The Czech Republic (in 15th place) was the most globalized nation in Eastern Europe and ranked higher than Western neighbors Italy (24) and Greece (26). The Czech Republic has proved attractive to foreign investors (including automobile manufacturers Toyota and PSA), thanks to its geographic location at the center of Europe and competitive advantage in terms of lower cost yet highly skilled workers.
Cause and Defect
That argument offers insight into why globalization did not grind to a halt after September 11. Some assumed that as nations took measures to tighten control of their borders to protect themselves from international terrorist networks, they would also staunch the flow of people, goods, and services. But open borders are not the cause of globalization as much as they are the result. The most destructive act of terrorism in history could not destroy the underlying drivers of global integration.
Or, put another way, al Qaeda is not the real threat to global integration. Globalization has nothing to fear but globalization itself.

Faulty Analysis Makes Bad Economics

The report on 'Trade and Foreign Direct Investment', issued last week by the World Trade Organization's secretariat, is perhaps as revealing on the issues it did not address and the studies it ignored, as in those it used to draw a one-sided conclusion, a reading of the report and its bibliography suggests. The report argues that Foreign Direct Investment (FDI) and Transnational Corporations (TNCs) bring considerable benefits to host developing countries and makes a "compelling case" (in the words of the WTO head, Mr. Renato Ruggiero who previewed it while addressing the UNCTAD Trade and Development Board), for a Multilateral Investment Agreement (MIA), in the WTO. Such an MIA has been proposed by the EU, Canada and Japan, and has been promoted by Ruggiero in a year-long campaign. The three majors want the Singapore Ministerial Conference to begin the process of framing rules at the WTO in this area, by setting up a "working party" and ending with negotiations. With the WTO membership deeply divided, the promoters of the MIA are using all tactics to persuade the developing countries to fall in line. Apart from several informal meetings convened by them to canvass support, and silence critics, Japan and the EU are reported to be sending out teams to key capitals to pressure.

NEPAD Misunderstands The Politics Of International Economics

In April this year the British charity, Oxfam, launched its three-year campaign on fair trade. To back this campaign, it issued a study whose title is suggestive of the hypocrisy of the developed countries - Rigged Rules And Double Standards: Trade, Globalisation, And The Fight Against Poverty. The report has been rightly criticised in some non-governmental organisation (NGO) circles for being too focused on providing a market-based solution to the condition of poverty of the poor countries. Nonetheless, coming from a respected Western mega-NGO, it is an important document. The study provides proof of the double standards applied by the Western countries, and on the manipulation of international trade rules, especially in the framework of the World Trade Organisation (WTO). This should provide good reason for African (as indeed other Third World) countries to take serious note of what is happening around them, and wake up from the illusions they nurse, such as the New Partnership for Africa's Development (Nepad), for example. Nepad is fundamentally flawed in its premises and assumptions. The strategy it offers is unrealistic. It is based on the illusion that it is in the interest of the developed countries to bale out Africa with enormous doses of foreign direct investments (FDIs) if only Africa puts its house in order in the economic and political governance front as directed by the developed countries.

April 2000 The info-technological revolution, led by advances in information and communication technology, is re-structuring the global social economic equations - shifting from income divide to knowledge divide. The revolution on one hand is spearheading the growth of knowledge societies in developed countries and has aroused much interest among civil society, markets and the agents of change. On the other hand, more than 850 million people in developing countries are excluded from a wide range of information and knowledge. The poor in developing countries remain much isolated - economically, socially and culturally from the burgeoning information and progress in the arts, science and technology. Little is known about the barriers to evolution and growth of knowledge societies in developing countries inspite of advancements in the use of information and communication technologies and the issue needs to better understood to enable developing countries to leapfrog ahead.
We stand at the dawn of the new millennium. The millennium ushers with it a world of greater inter-connectivity, accelerating flow of data, and shrinking time and national boundaries. The force fueling this rapid transformation of isolated islands to inter-connected superhighways is Information and Communication Technology (ICT). Over 300 million people are now wired in around the globe and around one billion will be online by 2005. Rapidly falling costs of communications and computing and the extraordinary penetration and accessibility of World Wide Web is turning the world into a global village.

    Former Chariman of the Federal Reserve System Paul Volcker is one of the great public servants of this century. During service under five presidents from John F. Kennedy to Ronald Reagan, he has been a major architect of U.S. financial and economic policy. As chairman of the Federal Reserve Board, he was largely responsible for braking the accelerating price inflation that threatened the stability of the economy in the late 1970's and early 1980's. His historic achievement laid the foundation for the extended prosperity of the past two decades. Earlier, as Undersecretary of the Treasury for Monetary Affairs, he designed and carried out the transition from fixed exchange rates to the more flexible system of floating rates that have facilitated trade and global finance since the early 1970's.

Among his many current activities, he is head of the Independent Committee of Eminent Persons, an international body established to investigate the Swiss bank accounts of holocaust victims. Frank Newman, chair and chief executive officer of Bankers Trust, said of Volcker on the occasion of his election as a Bankers Trust director: "Few in recent history have had greater influence on the stability and health of the nation's financial system than Paul Volcker, or earned greater respect from their peers in government service worldwide."
