For recipients of the Ontario Drug Benefit Program and the Trillium Drug Program The Ministry of Health and Long-Term Care will begin providing most Ontario hospital emergency departments with electronic access to the drug claims history of patients receiving benefits through the Ontario Drug Benefit Program and the Trillium Drug Program The initiative is targeted for phased implementation beginning in September 2005. Full provincial roll-out is expected to be completed by May 2006. It can help health care providers to quickly identify and prevent adverse drug reactions, and provide more informed emergency care. Potentially it can shorten medical assessments and allow for a faster diagnosis. This disclosure can provide missing information if a patient is incapable or cannot remember their medications. It can help ensure a patient's current medications are continued in hospital if needed. It can also reduce the need for patients to repeat their drug information to multiple providers involved in their care. Every patient's personal health information will continue to be confidential and protected under the Personal Health Information Protection Act If a patient does not want their information disclosed, they have the right to withdraw their consent. A patient's decision to withdraw consent has no effect on their eligibility to receive benefits from OHIP or either drug program.

Introduction
Drug-related crime is a major problem in many Canadian communities. Research has shown that there is an association between drug use and repeat criminal behaviour, and the tendency for drug users to be involved in a wide range of criminal activity.1 Studies have also consistently revealed that successful interventions aimed at reducing drug-related crime must address drug addiction through comprehensive treatment approaches.2
Project Background
The first Canadian Drug Treatment Court (DTC) was launched in Toronto, in December 1998. It has distinguished itself as an innovative alternative to the criminal justice system for people with a recognizable drug addiction who are facing non-violent drug-related offences. In the United States, where the first drug courts were implemented in the early1990s, studies have shown that recidivism rates have fallen dramatically among DTC participants.

    Regional Alcohol and Drug Program
    The purpose of this Program, in operation since 1966, is to cooperate and exchange experience with specialists and organizations from Central and Eastern Europe and Central Asia in the field of fighting addictions. We provide a variety of forms of training specialists in the field of prevention and treatment of alcohol and drug addiction, as well as of educating families of the addicted. A crucial field of regional cooperation involves the transfer of our experience gained in managing the Atlantis In 2004, educational work forming part of the Program, involved 6 seminars and workshops for specialists in addiction therapy and prevention. Such seminars were held in Bulgaria, Georgia, and Kyrgyzstan. Two seminars were organised in Poland: for withdrawal treatment therapists and penitentiary institution employees (on the treatment of addicted inmates) from Armenia, Belarus, Kyrgyzstan, Lithuania, Latvia, Moldova, Mongolia, Russia, Tajikistan and Ukraine. 22 psychologists, therapists, and doctors from countries within the region attended internships at addiction treatment centres (i.e. MONAR , the Addiction Therapy Centre of the Psychiatric and Neurology Institute in Warsaw, the Psychiatric Hospital in Tworki and a number of prisons implementing Atlantis programs).

National Illicit Drug Strategy
The National Illicit Drug Strategy demonstrates the Australian Government's leadership in the fight against illicit drugs and strengthens its commitment to combat illicit drug use through a sharper focus to reducing the supply of drugs and on reducing demand. The Prime Minister launched the National Illicit Drug Strategy "Tough on Drugs" in November 1997. It continues to form a significant part of the National Drug Strategy . The Strategy provides a balanced and integrated approach to reducing the supply of and demand for illicit drugs. Since its launch, the Australian Government has committed more than $1 billion to the Strategy. Development and implementation of the National Illicit Drug Strategy is occurring in consultation with the Australian National Council on Drugs , State and Territory Governments, non-government organisations and the community sector. Funding for a range of supply reduction measures being implemented by the Commonwealth law enforcement agencies enables them to effectively protect Australia's borders and its community from illicit drugs. This funding is administered by agencies within the Justice and Customs Portfolio.

Medicare Rx Drug Benefit Outreach and Education Project
n4a and NASUA through a supplemental grant from the U.S. Administration on Aging (AoA) under the Eldercare Locator Program have launched an initiative to assist state and local aging agencies in their work to implement the Medicare Prescription Drug Improvement and Modernization Act of 2003 (MMA) over the next year. The National Aging Services Network-encompassing the 56 State Units on Aging (SUA), 655 Area Agencies on Aging (AAA), 30,000+ aging service providers, and 240 Title VI Native American aging programs-is the established infrastructure that delivers aging services in every community in the nation. Every day SUA, AAAs, and service providers across the country work either directly or indirectly with Medicare beneficiaries to educate and connect them to needed services. The Aging Network has a long-standing track record of successfully providing assistance, benefits counseling and easy-to-understand information to millions of older adults, especially those with low incomes. But with the increase in Medicare beneficiary options under the MMA, there is a greater need for beneficiary assistance and education. To assist aging agencies in their efforts to outreach, educate, and enroll Medicare beneficiaries in Medicare’s new prescription drug program, n4a and NASUA will:

Blueprints for Violence Prevention Overview Advisory Board , comprised of seven experts in the field of violence prevention. The 11 model programs, called Blueprints, have been effective in reducing adolescent violent crime, aggression, delinquency, and substance abuse. Another 18 programs have been identified as promising programs. To date, more than 600 programs have been reviewed, and the Center continues to look for programs which meet the selection criteria Soon after the initiation of Blueprints, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) became an active supporter of the project and provided funding to CSPV to sponsor program replications in sites across the United States. As a result, Blueprints has evolved into a large-scale prevention initiative, both identifying model programs and providing training and technical assistance to help sites choose and implement a set of demonstrated effective programs with a high degree of integrity.

" UNDCP's environmental message is like the cigarette industry passing out public health suggestions" Seattle and Hamburg, 20 July -The United Nations Drug Control Program (UNDCP) should be censured for its lobbying tactics, says the Sunshine Project, an international nonprofit working on biological weapons issues. The Vienna-based UN agency, while often less aggressive than the USA in drug crop eradication, has nevertheless taken the lead in trying to implement the US project to use biological weapons against illicit coca in Colombia. In an effort to counter outrage in the Andes over the plan, UNDCP is spreading unsubstantiated stories in the press suggesting that the biological agents, dubbed "Agent Green" by the Sunshine Project, are environmentally safe. The UN group is using the media to attack the policy of the Governments of Colombia, Ecuador, and Peru, all of which have expressly rejected use of the US Fusarium oxysporum weapons agent.

Drug Policy Alliance Advocacy Grants Program: Promoting Policy Change RFP Guidelines Through the annual Promoting Policy Change grant cycle we seek to broaden public support for drug policy reform and will fund strategic and innovative approaches to increase such support. We invite proposals designed to:
  • Broaden awareness and understanding of the extent to which punitive prohibitionist policies are responsible for most drug-related problems around the country.
The program provides both general operating support and project specific grants. A Cooperative Effort for Approval of
MINOR USE ANIMAL DRUGS
The National Research Support Project No. 7 (NRSP-7) is designed to address the shortage of minor use animal drugs by funding and overseeing the efficacy, animal safety, and human food safety research and environmental assessment required for drug approval. The scope of the program includes animals of agricultural importance and generally excludes companion animals. The program coordinates with animal producers, drug manufacturers, FDA's Center for Veterinary Medicine (CVM), The U.S. Department of Agriculture/Cooperative Research, Education, and Extension Service (USDA/CSREES) , other government agencies, universities, State Agricultural Experiment Stations, and veterinary schools to get the job done. In addition to funding research, NRSP-7 periodically holds special workshops, and to provide a forum for exchange of ideas among minor species producers, drug manufacturers, researchers, and government agencies on approaches to disease problems and drug priorities.
