As businesses and places of public accommodation increasingly consider implementing smoke-free policies, questions arise concerning the economic impact of such policies. These same concerns are presented when communities propose smoke-free ordinances. Likewise, questions arise about the economic impact on employers of continuing to allow smoking in the workplace or in public places. In this section of the SFELP web site, we have provided links to authoritative articles and studies which address various issues concerning the economic impact of smoke-free policies and laws. These articles focus both on the impact on employers/businesses of adopting smoke-free policies and on the economic impact of not having smoke-free policies, since there are clear costs to employers and businesses which continue to permit smoking. Additional materials will be added to this site on a regular basis. Businesses which consider adopting smoke-free policies, particularly hospitality industry businesses such as restaurants and bars, are concerned about the economic impact of such policies on their businesses. Likewise, when communities or states propose adopting smoke-free ordinances or regulations, business owners, policymakers and the public are concerned about the possible economic effects of such policies. While the tobacco industry has for years stated that smoke-free policies will reduce customer patronage of smoke-free businesses, there are no credible, scientific studies that support these claims. We have attempted, below, to compile scientifically reliable reports, and articles about such reports, which examine these issues.

Amid economic turmoil, inklings of optimism
From Brooks Jackson CNN Washington Bureau WASHINGTON (CNN) Hundreds of thousands have lost work in recent months, many since the September 11 terror attacks. But while the economy now looks bleak, there are signs already that suggest it will come roaring back, according to economists. Boeing, the airplane manufacturing giant, expects to cut as many as 30,000 employees. But the layoffs extend far beyond airlines. Hotels and restaurants, for example, have been hard hit. And the economic shock has affected many other industries as well. "I don't know what the unemployment office looked like a month ago or two months ago, but I'm sure it wasn't quite this crowded," said Bob Bannon, a laid-off telecom worker. CNN.COM SPECIAL REPORT

Dems blast Bush on economy WASHINGTON (CNN) White House Chief of Staff Andy Card called up Treasury Secretary Paul O'Neill and White House chief economic adviser Larry Lindsey Thursday and gave them a message from the president: Turn in your resignations tomorrow. That is what led to the abrupt resignation announcements by both men Friday morning, according to administration officials. They said once the president decided O'Neill and Lindsey must go, he tapped Card to make the fateful phone call. "President Bush thought about what his economic team should look like after midterm elections and decided that changes had to be made," a senior administration official said. Bush, a loyalist especially to those in his inner circle, is said to have been particularly frustrated by O'Neill's outspoken and vocal criticism of economic policy decisions promoted by the White House. The president did not like that O'Neill was so "reticent about Mr. Bush's call for the need for a growth package, that O'Neill was dubious about the benefit the tax cut would have on the economy and had said so publicly," the official said, adding, "People didn't know where he [O'Neill] stood until you read it in the newspaper."

Even at a fairly abstract level , summarizing the U.S. economy from 1895 to 1995 might require considerably more than a thousand words. However, Richard Carson, Bernard Pailthorpe, and colleagues recently demonstrated that one 3-D visualization can help do the job and provide a new perspective for economists, policy makers, and the public. Pailthorpe, director of the Sydney Vislab in Australia, and Richard Carson, professor of economics at UCSDboth SDSC senior fellowsspent several weeks early in 1997 on a project to introduce economists to the possibilities of high performance visualization. With Nicole Bordes, scientific training coordinator for Sydney VisLab, and Greg Johnson, SDSC senior programmer/analyst, Pailthorpe and Carson joined databases, analytic techniques, and scientific visualization to tell the economy's story. "This technique is a very succinct way to summarize a lot of data that conveys the extreme fluctuations during the first half of the century and the stability of the economy since World War II," Carson said. "It dramatically shows how the economy bounced from depression to boom before 1950 when the Federal Reserve Board actively tried to stabilize growth and control inflation."

Daschle criticizes Bush tax cut, offers economic boost plan
Sen. Tom Daschle WASHINGTON (CNN) Senate Majority Leader Tom Daschle launched a new offensive against the GOP on Friday in a speech that outlined an agenda to stimulate the economy and blamed the tax cut backed by President Bush last year for worsening the nation's economic woes. The speech comes at the start of a year that will be marked by crucial midterm elections, which could sway the balance of power on Capitol Hill, where Democrats hold a one-seat majority in the Senate and Republicans hold a slim lead in the House. It also comes on the heels of polls that show the recession uppermost on voters' minds this winter, surpassing woes over terrorism. With President Bush enjoying strong popularity numbers as the nation fights a war in Afghanistan, Daschle avoided leveling direct criticisms against him. In fact, the nation's top elected Democrat began his comments at the Center for National Policy, a Washington think tank, by praising Bush for doing a "superb" job in the battle against terrorism.
