T he E FFECTIVE N ATIONAL D RUG C ONTROL S TRATEGY GOAL NUMBER TWO: REDUCE THE HARM CAUSED BY THE "WAR ON DRUGS" OBJECTIVE: REDUCE GOVERNMENT AND LAW ENFORCEMENT CORRUPTION Rationale: Drug-related corruption has plagued federal, state and local law enforcement in many ways. While the United States draws attention to corruption outside our borders, we do not focus enough attention on corruption at home. Across the United States, our local communities have felt the burden of law enforcement officials involved in drug corruption scandals. Consider these examples culled from recent news articles:
  • In Illinois, three Austin District police officers were caught on camera pocketing $25,000 in cash during a drug raid. Their 1998 trial showed a video with police stuffing cash into their pockets.
  • In Cleveland the FBI arrested 44 police officers in 1998 who were involved in drug-related corruption including taking payoffs to protect dealers involved in drug trafficking. Each of the officers took part in at least one of 16 staged deals by the FBI.
  • In Philadelphia, more than 100 drug convictions were dismissed, up to 2,000 cases tainted and the city was forced to pay millions of dollars to settle civil law suits as a result of a police corruption scandal. Six officers pled guilty to fabricating evidence and stealing from drug suspects.

Byrne Programs: Regional Task Forces
Program Overview: Created by the State Drug Enforcement Task Force, the Regional Drug Enforcement Task Forces are designed to facilitate inter-agency coordination and enhance the ability of law enforcement agencies to attack large volume, multi-jurisdictional drug trafficking networks. Task Forces are staffed by Drug Enforcement Agents, State Police Investigators and local law enforcement officers. The Capital District Task Force was established in April 1987, followed by the Central New York Task Force in November of 1987. The Mid-Hudson Task Force was implemented in December of 1989. In March of 1996 the Mid-Hudson Task Force was reformulated as a State Police Task Force.

Posted 26 Feb 2003 02:26:28 UTC As part of a crackdown on U.S. companies that sell drug paraphernalia, the U.S. Drug Enforcement Administration has taken control of six domain names previously used to market the goods. The Department of Justice announced on Monday that, in cooperation with the DEA and other agencies, they had shut down 11 paraphernalia-selling websites as part of "Operation Pipe Dreams." At a press conference, Attorney General John Ashcroft told reporters that people attempting to visit the companies' websites would be redirected to a government website informing them of the indictment. The 35 indictments together mention an actual total of 13 domain names, which also appear in a press release from the DOJ. 2600 investigated these domains, and discovered that some but not all of the doman registrations have been modified in an unusual manner as part of the crackdown. Four domains registered through Register.com, and two which are registered through GoDaddy Software, have had their original DNS name server entries removed and replaced with a single name server: NS.PIPEDREAMS.DEA.GOV. The ownership and contact information of the domains did not appear to have been modified, however.

Drug Enforcement Section Drug Enforcement Section Back to BCI main page The Drug Enforcement Section (DES) was established to provide full-time attention to the enforcement of drug laws in Virginia, and is committed to supporting local law enforcement agencies in their efforts. DES Regional Field Offices DES has in excess of 100 special agents across the Commonwealth responsible for performing operational narcotics enforcement investigations, including special undercover, wire intercept and marijuana eradication efforts. DES also routinely assists with federal and local law enforcement narcotics investigations. Joint VSP/Federal Task Forces Federal agencies and DES personnel have combined their resources to reduce criminal activity and to enforce state and federal narcotic laws. Personnel from the VSP Drug Enforcement Section and Aviation Unit, the Lebanon Police Dept., Russell County Sheriff's Office, and the Washington County Sheriff's Office recently collaborated in an investigation that netted a half-ton of marijuana worth an estimated street value of $3 million dollars.
