23 is operated by Compania General de Combustibles (CGC), an Argentine firm, and Burlington acquired its interest in this block in 2003. On both blocks, opposition to drilling expressed by groups of indigenous peoples had previously prompted ARCO and CGC to issue declarations of "force majeure," which were confirmed by Petroecuador, the state oil company, and by the Ecuadorian government. This is essentially recognition by the government that local opposition has prevented the companies from proceeding with exploration. Currently, operations remain suspended while Burlington and CGC negotiate with the federations that represent the indigenous peoples in their respective blocks. We have not yet determined whether the blocks contain petroleum potential, and do not know when exploration might proceed.

    On January 21, 2000, the international community was caught by surprise when Ecuador became the stage of the first Latin American coup-d'etat in over a decade. Many in Ecuador are calling the event a " levantamiento popular " (popular uprising) rather than a "coup," given it was led by a indigenous-military coalition with widespread popular support in the economically embattered nation. Ecuador's indigenous population (over 4.5 million, or 45 percent of the country's total population) is made up of twelve nations, the Quichua being the largest. They have engaged in a very successful national movement with roots in a 1990 uprising, and are organized under the umbrella Indigenous Nationalities Confederation of Ecuador (CONAIE). The CONAIE has defined an economic and political plan that calls for the creation of a multinational state that recognizes the autonomy and rights of the twelve indigenous nations. They also demand the right to land ownership and agrarian reform. January's uprising briefly toppled the government, replacing President Jamil Mahuad with a three-man junta. However, bowing to pressure from the U.S., after less than a day the junta handed power over to former vice president Gustavo Noboa Bejarano. Noboa quickly dismissed the uprising as "buffoonery," pledging to restore "law and order" and to continue the unpopular dollarization process of his country's currency.

    FACT SHEET 6 February 2001 PROTEST IN ECUADOR ESCALATES - INDIGENOUS PEOPLES AND CITIZENS' GROUPS CALL FOR REPEAL OF IMF-IMPOSED STRUCTURAL ADJUSTMENT POLICIES GOVERNMENT RESPONDS WITH REPRESSION - SEVERAL INDIGENOUS PEOPLE KILLED OR WOUNDED AND HUNDREDS ARRESTED Indigenous peoples in Ecuador have been mobilizing over the past month to demand the repeal of new IMF-backed economic measures announced by the Ecuadoran government in late December as part of an ongoing structural adjustment program. The measures involve the removal of subsidies on cooking fuel and gasoline, causing the former to double in price and the latter to increase by 25%, and a 75% increase in transportation costs. The IMF's insistence on the application of these measures as well as a 3% increase in the value-added tax which is still pending has put access to dignified living conditions even further beyond the reach of large segments of the Ecuadoran population. The escalating protests in recent days are not only in response to these economic measures but to the overall structural adjustment program that has intensified with Ecuador's conversion to the US dollar last year. Beginning on 21 January, indigenous groups led by CONAIE (Confederation of Indigenous Nations of Ecuador) organized marches and blockaded roads in the countryside and cities in half of the country's 22 provinces. Farmworkers, students and others also joined in supporting these protests. The government sent military forces to disperse many of these peaceful demonstrations with force, using teargas and weapons, that resulted in several indigenous people injured, some by bullets, and several hundred arrested.

    Poverty Situation of Indigenous Peoples
    One conclusion is that the poverty map in the region coincides with indigenous peoples territories. A subsequent study in the region conducted by the Inter-American Development Bank came up with similar conclusions and observations: alarming conditions of extreme poverty and marginality. Statistics in Guatemala show that 50 to 60 per cent of a total population of 11 million belong to 23 indigenous peoples. Of these number, 54.3 per cent of them are poor and 22.8 per cent extremely poor. Sixty per cent of households do not have the capacity to earn half of the cost of their minimum food needs despite spending a greater part of their earnings on it. Eight out of every ten indigenous children in this country live in poverty according to the indicators published in the 2001 Human Development Report The Asian Development Bank also undertook a study in 2002 on the poverty situation of indigenous peoples and ethnic minorities in Vietnam, the Philippines, Cambodia and Indonesia. This study could not establish trends in the relationship between poverty and ethnicity because there is a lack of disaggregated and data based on ethnicity. However, in the case of Vietnam such disaggregated data is available. The finding is that the worst poverty situation in Vietnam is among the ethnic minorities

    A. Introduction Indigenous peoples have historically been the poorest and most excluded social sectors in Latin America. They have not only faced serious discrimination in terms of their basic rights to their ancestral property, languages, cultures and forms of governance, but also in terms of access to basic social services (education, health and nutrition, water and sanitation, housing, etc.) and the essential material conditions for a satisfying life. These conditions of extreme poverty and material deprivation—what might be best described as a denial of the fundamental social citizenship rights of indigenous peoples—are widespread throughout Latin America and have recently come to the attention of international development agencies, such as the World Bank, the Inter-American Development Bank and the various bilateral development agencies. The denial of the basic social citizenship rights of indigenous peoples have also been a growing concern of scholars, journalists and others concerned with social conditions in Latin America.
