Miscellaneous Washington State Litter Study In 1999, the Department of Ecology (Ecology) conducted a legislatively mandated ( RCW 70.93.200 ) research project about litter. Previous litter surveys had been conducted by the State in 1982, 1983, 1985, 1987, and 1990. The goal of the litter study was to collect useable data on current litter volumes, composition, sources, the groups contributing to the problem, effectiveness of litter prevention, and levels of littering in different areas of the state. The information collected provided baseline information that has been used to coordinate cleanup efforts and develop a prevention strategy.
