LAW ENFORCEMENT ASSISTANCE FUND FOR THE PREVENTION OF DRUNKEN DRIVING
43-4-401. Fund created. The law enforcement assistance fund for the prevention of drunken driving and the enforcement of laws pertaining to driving under the influence of alcohol or drugs, referred to in this part 4 as the "fund", is hereby created in the office of the state treasurer. 43-4-402. Source of revenues - allocation of moneys. (1) The general assembly shall appropriate moneys annually to the fund in the general appropriation bill. In addition to any other penalty imposed pursuant to section 42-4-1301, C.R.S., every person who is convicted of, pleads guilty to, or receives a deferred sentence pursuant to section 16-7-403, C.R.S., for a violation of any of the offenses specified in section 42-4-1301 (1) or (2), C.R.S., shall be required to pay seventy-five dollars which shall be deposited into the fund and fifteen dollars which shall be deposited into the county treasury of the county in which the conviction occurred. 43-4-403. Keeping Score: The Frailties of the Federal Drug Budget
Patrick Murphy Total federal government expenditures for antidrug activities have become a centerpiece in the national debate on drug policy. The rapid growth in that total was a major indicator of the extent of federal government commitment to dealing with what was perceived to be the most prominent social problem in the late 1980s. Even more importantly, the allocation of that budgetbetween supply-control programs on the one hand and treatment and prevention on the otheris perhaps the most widely cited piece of evidence that the United States is committed primarily to law enforcement as the principal element of its drug policy. Given the prominent role that federal budget figures have come to play in the policy debate, it is noteworthy that few have paid any attention to their origins. This issue paper explores the history of the federal drug- control budget as well as the methodology used to produce the numbers in it. It argues that what is commonly referred to as the "federal drug control budget" is not a budget in the textbook sense: that is, it is limited in its capacity to either ensure accountability or establish policy priorities. At best, the federal drug budget provides a descriptive level of effort. And even as a historical description, the numbers may misrepresent the total level of expenditures as well as their distribution across programs to control both supply and demand. This paper begins with a brief review of the federal drug- control expenditures and the history of the drug budget. It then examines the differing methods used to calculate agency drug-control budget estimates and the consequences of the differences. Such "scorekeeping" varies from agency to agency and produces a distinctly ad hoc collection of estimated drug-control expenditures. Finally, the paper argues that the federal drug budget better serves as an advocacy tool than as a mechanism to drive policy changes.

The risk and protective factors are the primary targets of effective prevention programs used in family, school, and community settings. The goal of these programs is to build new and strengthen existing protective factors and reverse or reduce risk factors in youth.

What is D.A.R.E.? D.A.R.E. stands for Drug Abuse Resistance Education. D.A.R.E. is a comprehensive prevention program designed to equip elementary school children with the life skills to recognize and resist social pressures to experiment with tobacco, alcohol and other drugs. The 17-lesson D.A.R.E. core curriculum is taught by a specially trained, uniformed law enforcement officer which provides for a unique relationship between officer and student. This interaction promotes a positive role model identification as well as healthy bonding with a trusted adult. What are the goals and objectives of D.A.R.E.? The primary goal of D.A.R.E.is to prevent substance abuse among school age children. The D.A.R.E. program targets children at an age when they are most receptive to drug prevention education and before they are likely to have experimented with tobacco, alcohol and drugs. D.A.R.E. seeks to prevent adolescent substance abuse, thus reducing the demand for drugs. The D.A.R.E. curriculum focuses on the following objectives for student learning.
