Introduction
The cotton industry has been widely recognized as the 'leading sector' in the industrialization of several of the world's major economies, and more particularly of Great Britain, the country that first experienced an 'industrial revolution'. Its importance was recognized and widely discussed from the early years of the factory system in spinning and so became the subject of a large literature ranging from pamphlets, journal articles and ephemera through to works of encyclopaedic comprehension and permanent value. The present collection of nine volumes is intended to represent the best of the publications that have stood the test of time. The phrase 'as far as possible' is used to acknowledge the fact that, despite the huge bibliography on cotton, there are several important areas of the subject on which little has been written, or what has been published is inadequate in one way or another. And of course, even the 'classics' of the subject have their limitations and of themselves take no account of more recent research. This introduction will therefore serve to indicate some gaps in our knowledge that remain, and some of the points at which the volumes reproduced need to be updated to offer more rounded understanding. These few remarks will be complimented by a short bibliography and some references for further reading at the end of this Introduction.

GRAD STUDENTS The Food and Resource Economics (FRE) group (formerly Agricultural Economics) uses rigorous tools of economic analysis to examine applied problems in the general area of food markets (e.g., trade and regulated markets, food demand analysis, food safety and biotechnology) and the economics of renewable resources and the environment (e.g.,trade and the environment, valuation of natural resource amenities). The recent appointment of Timothy Beatty as a Tier II Canada Research Chair in Food Market Analysis, and simultaneous creation of a data analysis lab (through Canada Foundation for Innovation funding), has resulted in a particular strength in empirical analysis within this group. The strength and unique nature of our program stems from cross-campus collaborations.

There is an economics-textbook myth that foreign-exchange rates are determined by supply and demand based on market fundamentals. Economics tends to dismiss socio-political factors that shape market fundamentals that affect supply and demand.
The current international finance architecture is based on the US dollar as the dominant reserve currency, which now accounts for 68 percent of global currency reserves, up from 51 percent a decade ago. Yet in 2000, the US share of global exports (US$781.1 billon out of a world total of $6.2 trillion) was only 12.3 percent and its share of global imports ($1.257 trillion out of a world total of $6.65 trillion) was 18.9 percent. World merchandise exports per capita amounted to $1,094 in 2000, while 30 percent of the world's population lived on less than $1 a day, about one-third of per capita export value.
Ever since 1971, when US president Richard Nixon took the dollar off the gold standard (at $35 per ounce) that had been agreed to at the Bretton Woods Conference at the end of World War II, the dollar has been a global monetary instrument that the United States, and only the United States, can produce by fiat. The dollar, now a fiat currency, is at a 16-year trade-weighted high despite record US current-account deficits and the status of the US as the leading debtor nation. The US national debt as of April 4 was $6.021 trillion against a gross domestic product (GDP) of $9 trillion.

Can electronic publications be operated at much lower costs than print journals, and still provide all the services that scholars require? That is the key question that is still in dispute. Available evidence shows that free or at least much less expensive journals are possible on the Net. It is probable that such journals will dominate in the area of basic scholarly publishing. However, the transition is likely to be complicated, since the scholarly publishing business is full of inertia and perverse economic incentives.

It is now practically universally accepted that scholarly journals will have to be available in digital formats. What is not settled is whether they can be much less expensive than print journals. Most traditional print publishers still claim, just as they have claimed for years, that switching to an electronic format can save at most 30% of the costs, namely the expenses of printing and mailing. Prices of electronic versions of established print journals are little, if any, lower than those of the basic paper versions. What publishers talk about most in connection with electronic publishing are the extra costs they bear, not savings [ BoyceD ]. On the other hand, there is also rapid growth of electronic-only journals run by scholars themselves, and available for free on the Internet.
