DRUG PREVENTION PLACEBO How DARE wastes time, money, and police By Jeff Elliott The October 1994 government flyer seemed like sweet vindication to the thousands of parents, police, and teachers who supported the Drug Abuse Resistance Education Program, better known by the acronym DARE. "The D.A.R.E. Program: A Review of Prevalence, User Satisfaction, and Effectiveness," the headline on the single page boasted, describing a new study of the drug-education program. More happy news followed. "Not only is DARE widespread and popular, but demand for it is high," read the flyer. DARE's "...appeal cuts across racial, ethnic, and socioeconomic lines [with] considerable support for expansion of the program." Sweet vindication indeed. Since its inception in 1983, the DARE curriculum had rapidly spread from the Los Angeles area to schools across the country. In fact, more than half of all schools in the United States currently use the program; almost 20 million schoolkids a year are visited at least once by a DARE instructor. Despite such success, however, critics had been increasingly vocal in recent years, attacking the program as a costly and ineffective way of teaching kids about the perils of drug abuse. They claimed that DARE was just another untested pedagogical gimmick that served no purpose other than soaking up private donations and local, state, and federal tax dollars. The newly released study, then, would simultaneously silence naysayers while boosting DARE's shot at more public funds and deeper penetration into schools. This is no penny ante business, either: DARE, which was specifically held up as exemplary in two sections of last fall's crime bill, is competing with other drug-ed programs for a chunk of the more than $500 million the feds put aside for such instruction. And running DARE takes a lot of money. A DARE spokesperson claims the program costs somewhat less than $200 million annually, but other credible estimates range as high as $700 million, once all costs are considered.

What Is Ketamine?
Ketamine, or ketamine hydrochloride, is a non-barbiturate, rapid-acting disassociative anesthetic used on both animals and humans; it also has been used in human medicine for pediatric burn cases and dentistry, and in experimental psychotherapy. It is being abused by an increasing number of young people as a "club drug," and is often distributed at "raves" and parties.
What Are Some of Its Street Names?
Some street names for ketamine are: K, Ket, Special K, Vitamin K, Vit K, Kit Kat, Keller, Kelly's day, Green, Blind squid, Cat valium, Purple, Special la coke, Super acid, and Super C. Slang for experiences related to ketamine or effects of ketamine include, "k-hole," "K-land," "baby food," and "God."

We recently released our new DVDs with two new special features for parents. One is Why Parents are the Last to Know and Why Kids Take Drugs. The first one on why parents are the last to know was four years in the making. What was interesting there is that we managed to gain access to teenage kids in regular rehab centers across the city of Los Angeles. The testimonials we got from each kid, at different locations, revealed the same reason why parents are the last to know about a kids drug problem.

Advice Q. Our daughter is going off to college in the fall. She's a great kid - a good student who doesn't drink or use drugs. I'm worried about all the drinking on college campuses but my husband thinks my worries are groundless because she doesn't drink. Am I just a nervous mother? A. First, congratulations on raising a drug-free kid! She sounds terrific and you'll both miss her when she goes away to school. Sadly, young men and women who do not drink can still be affected by other students who drink heavily. A recent survey showed that about two-thirds of students are affected by binge drinking by other students. Your daughter can stay safe and healthy if she's aware of the dangers. Counsel her to travel the campus in groups especially at night. Be sure she knows to keep her door locked at all times. She should be sure one or more of her friends knows her class schedule and she should share her friends' names and numbers with you. She should be sure that her roommate or a good friend knows her social plans. All this is common sense and she's already proven that she has lots of that!

Agency Background
Agency. Narconon is a secular program based on the research and writings of L. Ron Hubbard, who also founded the Scientology religion. The Narconon network provides drug rehabilitation, education and prevention services, and professional training. The Narconon network includes the Association for Better Living and Education International (ABLE), which licenses groups to use L. Ron Hubbard's drug rehabilitation and prevention methods and ensures that the programs delivered under the Narconon trademark are delivered in accordance with Mr. Hubbard's specifications, Narconon International, individual Narconon detoxification centers, Friends of Narconon, and the Foundation for Advancements in Science and Education (FASE).
