School Safety and Learning Support Programs
The School Safety and Learning Support Programs area assists Tennessee schools in their efforts to provide a safe and supportive learning environment for all students. A particular focus is placed upon fostering partnerships between schools and the communities they serve. Specific program areas include: The Safe Schools Act of 1998 provides state grant funds to Tennessee school systems to enhance school security and reduce youth violence. The 21st Century Community Learning Centers Program provides federal funding to schools and communities to support the development of extended learning opportunities for students who attend high-poverty schools and their families.

Most of the consultations are peripheral to the work of governors, and we send in either a short response or no response at all. Statutory Requirements
Personal and Social and Health Education (PSHE) and Citizenship are non-statutory in Primary Schools but they are part of the National Curriculum Guidance. PSHE is non-statutory in Secondary Schools but is part of the National Curriculum Guidance. Citizenship is a statutory National Curriculum subject in Secondary Schools. The National Health School Standard is designed to give as much practical support as possible to schools to create an enjoyable, safe, productive learning environment and to minimise potential health risks The key themes are:

Executive Summary
Main Findings
  • Upon completing the ESI training, the majority of teachers believed that it had fully addressed their needs, and promoted their competence and, therefore, their confidence to teach drug education in line with recognised effective practice.
  • The majority of a random sample of teachers who had participated in the training between 8 months and over 1 year previously, believed their training had had a notable impact.
  • Teachers and their pupils saw the main benefits of the training in promoting the use of participative teaching methodologies and quality resources.
Introduction
The Scotland Against Drugs (SAD) Primary School Initiative (PSI) training, the subject of an earlier evaluation by SCRE, provided the basis for local authorities, schools and their networks to increase primary teachers' confidence to teach drug education in the primary sector. Until the very recent introduction of the Scottish Executive funded SAD Education Sector Initiative (ESI) training, there had been no systematic approach to address the needs of secondary teachers involved with providing drug education.

    Introduction
    What is drug, alcohol and tobacco education?
    Drug, alcohol and tobacco education is an explicit, planned component of PSHE. Aspects of drug, alcohol and tobacco education provide a context for enabling pupils to increase their knowledge and understanding of drugs, alcohol and tobacco, and to explore attitudes and develop skills for making healthy, informed choices.
    What substances do pupils learn about?
    Drug, alcohol and tobacco education includes learning about:
    • over-the counter or prescription medicines, including anabolic steroids;
    • legal substances such as poppers (amyl nitrite), caffeine, alcohol and tobacco;
    • volatile substances, e.g. glues, gases, aerosol propellants; and

    About PSHE
    Personal, Social and Health Education (PSHE) has been a non-statutory part of the National Curriculum since September 2000. It is structured to provide pupils with learning opportunities through which they can be taught the knowledge, skills and understanding to take responsibility for themselves, show respect for others and to develop the self awareness and confidence needed for life. Effective PSHE teaching in schools will support parents in helping their children to develop the ability to make informed, healthy and responsible decisions about their lives.
    PSHE is taught throughout all four Key Stages (ages 5-16) and covers a wide range of learning opportunities that reflect the needs of young people in their personal and social development. These cover:
    • sex and relationship education; drug, alcohol and tobacco education improving confidence to lead a healthy and safe lifestyle managing personal money careers education 
    Schools take responsibility for the choice of resources and teaching strategies for the delivery of PSHE which are appropriate for the age range and cultural identity of their pupils. There are specific statutory requirements for sex and relationship education (SRE), drug education, and careers education and guidance. All schools should have policies on SRE and drug education (including drug related incidents) developed in consultation with teachers, parents, governors and the wider school community. In primary schools the teaching of SRE is discretionary, but where taught the policy must detail the content and organisation. Secondary schools must have an SRE programme which includes teaching about HIV/AIDS and other sexually transmitted infections. Parents have the right to withdraw pupils from part or all of SRE, except for those elements which are included in National Curriculum science.
