The purpose of this grant is to support programs that:
prevent violence in and around schools;
prevent the illegal use of alcohol, tobacco and drugs;
involve parents and communities; and

Comprehensive Developmental Guidance and Counseling Program
Professional school counselors provide and carry out a comprehensive developmental guidance and counseling program which focuses on the uniqueness of all students in three areas of development: academic, career and personal/social. These areas or domains are in alignment with the American School Counselor Association (ASCA) national standards. The program components include the guidance curriculum, individual planning, responsive services and program management.

Will deterrence be enough when primary school pupils are older? When should children start learning about drugs?
West Kidlington Primary School in Oxfordshire put that very question to parents. The answers they received varied from the first to the final year of primary school. "You can see that parents hold very different views on the subject," said the head teacher, Eugene Symonds. "But I think starting in Year 5 when pupils are nine or 10, as we do, is about right." Stereotypes The school has been praised by Ofsted, which inspected drug education programmes in 60 primary and secondary schools and evaluated 200 more from Ofsted school inspection reports. Assistant head Katie Rhys-Jones teaches drug education to 10 and 11-year-olds in Year 6. "It's about introducing them to the concept of drugs, informing them and making them aware before they go to secondary school."

The Community Practitioners’ and Health Visitors’ Association welcomes the opportunity to comment on the above consultation document. The CPHVA is the UK professional body that represents registered nurses and health visitors who work in a primary or community health setting. The CPHVA is an autonomous section of the Amicus trade union, the country’s second largest. The CPHVA represents the majority of school nurses in the UK.     By virtue of its critical role in the total intellectual, social, emotional and spiritual development of the individual, education as an institution must be regarded as an important vehicle for prevention and/or control of problems including those associated with substance misuse which manifest themselves in the development of the young. Critical factors contributing to the incidence of drug misuse or abuse seem to include:

    Background
    1985 - Present
    The present focus will continue to be national and at all levels of the system. Emphasis will be placed on the development of student curriculum support materials. Pre and in-service and peer leadership training will be intensified. Student activities will include conferences, exchanges and creative expression. Improved communication will be encouraged through greater collaboration and timely dissemination of information. In cognizance of the conflict between exposure to substance abuse prevention in schools and practices in the home, community and society, it is hoped that the prevention programme would become much more institutionally appropriate in that accepted attitudinal change, demonstration of refusal skills, problem solving and coping skills will be evident. It is projected that school personnel, parents and students will be more prepared, informed, trained and able to access relevant and current information through the use of technology, for example, chatline/website interactions.
    PEP Update
    Through the European Union grant executed by the National Council on Drug Abuse (NCDA), and European Union (EU), the Ministry's Prevention Education Programme (PEP), received a boost in May 2000. Since then the following activities have been undertaken.

    A balance of Prevention and Intervention that serves all students
    Individual Counseling
    Students may meet with the counselor in individual conferences (one-to-one) to discuss a variety of issues such as career, personal, and academic issues. How are these meetings arranged? There are three ways:
  • Students refer themselves. Teachers, administrators, and other staff members make a referral. Parents ask the counselor to meet with their son or daughter
  • Group Counseling Guidance groups provide a setting for students to discuss concerns and issues regarding such topics as handling anger responsibly, resolving conflict, reducing stress, and responding to family issues (death, divorce, and step family living). In support groups students are brought together by the counselor to help them explore their feelings, thoughts, and actions and to achieve new levels of understanding about life situations, which will lead to more effective and responsible methods of self-management.

    The Education Health Team comprises the following work strands: Northumberland Healthy School Programme
    The Northumberland Healthy School Programme (NHSP) was nationally accredited in October 2001. The overarching aims of the National Healthy School Standard are to contribute to: i) raising pupils' achievement ii) promoting social inclusion iii) reducing health inequalities The NHSP is a resource offering support to schools. The NHSP extends and enhances the work a school is already doing, and in particular builds on existing good practice and a schools' strengths. Life Education Centre The key aim of this SLA is to support schools in the implementation and development of National Curriculum framework for statutory and non-statutory PSHE, Citizenship and related curriculum areas. This also includes providing schools access to support, guidance and training, ensuring an effective response to key areas of the drug agenda in the National Curriculum and Home Office guidance.
