There are three Regional Drug Enforcement Offices that investigate major drug cases such as trafficking, smuggling, clandestine laboratories and major drug distribution organizations. These offices are located in Savannah, Macon and Gainesville. Thirteen Multi-Jurisdictional Drug Task Forces are supervised by GBI personnel. (26 Aug 2005) The Scottish Executive today announced its plans for the future development and governance of the SDEA. Man arrested in Dumfriesshire for Internet Grooming offences (18 Aug 2005) On Monday 15 August 2005, a male was arrested in Dumfriesshire for Internet Grooming offences. The arrest was the result of a SDEA led task force operation involving the National Hi-Tech Crime Unit (Scotland), Dumfries and Galloway Constabulary and the Queensland Police Service, Australia. TACTICAL DRUG LAW ENFORCEMENT This is an intense “hands-on” course that will arm you with the tactical and officer survival skills for a variety of street level drug enforcement situations. Lectures will include such topics as operational planning, personnel selection and assignments, the importance of teamwork and communication, and the survival mind-set. You will learn different methods of covert communication that team members may use during field operations. Glock simunitions and paint guns will be used during a number of “hands-on” scenarios. Exercises will include buy/bust and sting operations, building entries and searches, subject takedowns and more. You will also practice valuable survival skills like weapon retention, weapon take-back, edged weapon defense, stuns and distractors. You will be required to bring specific items of duty gear to the course. A list of required equipment will accompany your registration confirmation. Some exercises may also take place during the evening hours.

By Dan Eggen Washington Post Staff Writer Wednesday, May 4, 2005; Page A01 The focus of the drug war in the United States has shifted significantly over the past decade from hard drugs to marijuana, which now accounts for nearly half of all drug arrests nationwide, according to an analysis of federal crime statistics released yesterday. The study of FBI data by a Washington-based think tank, the Sentencing Project, found that the proportion of heroin and cocaine cases plummeted from 55 percent of all drug arrests in 1992 to less than 30 percent 10 years later. During the same period, marijuana arrests rose from 28 percent of the total to 45 percent.

Coming in the wake of the focus on crack cocaine in the late 1980s, the increasing emphasis on marijuana enforcement was accompanied by a dramatic rise in overall drug arrests, from fewer than 1.1 million in 1990 to more than 1.5 million a decade later. Eighty percent of that increase came from marijuana arrests, the study found.

CRIME AND JUSTICE PROGRAMME
The South African I-ADAM project (MRC/ISS 3-Metros Arrestee Study of Drugs and Crime) conducted at three points in time during 1999 and 2000 produced a substantial amount of data on the relationship between drug use and crime. In particular, it pointed to the high proportion of arrestees who tested positive for drugs, the variations in drug positivity by area, gender, age, race and income, the association between drugs and particular crime types, and the link between drug positivity and prior arrests. Various reports were produced that were aimed at scholars in the areas of drug research and crime prevention. The second phase of the project involved an analysis of police dockets in Gauteng to further contextualize the research in terms of the crime and law enforcement situation in South Africa and making the findings more useable and accessible to law enforcement practitioners and policy makers through producing the “ South African Drug Enforcement Handbook Speakers: Prof Charles Parry: Overview of ISS/MRC work on drugs and crime: 1999-2004 and highlights from the Gauteng docket analysis Presentation Recap of MRC/ISS 3 Metros Study on Drugs and Crime Presentation Anton Du Plessis: Overview of the South African Drug Enforcement Handbook.

Flunitrazepam has been encountered by U.S. law enforcement agencies in Southern States from California to Florida. Authorities in Texas and Florida have observed the most significant activity involving flunitrazepam. Distributors in Texas reportedly travel to Mexico to obtain the drug. In South Florida, the drug is delivered primarily from Colombia via international mail services or commercial airlines. Overnight mail appears to be the preferred method of importation. Several packages seized in Miami over the past 2 years were shipped from Cali, Colombia, and contained up to 11,000 dosage units each.
