Wall Street is paralysed, global stock markets have swung wildly, the prices of oil and gold rose sharply. BBC News Online investigates the likely economic fallout of the attacks on the World Trade Center in New York and the Pentagon. Are stock markets headed for a meltdown? There is no precedent for what has happened in the United States, and therefore the impact on stock markets is incredibly difficult to gauge. It all hinges on whether investors expect the world economy to go into recession or whether they are confident that a global crash can be avoided. Share prices, after all, are a reflection of a company's value and its prospect of future earnings. To avoid an economic crunch, the world's central banks have promised to provide cheap credit. This move to improve "liquidity", as the experts call it, helped the world economy survive the aftermath of the "Black Monday" stock market crash in 1987. After an initial sell-off in Europe and Asia, stock markets appear to have stabilised.

    CHILE: THE LABORATORY TEST

    Many people have often wondered what it would be like to create a nation based solely on their political and economic beliefs. Imagine: no opposition, no political rivals, no compromise of morals. Only a "benevolent dictator," if you will, setting up society according to your ideals.
    The Chicago School of Economics got that chance for 16 years in Chile, under near-laboratory conditions. Between 1973 and 1989, a government team of economists trained at the University of Chicago dismantled or decentralized the Chilean state as far as was humanly possible. Their program included privatizing welfare and social programs, deregulating the market, liberalizing trade, rolling back trade unions, and rewriting its constitution and laws. And they did all this in the absence of the far-right's most hated institution: democracy.
    The results were exactly what liberals predicted. Chile's economy became more unstable than any other in Latin America, alternately experiencing deep plunges and soaring growth. Once all this erratic behavior was averaged out, however, Chile's growth during this 16-year period was one of the slowest of any Latin American country. Worse, income inequality grew severe.     Development Economics and Economic Development The following is a selective list of sites that provide information on development economics and economic development. I have tried to include only sites that meet two criteria:
    1. They focus on the economic aspects of the development process in Less Developed Countries.
    2. They have substantial material or information available on-line (e.g., entire working papers or data sets that can be downloaded from the site, as opposed to lists of papers that you can obtain by mail, journals that you can only read by subscribing, etc.). l An exhaustive list of development links , from USAID.
    l The World Bank has a site with a lot of on-line information about economic development. I especially recommend:
    l Policy Research Working Papers , a collection of working papers on a variety of development topics. All abstracts are on line and most papers can be downloaded in PDF format. l Africa Region Findings , short papers that summarize World Bank findings about African development. The full text is available on line. l Joe Stiglitz's Home Page . Stiglitz was the World Bank Chief Economist until February 2000 (he's also one of the winners of the 2001 Nobel Prize in Economics). This page includes links to many of his speeches and articles on development issues (full text available on-line).
    l IMF Survey , a newsletter from the IMF which often includes information and articles about developing countries. Published twice a month and available in PDF format.

Aides said tax cuts would be part of the mix. Talking to reporters who joined him on a nature hike on his sprawling ranch, the president rejected criticism from some Democrats that his tax breaks have primarily benefited the wealthy. "I'm concerned about all people," Bush said. "I understand the politics of economic stimulus, that some would like to turn this into class warfare." The president said the economy is "pretty darn strong" despite the recent recession, a breach in corporate confidence as a result of corporate malfeasance and the September 11, 2001 terrorist attacks.
