In February all schools were sent copies of the latest DfES guidance, Drugs: Guidance for schools ref DfES/0092/2004. It replaces previous Guidance and clarifies that schools are expected to have Drug Education policies. It has been updated to consolidate good practice in drug education and the school’s responses to drug incidents and to make reference to more recent developments and initiatives. Availability and Student Participation
The National Center for Education Statistics (NCES) conducted a survey on high school guidance counseling in spring 2002 for the Office of Vocational and Adult Education, U.S. Department of Education. The survey asked about 15 of the 16 guidance activities examined in the 1984 supplement. In the surveys, schools indicated whether each activity was available to students and the percentage of students in grades 11 and 12 who participated in the activity.

    The purpose is to provide guidance to schools and districts regarding the use of funds allocated for school safety officers and guidance counselors in the 2004–05 General Appropriations Act. For the purpose of this guidance, the term “school safety officer” is defined synonymously with the term “school resource officer” (SRO) in Section 5-7-12 of the Code of Laws of South Carolina.

    Section 5-7-12(B) of the Code of Laws of South Carolina states: a “school resource officer” is defined as a person who is a sworn law enforcement officer pursuant to the requirements of any jurisdiction of this State, who has completed the basic course of instruction for School Resource Officers as provided or recognized by the National Association of School Resource Officers or the South Carolina Criminal Justice Academy, and who is assigned to one or more school districts within this State to have as a primary duty the responsibility to act as a law enforcement officer, advisor, and teacher for that school district.

    MAIN FINDINGS
    • Upon completing the ESI training, the majority of teachers believed that it had fully addressed their needs, and promoted their competence and, therefore, their confidence to teach drug education in line with recognised effective practice.
    • The majority of a random sample of teachers who had participated in the training between 8 months and over 1 year previously, believed their training had had a notable impact.
    • Teachers and their pupils saw the main benefits of the training in promoting the use of participative teaching methodologies and quality resources.
    INTRODUCTION
    • Evaluate whether training had met these needs
    • Assess the impact on drug education policies and practices
    • Recommend strategies to optimise this.
    The evaluation had three main strands:
    • An initial sensitising phase to gather contextual information about the design and implementation of the ESI training from key personnel.
    • An evaluation of how the training was meeting the initial needs of teachers.

    Disability Standards for Education 2005
    Disability Standards for Education were formulated under the Disability Discrimination Act 1992 and tabled in the Parliament on 17 March 2005. They are expected to come into effect in mid August 2005 following a period fifteen Parliamentary sitting days. The Standards clarify the obligations of education and training providers to ensure that students with disabilities are able to access and participate in education without experiencing discrimination.
