Are School-Based Drug Prevention Programs Working? ERIC Digest.
With the passage of the Anti-Drug Abuse Act of 1986, the federal government significantly expanded the delivery of drug prevention programs to school-aged youth. In fiscal year 1987, more than $300 million federal dollars were allocated to in-school drug prevention programs (U.S. Dept. of Education, 1987). What has been the outcome of this expanded effort?
LEARNING FROM OUR MISTAKES
During the past decade, a number of strategies have been employed to change the attitude and behavior of children and adolescents regarding drug use. Research has shown that programs relying solely on providing information are not only ineffective, but may actually result in a greater likelihood of drug experimentation (Bangert-Drowns, 1988; Fustukjian, 1990). However, an annual survey conducted for 16 years by the University of Michigan Institute for Social Research (Johnston, 1990), with followup on a subset, concludes that providing youth with information about health risks in conjunction with other prevention approaches is highly effective. Key to its effectiveness, however, is giving information that emphasizes the more immediate, short-term consequences of drug use.

Drug prevention
The advent of the Treaty on European Union in 1993 boosted cooperation in this sector, since the Treaty identified drug dependence as a priority for Community action in the field of public health. The Commission decided that the best way to consolidate and develop existing achievements was to launch a specific drug prevention programme. In June 1994, this programme was proposed to the Council and the European Parliament. The five-year (1996-2000) Community programme for the prevention of drug dependence should throw new light on the drugs phenomenon, on drug dependence and its consequences, and on methods for preventing drug dependence and the associated risks. It should also lead to better information, education and training geared towards preventing drug abuse and its associated risks, especially among young persons and vulnerable groups.

The National Collaborating Centre for Drug Prevention (NCCDP) is a research partnership between the HDA, the Centre for Public Health at Liverpool John Moores University, and a broader network of experts in drug misuse theory and practice.
