in the 3rd Committee, 53rd Session of the UN General Assembly, New York Thank you, Mr. Chairman, We would like to begin by thanking the Secretary General for the reports under the agenda items dealing with 'Crime Prevention and Criminal Justice' and 'International Drug Control', and the Under Secretary General and Executive Director of the Office for Drug Control and Crime Prevention, Mr. Pino Arlacchi, for his encouraging introductory statement highlighting positive trends in the fight against illicit drugs and organized crime. Perhaps the most significant development in regard to the world drug problem has been the success of 20th Special Session of the UN General Assembly to Counter Together the World Drug Problem. The unanimous endorsement of the documents at a high political level signifies a new international consensus and will to act against the menace of drugs based on the principles of shared responsibility and a balanced and integrated approach to the problem of drugs on the way to reaching the objective of drastically reducing the trafficking, abuse and production of illegal drugs by 2008. Equally important are the new commitments relating to money laundering, amphetamine-type stimulants (ATS)

National Drug Law Enforcement Research Fund (NDLERF)
The National Drug Law Enforcement Research Fund was established by the Ministerial Council on Drug Strategy (MCDS) on 10 June 1999 and commenced operations in August 1999. This Fund incorporates both the National Drug Crime Prevention Fund (NDCPF) and the National Community Based Approach to Drug Law Enforcement (NCBADLE). Resources for Law Enforcement
The Attorney General provides resources for law enforcement though the criminal justice divisions of his agency. The divisions provide technical assistance in a number of key areas and are available to coordinate local, state and federal efforts when necessary to successfully combat multi-jurisdictional criminal activity. The educational, investigational, and prosecutorial resources of the Attorney General's Office are readily available to augment other state agency, county or municipal resources. Other publications and special reports are listed on the AG Publications page of this Web site. NUISANCE ABATEMENT. Under the Texas nuisance abatement statute, any property can be closed down by court order if it is being use as a crack house, brothel, gang headquarters, or other base of operations for criminals. The statute works by holding the property owners and managers responsible for what happens on their property. The Attorney General helps law enforcement use nuisance abatement laws to shut down gang hangouts and to keep gang members from publicly assembling in areas where criminal activity is rampant. Thank you Mr. Chairman. In the next few days this Committee will consider the twin evils of international illicit narcotics and organized crime. These issues are in many ways two sides of the same coin. Many of the criminal organizations that have originated either as drug traffickers or crime syndicates have branched out into the other field. Methods and connections developed originally by narcotics kingpins, such as money laundering, have proven equally beneficial to organized crime bosses. Indeed, increasingly we find that narcotics and crime are just two different product lines of the same criminal conglomerate. The dangerous link between narcotics and international crime has one saving grace for the international community: they can both be fought at the same time with the same weapons. The most formidable of these weapons is the rule of law, backed by national plans and international cooperation. However, when we look at the international response, we see that instruments and institutions are much more advanced in fighting narcotics.

    School-Based Programs Some educational approaches that target universal populations have shown a consistent lack of effect in scientific studies. Peer-led programs, including peer counseling, peer mediation, and peer leaders, are among them. In a 1987 review of these interventions, Gottfredson concluded that there is no evidence of a positive effect and that these strategies can actually harm high school students. Results of a meta-analysis confirmed this finding, adding that adult-led programs are as effective as, or more effective than, peer-led programs in reducing youth violence and related risk factors. Nonpromotion to succeeding grades is another educational approach that can have harmful effects. Studies of this approach demonstrate negative effects on student achievement, attendance, behavior, and attitudes toward school. One school-based universal prevention program meets the criteria for Does Not Work: Drug Abuse Resistance Education , or DARE.

