The creation of the Scottish Drug Enforcement Agency will mean that for the first time Scotland will have an organisation dedicated to tackling drug crime. It will build on the work already done by the enforcement agencies and it will help police forces to catch those who profit from human misery. Backed by a new national advertising campaign, Deputy Justice Minister Angus MacKay, SDEA Director Jim Orr and Mr John Orr, Chief Constable of Strathclyde Police unveiled the development and plan of action for the new body:
  • appointment of Deputy Director Detective Chief Superintendent Phil MacDonald and National Drugs Co-ordinator Detective Superintendent Matt Hamilton. BC justice calls illegal US Drug Enforcement Administration activities in Canada an "abuse of process" A British Columbia Supreme Court justice has called the illegal activities of the US Drug Enforcement Administration (DEA) in Canada in 1999 "blatant acts in disregard of Canadian sovereign values and law," and "so egregious as to constitute an abuse of process." As a result, the judge stayed an application by the US government to have a suspect committed for extradition to the United States. The full text of the August 1, 2002, decision by The Honourable Madam Justice J.R. Dillon in United States of America v. Licht , 2002bcsc1151, can be found here. The judge found that one entry into Canada by the DEA and its confidential source (on August 7, 1999) to participate in a drug investigation was legal. It was conducted as required by Canadian law and by a formal agreement (memorandum of understanding) between Canada and the US. However, a second entry on August 21, 1999, was not legal. This second entry and the activities that followed constituted an abuse of process. Here are some excerpts from the decision: [10] CS2 [confidential source 2, a person employed by the DEA to operate undercover] and his DEA handler travelled to Canada under the supervision of the RCMP on August 7, 1999. Members of the DEB 'E' Division of the RCMP met them at the airport. CS2 signed a Minister's Permit from Immigration Canada allowing him temporary entry into Canada until August 8, 1999. CS2 had a criminal record and was then on probation for fraud. CS2 also signed a "negative Letter of Acknowledgment" with the RCMP. This letter is a condition precedent to an agent acting in Canada. In it, CS2 stated that he understood that the investigation or his involvement in it could be discontinued at any time at the sole discretion of the RCMP and/or the DEA.

Dear Mr. Arbuckle: Today, a coalition of individuals and organizations are jointly filing two administrative petitions, one with the United States Department of Agriculture and one with the United States Drug Enforcement Administration. The purpose of the petitions is to request the initiation of rule making proceedings at USDA and DEA that would lead to the enactment of regulations permitting the domestic production of a crop known as industrial hemp. Attached to this letter are copies of the two petitions, a single Memorandum in support of both petitions, and proposed USDA and DEA rules, which reflect the petitioners effort to carefully balance the needs of potential industrial hemp producers with the requirements of law enforcement agencies. Some law enforcement officials have opposed industrial hemp cultivation, because the crop belongs to the same species as the plant commonly known as Marijuana. The petitioners stand ready to work with the DEA, USDA, the Administration, the Congress, and other interested parties to further refine the rules to address legitimate concerns.

Drug Enforcement Training Program (DETP) The Drug Enforcement Training Program includes courses such as Informant Management, Surveillance Techniques, and Undercover Operations, and offers solutions to those problems unique to small towns and rural agencies. Courses focus on instructional methodologies and place emphasis on developing low or no cost training aids, lesson plans, and practical exercises. Students/trainers will participate in classroom instruction and program development in preparation for subsequent delivery at their home jurisdictions. Prerequisites for Attendance: Applicants must be full-time, sworn law enforcement officers, seasoned narcotics officers, and be committed to provide training in small towns and rural agencies upon completion of the program.

Drug Enforcement Registration Policy
All incoming Residents and Fellows who write prescriptions are requested to register for individual DEA numbers. Residents and Fellows may have the $210.00 fee waived by using the University of Washington GME Office address and obtaining the required signature. Registration achieved by this means cannot be used for any other purpose than for the care of patients within the University Affiliated Hospitals. A waived DEA registration may not be used in any way for outside professional activities (e.g., moonlighting). If a Resident’s or Fellow’s fee has been waived by University of Washington certification and the resident or fellow graduates from or otherwise leaves the program prior to the expiration of his/her DEA registration, such a resident or fellow must notify the local DEA Office of any address change and discuss payment to cover the period of time that is not waived. Continuing Residents and Fellows may use their four digit institutional medical staff number for prescriptions in-house. For prescriptions out-of-house the institutional DEA number for the medical center that they are rotating at may be used. Residents and Fellows using the institutional DEA number must hyphenate their four digit institutional medical staff number end of the institutional DEA number as an identifier. The institution’s DEA registration number cannot be used for any other purpose than for the care of patients within the scope of their residency or fellowship. There are no exceptions to this rule.
