ECUADOR: INDIGENOUS PEOPLES CREATE POLITICAL MOVEMENT
Indigenous Political Movement Rises
by Eduardo Tamayo Pachac'utic is the name of the new indigenous political movement organized to participate in the next elections in May 1996. Pachac'utic, according to the provisional coordinator of the movement, Valerio Grefa, signifies the coming of a new era, the era of transformation, change and rebirth of the indigenous peoples. The Pachac'utic movement, which has been gestating for a year, does not plan to become a parallel organization to the Confederation of Indigenous Nationalities of Ecuador (CONAIE), which groups most of the indigenous population, estimated at 20% of 11 million Ecuadorians. "This movement is a consensual action of the peoples, organizations and popular sectors that have a full identity as indigenous peoples because Indian blood runs in their veins," as Grefa describes it. "After five centuries of resistance by the indigenous peoples, peasants and popular sectors, we are now prepared to recuperate our philosophic bases and reconstruct and restore our original peoples," added Grefa, who also leads the Coordination of Indigenous organizations of the Amazon Basin (COICA), headquartered in Quito.

Indigenous Peoples still lag behind despite increased political power, says new World Bank study May 18, 2005 – Despite their increased political influence, indigenous peoples in Latin America have made little economic and social progress in the last decade, and continue to suffer from higher poverty, lower education, and a greater incidence of disease and discrimination than other groups, says a new World Bank study. Indigenous Peoples, Poverty and Human Development in Latin America: 1994-2004 considers how social conditions have evolved in the five Latin American countries with the largest indigenous populations (Bolivia, Ecuador, Guatemala, Mexico, and Peru) during the last decade, proclaimed in 1994 by the United Nations as the International Decade of the World’s Indigenous Peoples.  “Although indigenous people in the region have increased their political power and representation during the last decade, this has not translated into the positive results -in terms of poverty reduction- we had hoped to find when we embarked on this research,”

The Fourth Congress of the Confederation of Indigenous Nationalities of Ecuador (CONAIE), December 15- 18, 1993. Political Declaration We, the indigenous nationalities and peoples, have built a solidly structured national political organization with a clear ideology based on our own historical and cultural activities, and we propose to construct the New Multinational Nation. Despite the marginalization, discrimination, oppression and exclusion to which we have been subjected by the dominant sectors that control political, economic and military power, we, the indigenous peoples and nationalities, have succeeded in recuperating the political space usurped in 1492 in order to question and expose the social injustice and economic exploitation, the inefficient and decrepit legal-political and administrative system, as well as the anti-democratic character of state power and its institutions. The political objectives of the indigenous peoples and nationalities aim to guarantee the fulfillment of our specific rights and propose the harmonic and balanced development of all of society in a context of peace and full democracy, for which we call upon all political and social sectors that coexist in the present territory of Ecuador to participate actively and creatively in the solution of the grave problems that have historically oppressed us. The indigenous peoples and nationalities, after five centuries of colonialist and republican oppression and exploitation, have reached the following conclusions:

Market women in felt hats, from the indigenous Indian communities of Cotopaxi province, come here three times a week to sell their vegetables. They struggle to make a living at the best of times, but lately the women complain they have never had it so bad. "No one has any money. If this goes on, we are all going to die of hunger," said Laura Espin, a 55-year-old Quichua Indian selling parsley and coriander for 1,000 sucres (four cents) per bunch. Last month, thousands of indigenous men and women in traditional dress many carrying small children on their backs marched 55 miles across the sierra from Latacunga to the capital, Quito, to demand political and economic reforms. The government fell and the country's Harvard-educated president, Jamil Mahuad, was ousted from office.
