    States and the 340B Drug Pricing Program Jump to References and Sources Updated: September 9, 2005 The federal 340B Drug Pricing Program provides access to reduced price prescription drugs to over 12,000 health care facilities certified by the U.S. Department of Health and Human Services (HHS) as "covered entities". These clinics, centers and hospitals in turn serve more than 10 million people in all 50 states, plus commonwealths and territories.
    Office of Pharmacy Affairs (OPA): An Overview
    "The 340B Drug Pricing Program was established in response to the passage of Section 340B of U.S. Public Law 102-585 , the Veterans Health Care Act of 1992. Section 340B of this law limits the cost of drugs to federal purchasers and to certain grantees of federal agencies. Significant savings on pharmaceuticals may be seen by those entities who participate in this program." The program is administered by the Office of Pharmacy Affairs (OPA) of HRSA, under the federal Department of Health and Human Services (HHS). Note: In 2003 and early 2004 the office name changed to Pharmacy Affairs Branch (PAB), but the "OPA" name has been restored as of July 2004.

    Consolidated drug purchasing program - 2001
    The Director of Pharmacy Services for the Georgia Department of Community Health, Lori Garner, described the development and the implementation of the consolidated drug-purchasing program in Georgia. Combining Medicaid fee-for-service, the public employees and the university teachers, the number of enrollees in the state drug program is 1.2 million. UPDATE: As of August 2001, the Georgia/Express Scripts buying arrangement had been in operation for two months. Medicaid drug purchases are excluded from the Express Scripts calculation because the state kept their Medicaid rebates. The "retail" side of the drugs, used for non-Medicaid clients, are discounted through Express Scripts. They have yet to receive a rebate check, but they are currently processing claims. Georgia is considering adding other groups to the purchasing program, but they will have to look at options very carefully so not to jeopardize the whole program. Project description
  • Under the supervision of a Children's Court Magistrate, Youth Drug Court participants undertake a six month program plan based on an intensive multi-disciplinary assessment.
Rationale/Need
  • Young people with drug use problems coming before the juvenile justice system have multiple needs. Existing programs have been unable to adequately address these needs. A multidisciplinary approach is likely to achieve better outcomes.
Intended outcomes
  • To help young offenders overcome their drug dependence and end their associated criminal behaviour through court enforced and supervised treatment programs.
Development/Implementation
  • Services offered to the young offenders in this program are delivered through a partnership between the Departments of Health, Education and Training, Juvenile Justice and Community Services. This program involves a wide variety of government and non-government services, with brokerage funding available to purchase specialist services as required. New detoxification and stabilisation services are being established under the program. Temporary facilities are being utilised with a number of service providers while permanent premises are established.

Project description
  • Following much debate concerning illicit drug use, its impact on the community and its relationship to crime NSW established a Drug Court at Parramatta on 8 February 1999.
Rationale/Need
  • The growing number of people using illicit drugs (heroin in particular) has meant that increasing numbers are coming into contact with the criminal justice system. The imposition of custodial and non custodial sentences can act as a deterrent to illicit drug use in some in some instances. However, for those people who are drug dependent, traditional responses from the criminal justice system often do little to resolve the problem. This program seeks to involve the health and legal systems in a collaborative response to the problems faced by offenders with drug problems.
Intended outcomes
  • To help offenders overcome their drug dependence and end their associated criminal behaviour through court enforced and supervised treatment programs.
Development/Implementation
  • The strategy for achieving this aim is to divert drug-dependent offenders into programs designed to reduce or eliminate their drug dependence. By reducing a person's dependence on drugs, their need to commit crime to support that dependence should also be reduced.

Adult Drug Court Programs
Drug Court programs are characterized by:
  • Collaborative links between the courts, prosecutors, public defenders, law enforcement, treatment providers, Social Service Agencies and Community-Based Non-Profit organizations.
    A standardized assessment process is utilized to identify eligible non-violent offenders.
    Drug court teams are staffed with individuals trained in substance abuse and recovery issues who operate in a non-adversarial atmosphere.
    Drug courts utilize a system of graduated sanctions and incentives to encourage recovery goals and hold offenders accountable for non-compliant behaviors.
    Drug court professionals are encouraged to remain current in the field by participating in training and education efforts on a state and national level.
    Drug courts emphasize on-going program evaluation efforts to continually assess the effectiveness of program interventions and to update and improve program design when warranted.
The New Jersey Adult Drug Court History:
Drug Courts began in New Jersey in 1996 when Camden and Essex Superior Courts started accepting participants. These local projects evolved into well-defined drug court programs that have paved the way for additional pilot program efforts. By 1999 additional programs were established in Mercer, Passaic and Union counties. Through the hard work and dedication of the judges, prosecutors, public defenders, drug court professionals,substance abuse evaluators and probation officers in these jurisdictions, the state of New Jersey developed the experience and knowledge necessary to create a New Jersey Drug Court model.

The Center for Health and Wellbeing, together with the Research Program in Development Studies (RPDS), maintains a data archive. The archive contains data sets and documentation generated from studies conducted by CHW and RPDS researchers. The Center for Health and Wellbeing is home to a Demography of Aging Center, funded by the National Institute of Aging. The Demography of Aging Center, started in 2004, fosters new research on the interrelationships between socioeconomic status and health as people age; examines the determinants of decision-making and wellbeing among the elderly; and explores the determinants and policy consequences of increased longevity and population aging across and within countries over time.
