Economic Policy Co-ordination is Needed to Re-align Global Imbalances
In a new Report 'Official Reserves and Currency Management in Asia: Myth, Reality and the Future' , Hans Genberg, Robert McCauley, Yung Chul Park and Avinash Persaud argue that global coordination of expenditure-reducing/increasing policies and exchange rate adjustments between East Asia, the United States and the European Union will be necessary to achieve the least-cost adjustment to current account imbalance between the three. To this end they propose another Plaza Accord among the three regions for policy adjustments and co-ordination.

Juan Dolado Appointed Chair of EABCN
Following the appointment of Lucrezia Reichlin as Director General of Research at the European Central Bank, Juan José Dolado has been appointed as chair of the Euro Area Business Cycle Network (EABCN). Juan Dolado has been a Professor at the Department of Economics at Universidad Carlos III de Madrid since 1996. Professor Dolado is a CEPR Research Fellow and a former Co-Director of the Labour Economics programme. He has published a wide range of articles on labour economics in leading journals.

Euro Area Economic Growth Shows Small Rise in July
In July 2005, CEPR's EuroCOIN indicator shows a moderate acceleration of euro area economic activity. The changes in EuroCOIN readings over the last few months indicate that the direction of economic growth is still uncertain.The cyclical component of quarterly euro area GDP growth increased from 0.304 in June to 0.341 in July.

Economic Issues
Economic policy often drives other forms of policy. A nation's economic strength often dictates how much it can afford to spend on public needs like health care, transportation, science, or education. It can also affect a nation's ability to afford new regulatory policies targeting things like the environment or safety in the workplace. More fundamentally, economic policy often drives elections, and elections affect issues across the policy spectrum. As a wag once noted when prioritizing the most important issues in a presidential campaign, "it's the economy, stupid." Economic policy has many components, including fiscal policy (government spending and taxes), monetary policy (determining the size of the money supply), and regulatory policy in all its forms, including regulation of business, labor relations, consumer protection, and rules of international trade. In fact, most matters of public policy, even those that are not primarily economic in nature, have some impact on the economy. Sponsored Listings

Can a business survive by poisoning its customers? Assuming that it can, might it be a good investment?
This is the issue confronting the tobacco company investor. An amazing number of intelligent people treat tobacco stocks as ordinary investment vehicles, to be traded based on the usual criteria of earnings, dividends, market prospects, etc. I believe our grandchildren will regard this approach the way we view 1920s investors who took stock tips from shoe-shine boys: As the amusing but foolish behavior of people who let their money get in the way of their good sense.
Conflict of Interest
Which brings up the second reason investors should be wary of tobacco stocks. There is an unusually severe conflict of interest between management and shareholders.

Of course, the tobacco companies hire smart lawyers and MBAs and they know all this. Unfortunately, tobacco executives seem to be big impulse shoppers. The table above provides a peek at what they have picked up near the checkout counter.
The tobacco companies have tried to create legal structures that will insulate their non-tobacco businesses. Will those structures work? Investors probably will not find out until it is too late to do anything about it. From the investor standpoint, a spin-off of the non-tobacco businesses seems to make much more sense, yet most of the companies are resisting.

The quality of India's business environment and its private sector have improved in recent years, according to Augusto-Lopez Claros of the World Economic Forum, before the upcoming launch of The Global Competitiveness Report on 28 September.
However, education is a key weakness that could hold back higher growth rates, said Lopez-Claros, as illiteracy rates are high and enrolment is low in all levels of education.

Globalization of the Economy
Advances in communication and transportation technology, combined with free-market ideology, have given goods, services, and capital unprecedented mobility. Northern countries want to open world markets to their goods and take advantage of abundant, cheap labor in the South, policies often supported by Southern elites. They use international financial institutions and regional trade agreements to compel poor countries to "integrate" by reducing tariffs, privatizing state enterprises, and relaxing environmental and labor standards. The results have enlarged profits for investors but offered pittances to laborers, provoking a strong backlash from civil society.
