The Economy of Ideas Selling Wine Without Bottles on the Global Net by John Perry Barlow Thomas Jefferson Throughout the time I've been groping around Cyberspace, there has remained unsolved an immense conundrum that seems to be at the root of nearly every legal, ethical, governmental, and social vexation to be found in the Virtual World. I refer to the problem of digitized property. The riddle is this: if our property can be infinitely reproduced and instantaneously distributed all over the planet without cost, without our knowledge, without its even leaving our possession, how can we protect it? How are we going to get paid for the work we do with our minds? And, if we can't get paid, what will assure the continued creation and distribution of such work? Since we don't have a solution to what is a profoundly new kind of challenge, and are apparently unable to delay the galloping digitization of everything not obstinately physical, we are sailing into the future on a sinking ship. Legal efforts to keep the old boat floating are taking three forms: a frenzy of deck chair rearrangement, stern warnings to the passengers that if she goes down, they will face harsh criminal penalties, and serene, glassy-eyed denial. Intellectual property law cannot be patched, retrofitted, or expanded to contain the gasses of digitized expression any more than real estate law might be revised to cover the allocation of broadcasting spectrum. (Which, in fact, rather resembles what is being attempted here.) We will need to develop an entirely new set of methods as befits this entirely new set of circumstances.

The Project on Global Economic Liberty was established as socialism and central planning were collapsing worldwide, and seeks to demonstrate that a country's domestic policies and institutions are the primary determinants of its economic progress and that the best path toward development is one based on open markets, private property rights, and the rule of law. Scholars in economic development studies address a range of issues including international financial crises, debt forgiveness, the informal economy, policy reform, the effectiveness of International Monetary Fund and World Bank lending, public pension privatization, the transition from socialism to the market, and globalization. The Project's emphasis on unilateral liberalization as the most effective way to achieve economic growth is the logical outgrowth of its research.

The Global Climate Coalition has been deactivated.  The industry voice on climate change has served its purpose by contributing to a new national approach to global warming. 
   The Bush administration will soon announce a climate policy that is expected to rely on the development of new technologies to reduce greenhouse emissions, a concept strongly supported by the GCC. 
   The coalition also opposed Senate ratification of the Kyoto Protocol that would assign such stringent targets for lowering greenhouse gas emissions that economic growth in the U. S. would be severely hampered and energy prices for consumers would skyrocket. The GCC also opposed the treaty because it does not require the largest developing countries to make cuts in their emissions.
   At this point, both Congress and the Administration agree that the U.S. should not accept the mandatory cuts in emissions required by the protocol.  NEWS

Send News - Views Contributions Vietnam and the United States could sign a trade agreement Execution for Bank fraud Korean Manager abuses workers New Telecom Apparatus factory (US JointVenture) Reuter agency reported on July 16th the U.S.-based consortium NewTel and a company onwed by Vietnam's Ministry of Defence broke ground on Tuesday for a $20 million electronics and telecom equipment factory just outside Hanoi. Vietel Technologies Limited, the joint venture firm, said in a media statement the 17,500 sq metre (188,375 sq ft) factory would manufacture equipment including telephone handsets, pagers and printed circuit boards for both domestic and export markets.
The factory is scheduled for completion in mid-1997.

Introduction [HTML] or [PDF format] Many individuals proclaim that global capitalism is here to stay. Unfettered markets, they argue, now drive the world, and all countries must adjust, no matter how painful this may be for some. Robert Gilpin, author of the widely acclaimed Political Economy of International Relations (Princeton, 1987), urges us, however, not to take an open and integrated global economy for granted. Rather, we must consider the political circumstances that have enabled global markets to function and the probability that these conditions will continue. Gilpin's new book amounts to a magisterial inquiry into all major aspects of the contemporary world political economy. Beginning with the 1989 end of the Cold War and the subsequent collapse of communism, it focuses on globalization and rapid technological change and covers a broad sweep of economic developments and political cultures. Gilpin demonstrates the fragility of a global and integrated economy and recommends what can be done to strengthen it. The international community has another chance to solidify the global market economy that collapsed with the outbreak of World War I. Yet, writes Gilpin, the full implications of this historic development for international affairs are not yet clear. Will socialist economies make a successful transition to market-type economies? What role will a dynamic China play in the world economy? Will the United States continue to exercise leadership or gravitate toward self-centered policies? Gilpin explores such questions along with problems in the areas of trade liberalization, multinational corporations, and destabilizing financial flows. He also investigates the struggles of less developed countries and the spread of economic regionalism, particularly in Europe, North America, and Pacific Asia, which directly threatens an open world economy.
