Two days ago the International Church of Scientology opened in Saint-Peterburg an international marathon race “Multathlon 2002” aimed at popularization of the Universal Declaration of Human Rights. PRIMA correspondent met in Saint-Peterburg with Leisa Goodman, a director on Human Rights of the International Church of Scientology and asked her to respond several questions.
A: Ms. Goodman, could you please tell me about the reasons of this event?
Q: This was the launching of an exciting human rights tour in Europe. “Multhatlon” means “many contests”. Different sports are involved. We decided to begin this year in St.Petersburg.
A: Why did you choose Paris as its final destination?
Q: Because there is a serious situation with human rights in France. France is a country that should be setting an example of Human rights, religious freedom and tolerance for the rest of Europe, which they don’t. Instead they have a repressive law against new religions, against any religious minority. We feel that the rest of Europe and the world should know about that. So we take our message that the Universal declaration of Human rights should be applied and we take this message all the way through 9 countries of Europe and 4000 km.

Ocean County College is working in partnership with Rowan University, Center for Addiction Studies. The other three participants joining Rowan and OCC are Fairleigh Dickinson University - Teaneck Campus, Stockton State College, and Rutgers University - Cook Campus. The project is under the direction of Sandra L. Carine, Director of Development, with RoseAnn D'Urso, serving as Project Coordinator.

Hawai`i State Incentive Grant for Substance Abuse Prevention among Hawaii's Youth
Recognizing the need to reduce the use of drugs by the youths in our state, the Hawai`i State Incentive Grant (SIG) was developed with two major goals:
  • To reduce alcohol, tobacco, marijuana, and other drug use and abuse among Hawaii's 12- to 17-year-olds by building a Statewide system of enduring substance-abuse prevention partnerships; and
  • To coordinate, leverage, and redirect substance abuse prevention resources to communities, families, schools, and workplaces.
The Governor's Office of the State of Hawaii was awarded an $8.4 million grant by the federal Substance Abuse and Mental Health Services Administration's (SAMSA) Center for Substance Abuse Prevention (CSAP). This three-year grant is administered by the State Department of Health's Alcohol and Drug Abuse Division (ADAD). The Center on the Family provides technical services, such as data collection and dissemination, for the Comprehensive Prevention Strategy, as well as training and technical assistance to communities operating prevention programs under the SIG. As part of the strategic planning for the State Incentive Grant for Drug Abuse Prevention (SIG), the Center on the Family developed 13 Community Risk and Protection Profiles. These profiles serve as a foundation upon which community members can define the needs and strengths of their own neighborhoods in planning their prevention proposals. The Center on the Family continues to provide ongoing support to the SIG through this web-based dissemination of data collected for our community profiles as well as additional data collected by other organizations for various components of the overall State strategy. These additional components include the Bi-annual Alcohol, Tobacco, and Other Drug Use Survey of Hawaii's public and private, middle and high school students, the Social Indicators Study, and the Community Prevention Resource Assessment of local prevention programs and services.

Philosophy: The University of Michigan has had a long standing concern about the harmful effects of alcohol abuse and the use of illicit drugs. The University recognizes that the abuse of alcohol and other drugs can significantly interfere with fulfilling the mission of the University and pose a serious threat to the health and well-being of the members of this community. Current prevention efforts are coordinated by UMAODPP, which has developed a comprehensive approach to prevention including the campus and neighboring Ann Arbor community residents. The goal of current prevention efforts is to change the campus culture by intervening in the environmental factors that explicitly or implicitly promote and/or encourage use and misuse. Since 1991, the European network for exchange, exposition and action research has identified and created a space for peer training and exchange of knowledge for professionals working in the field of drug prevention and harm minimisation. The Network has developed and promoted its activities in states of the European Union. Our network has at least one Correspondent in each of the countries concerned, with responsibility for facilitating and supporting partnerships.
These representatives are all members of T3E'S Scientific and Technical Committee, which democratically decides the different programmes; facilitates their structured co-ordination; and ensures their operation through collective action and country based dissemination of information and implementation.

What is meant by drug abuse prevention?
How “drugs,” “drug abuse” and “drug prevention” are defined has implications for the planning, implementation and evaluation of drug abuse prevention efforts. When these terms are defined too narrowly, important opportunities to link drug prevention activities to broader strategies for influencing health-related behaviour may be missed. When they are defined too broadly, the strategies selected may not be those most appropriate for the target group or the resources required may exceed the capacity of programme implementers. In either case, the anticipated or actual results may not be as meaningful or lasting as hoped for. Clear and mutually-agreed upon definitions for these terms are essential for setting realistic goals and selecting appropriate strategies for the achievement of goals in drug abuse prevention programmes.
