Just how pervasive is the American problem of unmastered basic and advanced academic skills? What are the consequences for those who fall short? What impact do the academic "have-nots" have on modern American culture? What applications of available technology, within the typical classroom, can facilitate the acquisition of basic and advanced academic skills? What laws and government initiatives drive this process? Specifically, what researched technological solutions successfully overcome the learning challenges experienced by dyslexic students? How can employment of technological solutions result in practical, fiscally responsible, compliance with the federal education and disability rights laws concerning people with "specific learning disabilities (SLDs)?" Who are the 11% of all U.S. students, aged 16-24, who dropout of school? In early November, the DoubleTree Hotel will again be the gathering place for the Second Annual Texas Dyslexia Conference. If you are an educator involved with students with reading disorders, this is your event. We’re planning a great conference, with top notch general sessions, interesting breakouts, fun door prizes and all of the camaraderie and information you expect from CESD. The Texas Dyslexia Law and The Dyslexia Handbook: Procedures Concerning Dyslexia and Related Disorders, or “Purple Book,” create special duties and procedures for the identification, evaluation, and placement of students with dyslexia. This Conference will help you understand the state and federal law requirements and put all of the pieces together for an effective dyslexia program. Academic Interventions for Children with Dyslexia Who Have Phonological Core Deficits
ERIC Digest #E539 August 1995
Authors Julie A. Frost and Michael J. Emery
Overview
Approximately 3% to 6% of all school-aged children are believed to have developmental reading disabilities, or dyslexia. In fact, almost 50% of children receiving special education have learning disabilities, and dyslexia is the most prevalent form. Consequently, dyslexia has been given considerable attention by researchers and extensive literature exists on instruction and remediation methods. Dyslexia is a neurocognitive deficit that is specifically related to the reading and spelling processes. Typically, children classified as dyslexic are reported to be bright and capable in other intellectual domains. Current research indicates that the vast majority of children with dyslexia have phonological core deficits. The severity of the phonological deficits varies across individuals, and children with these deficits have been shown to make significantly less progress in basic word reading skills compared to children with equivalent IQs. For example, some experts report that between ages 9 and 19, children with dyslexia who have phonological deficits improve slightly more than one grade level in reading, while other children with learning disabilities (LD) in the same classroom improve about six grade levels. Without direct instruction in phonemic awareness and sound-symbol correspondences, these children generally fail to attain adequate reading levels.

Notes on the Summary Report of the 1994 Washington Summit on Learning Disabilities
Summit Objectives: To provide an overview of all of the current research, policies and practices, and to provide an objective picture of what is known and validated. Four Program Co-Chairs for the Summit had special experience and expertise and reflected major constituencies concerned with learning disabilities: Research (Reid Lyon, Ph D., National Institutes of Child Health and Human Development); Public Policy (Tom Hehir, Ed.D, Director, Office of Special Education Programs, Department of Education); Practice (Andrew Hartman, Ph.D., National Institute for Literacy), and Consumer Interest (Ann Kornblet, Learning Disabilities Association of America). Overview Summary Page 3: Although approximately 15% of the population are affected by learning disabilities, they frequently go undetected due to lack of awareness by teachers, physicians and parents.