    Drug Abuse Resistance Education (D.A.R.E.)... The Statewide D.A.R.E (Drug Abuse Resistance Education) Program was created by the legislature in1999. The program has two staff members, whose duties include assisting and providing resources to D.A.R.E. officers across the state, making school visits, and coordinating the training required before officers can teach the lessons. D.A.R.E. was established in 1983 and continues to be an active partnership between parents, schools, and law enforcement. The program has grown to be the most popular and widely used prevention curriculum in the world. Kansas has 257 D.A.R.E. officers representing 122 law enforcement agencies in 58 counties. In 2001, more than 130,000 Kansas students in 394 schools from 161 districts received the D.A.R.E. program. D.A.R.E. is a school-based prevention curriculum designed to be delivered by uniformed law enforcement officers. Its goal is to assist students in developing knowledge, skills and attitudes that will help them avoid substance abuse and violence. D.A.R.E. is a partnership between schools, families and law enforcement that enhances the protective and social bonding factors in family, school and community. It helps students identify risk factors and works on building skills to avoid those risk factors. The core curriculum is designed for the exit level of elementary school (usually 5th or 6th grade), and consists of a 17-lesson format. The middle school and high school curriculums are each delivered in 10 lessons. All three of these curriculums use a workbook and are based on a cooperative learning strategy.

    Bureau of Narcotic Enforcement CLAN LAB PROGRAMS Clandestine Laboratory Enforcement Program (CLEP) Through the Clandestine Laboratory Enforcement Program, the Bureau of Narcotic Enforcement investigates and shuts down illegal drug-making operations across the state. Each of BNE's nine regional offices has at least one clandestine drug laboratory team.
    A vast majority of the clandestine labs are found producing methamphetamine, a powerful stimulant whose abuse has been creeping into all segments of society and across a broader range of ages. "Clan labs" may also produce such illegal drugs as LSD and synthetic heroin. While a growing number of clan labs are sprouting in the Midwest and Southeast, California continues to produce more meth than any other region.
    The ease by which meth can be made from many commonly found household products like ammonia, using formulas that do not require trained chemist, can be vexing in the battle against illegal drug making. In a countermove, BNE operates a state Precursor Compliance Program to closely monitor the use of meth-making products such as reagents, solvents, laboratory glass flasks and precursor chemicals that are needed for clan lab operations. The program tracks chemicals shipped into California that are likely to be bought by illegal drug makers and holds businesses accountable for diversions of precursor chemicals to illegal drug labs. Undercover operations have been used to halt the unrestricted sale of over-the-counter drugs containing pseudoephedrine compounds that can be used for meth production.

    Senator Domenici works diligently to decrease the flow of illegal drugs into this country and supports efforts to increase federal funding for drug prevention, counseling and law enforcement. History Senator Domenici has held Senate Committee hearings in Las Cruces, New Mexico about illicit drug activity in the Southwest. Domenici has hosted multiple Attorneys General in the state to examine Department of Justice activities in New Mexico, including its drug interdiction efforts. In a 2002 hearing of the CJS Appropriations Subcommittee, Domenici asked Attorney General John Ashcroft for an assessment of the joint federal, state and local law enforcement operations to combat methamphetamine trafficking in New Mexico. In response, the Justice Department reported that the DEA offices in Albuquerque and Las Cruces had helped seize and destroy 85 clandestine methamphetamine labs throughout the state since Oct. 1, 2001; beyond the home-based labs, it was found that New Mexico is also consistently affected by the transport of Mexican cartel-produced methamphetamine contraband through the state. In the FY 2003 CJS Appropriations Bill, as he has in previous years, Senator Domenici secured report language directing the Federal Bureau of Investigation and DEA to dedicate adequate resources and staff to northern New Mexico to combat methamphetamine, black tar heroin and other drugs. Weed and Seed Programs Since the Weed and Seed's program introduction to Rio Arriba County, Domenici has continuously supported the development of new programs across New Mexico. Specifically, Weed and Seed is a multi-agency strategy that "weeds" out violent crime, gang activity, drug use, and drug trafficking in high-crime neighborhoods and then "seeds" the target area by restoring these neighborhoods through social and economic revitalization. This project emphasizes agency cooperation and community involvement, and has fostered many successful programs over the years. The combination of mentorship, education, and participation in after-school activities has helped deter youth from exposure and drug use.
