Argentina: Sticky Debt
Luis Arcentales (New York) and Javier Romo (New York)
Will Argentina succumb under the weight of its public debt once the extraordinarily supportive conditions of the past couple of years revert to more normal levels? The medium-term path is far from simple, but credit ratios should remain fairly stable once the abundance of recent years subsides. Argentina Improvements in the following years are set to be muted, but the downside is capped as a sharp deterioration would only emerge from meaningful negative shocks. GEF, May 2, 2005). The lower post-restructuring debt burden, however, does not leave Argentina with much room for slippage if debt ratios are to continue moving in the right direction. Behind all our calculations one conclusion stands out: the improvement hinges above all on maintaining a primary surplus and GDP growth above the levels experienced in Argentina The assumptions needed for a stable debt-to-GDP ratio through 2010 are far from heroic, but our long-standing concern remains that Argentina has yet to demonstrate that it is ready to break decisively from its past. Life after debt has proven to be rather successful for Argentina , but little has been done to build the foundations for sustainable good growth.

Botched in Berlin
Just weeks ago, Germany’s Angela Merkel had her rival Social Democrats right where she wanted them: struggling to gain traction with voters and down 20 points in the polls. On election day her lead had all but disappeared, leaving her fellow conservatives to wonder how they blew it. By Helen Fessenden Ante up for America Panama offered bananas. Tsunami-ravaged Sri Lanka pledged $25,000. Uruguay sent powdered milk. Kuwait, Qatar, and the United Arab Emirates each pledged $100 million. Just a few examples of the kind (and sometimes surprising) generosity of more than 90 countries around the world in the wake of Katrina. The Utopian Nightmare This year, economists, politicians, and rock stars have pleaded for debt relief and aid for the world’s poorest countries. It certainly sounds like the right thing to do. But utopian plans for alleviating poverty give false hope to the millions who could use medicine and clean water instead. By William Easterly Here Today, Gone Tomorrow
