Pekkanen When the city of San Francisco passed an ordinance n 1875 banning the smoking o opium in opium dens." it marked the first time a law prohibiting the use of narcotics was enacted in this country. Since then cities, states and the federal government have enacted a great number of drug laws. Some have been stringent, others more lenient. Some were passed during politically volatile periods when "get tough" approaches were thought to be the answer; others were passed during calmer times when more moderate approaches were sought. To understand why we embarked on a course of prohibition for particular drugs is a difficult and elusive undertaking, too affected by deeply rooted attitudes and prejudices to allow for completely dispassionate inquiry. Drug laws from their inception were a special breed. In effect, the passage of these prohibitory laws created crimes by definition; drug activities derived their criminal label more from prevailing attitudes and prejudices than from actual threats to persons or property. These were laws by which people could and did express social disapproval, and were not in the tradition of laws enacted to protect us from those who steal, murder, or commit fraud. They were the means by which right and wrong were distinguished according to popular but arbitrary national values and mores. In many instances, a proposed drug law would begin as an attempt to control the use of a certain substance, such as opium, cocaine, or marijuana. The rhetoric surrounding the proposed antidrug law would usually call for the preservation of predominant social and moral values, and it would be offered as a means of restoring those "lost" values. Frequently such a law would be directed at an outcast or minority segment of society identified with the use of the drug. I Supporters of the law would offer it as a solution to a wide range of social, moral, racial, political, and economic problems-from unemployment and crime in the streets to preserving the white race.

Narcotics abuse and trafficking were relatively small problems, ranking below other social problems, such as alcohol abuse. The narcotics units of the KPR were responsible for overseeing drug enforcement throughout the country. Altogether, there were about 150 officers working in drug enforcement, half of whom were attached to the Helsinki police. Drug seizures by police numbered 200 to 300 annually, but they accounted for only about 3 percent of the drugs consumed in the country. About half of the seizures consisted of heroin. Police estimated that more than 60 percent of all illicit narcotics entering Finland in the late 1980s had originated in Denmark. The most common carriers were returning Finnish workers living outside the country, particularly in Sweden. A comprehensive overview of the contemporary organization and doctrine of the Finnish Defense Forces can be found in the 1988 work by Tomas Ries, Cold Will: The Defence of Finland . The first part of this study provides an account of the combat experience of the armed forces in the Civil War of 1918 and in the Winter War and Continuation War of 1939-44. Friedrich Wiener's Die Armeen der neutralen und blockfreien Staaten Europas provides complementary information on the configuration of the Defense Forces, together with photographs and technical data on weapons and vehicles.

If some of the teen-agers who can be found hanging out at Washington-area malls ever are tempted to use drugs, they would be well advised to spend a few minutes at the new Drug Enforcement Administration Museum. The museum, located in the lobby of DEA headquarters in Arlington, Va., seeks to “document the perils of the drug culture.” It also aims to “explain the past successes of federal drug law enforcement and the current challenges facing the United States.” It is, in fact, the first American museum to focus on drug abuse.
Anyone who grew up thinking that drug use in America began in the era of Jimmy Hendrix and Janis Joplin would find the museum’s display on the pervasiveness of drugs in our history to be a real eye-opener. Indeed, notes museum director Sean Fearns, “Our first display, a photomontage of a 1930s drugstore, shows us how far we’ve come from viewing illicit drugs as wonder drugs to now understanding their dramatic impact.” In that display, we learned that Bayer heroin bottles were once sold as an over-the-counter product, and until 1903, Coca-Cola contained cocaine.
Presented in chronological order, the museum exhibits focus on the following eras: America’s First Drug Epidemic (1850-1914), Enforcing New Drug Laws (1919-1950s), Rise of the Modern Drug Culture (1960s and 1970s), and Return of Cocaine and the Rise of Cartels (1970s and 1980s). A staff of 12 retired DEA agents volunteer as tour guides.

The Chemung County Drug Enforcement Unit is a specialized unit dedicated to fighting the war on drugs in Chemung County. The DEU is composed of officers and investigators from the Elmira Police Department and the Chemung County Sheriff's Department that work very closely with officers and investigators from the local law enforcement agencies, New York State Police, Drug Enforcement Agency, and the Federal Bureau of Investigation. Most of the drugs in Chemung County come from larger surrounding such as Rochester, Syracuse, Buffalo, and New York City. Many of our dealers also come from these cities to sell in Elmira because there is less competition and a higher profit. Drug trends that appear in the larger cities such as Rochester usually appear in Chemung County within six months to a year.
