Guidance Notes for Head Teachers
(a) Planning Implementation of the policy should be a part of the school's programme for health education and should take account of the phased training which will be available until June 2004. (b) Curriculum, Methodology and Resources As with other aspects of health education , drugs education is set within the context of various curricular areas, in particular 5 -14 Environmental Studies, Personal and Social Development/Education and Religious and Moral Education. It is also accessible through aspects of English Language which involve discussion and negotiation skills. This raises issues for staff in secondary schools where various aspects will be delivered by different subject departments. The curriculum should provide opportunities for young people to explore social and moral issues relating to drugs through the provision of information and the development of decision-making skills, confidence and self-esteem. There should be a balance between the skills-based approach and the factual element of the curriculum, with due account being taken of the need for continuity and progression across each area of the curriculum. Consideration should also be given to the place of the informal curriculum and the influence which this has on young people's values and beliefs.

Why is AIDS Education Important for Young People?
Young people are especially vulnerable to HIV and other sexually transmitted diseases (STDs). They are also vulnerable as regards drug use (and not just injected drugs). Even if they are not engaging in risk behaviours today, they may soon be exposed to situations that put them at risk. In many countries 60% of all new HIV infections are among 15-24 year-olds. Also the highest rates of STDs are usually found in the age range 20-24 years, followed by 15-19 years.
Does education about AIDS make young people more sexually active?
It is commonly supposed that talking to young people about sex will make them do it. Such anxieties prevent many teachers, youth workers and parents from talking about sexual matters. Alternatively, they may encourage an over-emphasis on the negative aspects of sex - unwanted pregnancy, sexually transmitted diseases, AIDS - rather than positive aspects such as intimacy, sexual love and pleasure. Likewise when drugs are talked about the emphasis is often on the damage they can cause. This kind of unbalanced approach is often seen through by young people. In consequence, they may reject all that adults have to say, seeking guidance and role models from peers and from the media.

The purpose of this memorandum is to assist schools in clarifying and understanding the relationship between the Safe and Drug-Free Schools and Communities Act (SDFSCA) and the Code of Virginia regarding the administration of prescriptive drugs to students at school. We have recently received information from the U.S. Department of Education that a new question and answer has been added to the non-regulatory guidance for the Safe and Drug-Free Schools and Communities Act State Grants Program. The new item addresses the concern about the impact of SDFSCA provisions on students who need to receive medication or monitor a medical condition while at school. Question: Do the provisions of the Safe and Drug-Free Schools and Communities Act (Title IV, Part A of the Elementary and Secondary Education Act of 1965 as amended by the No Child Left Behind Act) prohibit the presence of prescription medication (or paraphernalia used to administer such medication) at school?

National School Safety and Security Services has long been an advocate for schools to have meaningful crisis preparedness guidelines and for schools to exercise these guidelines. We have also encouraged legislators to allocate funding for school security planning, security personnel training, SRO training and related activities. We are pleased to announce that the U.S. Department of Education has proactively encouraged schools to develop and exercise crisis plans, and that the Safe and Drug Free Schools and Communities funding from the Department may be used for security planning and personnel training in accordance with The No Child Left Behind Act of 2001 signed by President George W. Background and Guidance for the Form
The use of the Advance Data Collection for the Uniform Management Information and Reporting System (UMIRS) form by local educational agencies (LEAs) is voluntary , but the California Department of Education (CDE) strongly suggests that LEAs will find it helpful to use this form to collect, in advance, the federally required suspension, expulsion, and truancy data which are reported on the UMIRS page of the Consolidated Application , Part I (ConApp). The UMIRS page was new in Spring 2004, and many LEAs found that completing the page required a large amount of work. Using this form in advance will greatly reduce the time necessary to complete the ConApp page. The UMIRS page of the ConApp requires separate data from each school site on suspensions, expulsions, and truancy. The form is generally self-explanatory, but information about the formal reporting of the data on the UMIRS page of the ConApp may be found at

Drugs guidance issued to schools

Children who take drugs into school will not face automatic expulsion
Guidelines for teachers on how to prevent children using drugs have been published by the government. They are being issued amid concern that one in five schools have no explicit policy on how to respond if a pupil is found in possession of illegal substances. The new guidelines come a day after the School Standards Minister, Estelle Morris, caused controversy by calling on schools to think twice before expelling children found to be carrying drugs. The guidelines make a clear distinction between the possession of drugs and trafficking in drugs. While they say that trafficking should always result in a child's exclusion, either fixed-term or permanent, possession is a different matter. Charles Clarke: "Pupils must be made aware of the risks of drug abuse before they are likely to be drawn into experimentation" Pupils found in possession of drugs should not automatically be excluded, the guidelines say. The school's response should meet the best interests of both the child found with drugs and the rest of the school.
