Anti-Drug Program
DHCR recognizes that the presence of drug abuse, violence and crime in many communities throughout the State presents a serious threat to the housing under its supervision and to the safety of its residents. The agency supervises 224 moderate-income Mitchell-Lama housing developments (containing nearly 92,500 apartments) and 53 public housing projects (with more than 17,000 apartments). One of the first anti-drug initiatives DHCR undertook was to amend the State's housing regulations. Rules governing Mitchell-Lama housing (9 NYCRR, Sec. 1727-5.3) were amended in 1989 to expedite the eviction of tenants involved with illegal drugs. This change eliminated the requirement for DHCR to hold an administrative hearing before a housing company could initiate an eviction proceeding in court, if it was based on drug-related grounds. Also, leases for these apartments were rewritten to clearly prohibit the possession or sale of illegal drugs and possession of illegal weapons. On May 23, 1989, New York became the first state to receive a waiver of the grievance procedure in Federally-subsidized public housing from HUD. This enabled drug-related evictions to be initiated directly in court by the housing authority, without a prior hearing. Accordingly, DHCR amended the regulations governing evictions in State-supervised public housing to eliminate the board of review hearing prior to proceeding in court for evictions in cases involving illegal drugs or weapons (NYCRR, Sec. 1627-7.3). These State regulations were written to clearly set standards of conduct for tenants; illegal drugs or weapons became grounds for either denial for admission into, or eviction from, public housing.

Evaluation of State Prescription Drug Programs:
Lessons for Medicare Increasing seniors' access to prescription drugs is a top policy priority for the American people, the Administration, and members of Congress. Both parties have proposed legislation that would add a prescription-drug component to Medicare, albeit with very different structures. Many questions about the design and implementation of a Medicare drug benefit need to be answered. States have been administering public prescription drug programs in some form since 1975. Their experiences with various program designs can provide valuable information to federal policymakers designing a drug benefit. To assess how states have expanded access to prescription drugs while trying to control costs, The Robert Wood Johnson Foundation's Changes in Health Care Financing and Organization (HCFO) program convened a small meeting of state and federal policymakers, researchers, and analysts. The participants generated many important questions. Therefore, through this special topic solicitation, the HCFO program encourages research assessing the effect of state prescription drug programs on costs and access to care and on the implications of these programs for Medicare.

Drug Prevention Programs in Higher Education

I. Program Profile
Legislation: Title IV, Part D (Section 5131) of the Safe and Drug-Free Schools and Communities Act of 1994, as amended (20 U.S.C. 3211) (expires September 30, 1999). Purpose: To encourage the development, implementation, operation, and improvement of drug education and prevention programs for students enrolled in institutions of higher education (IHEs). II. Program Information and Analysis
Performance Indicators
The main performance indicator that has been used applies to the Institution-Wide program. It measures whether or not the Institution-Wide program at a given IHE is still in existence one year after the Federal Drug Prevention Programs in Higher Education (DPPHE) monies have expired. One main purpose of the Institution-Wide program is to provide seed money to programs that are likely to continue beyond the period of Federal support. If the program does in fact continue beyond the Federal support period, this is viewed as a positive outcome. Since the fall of 1990, the Department of Education has conducted a survey of the institutions whose Institution-Wide grants expired 1 year earlier. The surveys have revealed that approximately 94 percent of the Institution-Wide programs that were awarded in FYs 1987 through 1989 are still in existence.

A strapped treatment system faces an increased burden as Proposition 36 begins today.
(First of two parts) By Laura Mecoy Bee Los Angeles Bureau (Published July 1, 2001) LOS ANGELES Proposition 36, California's sweeping new drug law that takes effect today, will place unprecedented demands on a state agency and treatment system already afflicted with untrained workers, lax regulation and inattention. The initiative requires treatment instead of prison for non- violent drug offenders to rehabilitate rather than punish them. But a Bee investigation found a system with problems and, some experts say, in need of rehabilitation itself. It found drug counselors and administrators who used illegal drugs themselves, supplied illicit substances to the people they were supposed to help and had sex with their clients.

AIDS Drug Assistance Programs (ADAPs), authorized under Title II of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act , operate in all 50 states, the District of Columbia, Guam, Northern Mariana Islands, Puerto Rico, and the Virgin Islands. They provide HIV-related prescription drugs to underinsured and uninsured individuals living with HIV/AIDS. For many people with HIV, ADAPs serve as a gateway to a broad array of healthcare and supportive services funded through the CARE Act and to other sources of coverage including Medicaid, Medicare, and private insurance. In addition to filling gaps in prescription drug coverage, ADAPs often function as the only source of HIV-related medications for those who are underinsured or uninsured.

Two other drugs, Pegasys and Peg-Intron, are already covered for Hepatitis C under the demonstration Zavesca (miglustat) is an oral tablet approved by the FDA to treat mild to moderate Type I Gaucher Disease in adults for whom for whom enzyme replacement therapy is not a therapeutic option. By Alice Evans and Kris Bosworth None of us wants to see the lives of young people irreparably damaged by drugs, and schools are a logical place to try to prevent this from happening. But research indicates that, for a variety of reasons, schools are largely ineffective in their prevention efforts. The most popular drug abuse prevention program in the country, Drug Abuse Resistance Education or Project D.A.R.E., has shown disappointing results, while other, more promising programs have not been widely used. Moreover, there is no one program, curriculum, or strategy that meets the needs of all students in all settings. The good news is that 20 years of research on drug abuse prevention has yielded effective strategies and a broad range of curricula. There are also curricula guides, such as Drug Information and Decision Support Assessment (DIADS), to help educators choose the most effective curriculum for their situation. THE PROBLEM The statistics are alarming. Self-reports by students who have graduated from high school indicate that 29% are regular smokers, 44% have tried marijuana, 90% have tried alcohol, and 33% have been recent heavy drinkers.(1) Health problems associated with adolescent drug use impact four major areas of a student's life: physical, psychological, social, and spiritual. Alcohol use and drug use are strongly correlated with suicide, homicide, and accidental death. Experts consider most adolescents to be at risk, both for drug use and drug abuse. "Few, if any, are invulnerable," writes Nancy Tobler.(2)

ADAPs, authorized under Title II of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, provide HIV/AIDS-related prescription drugs to uninsured and underinsured individuals living with HIV/AIDS. ADAPs operate in 57 U.S. states, territories, and associated jurisdictions. The report, the ninth in an annual series, was prepared by the Kaiser Family Foundation and the National Alliance of State and Territorial AIDS Directors (NASTAD).
