    • The DARE project is making a good contribution to developing positive relations between schools, parents, communities and the local police force. New and revised materials are being developed by DARE UK for use in primary and secondary schools, in after school-clubs, with parents and with young people in the work place. These may address some of the criticisms of the current programme. Failure by all concerned to agree on the best way of teaching pupils about the dangers of drug and substance abuse is having a detrimental effect on an effective multi-agency approach to the problem in the area. A police-led and Welsh Government Assembly funded All Wales Schools drug and substance abuse education programme has recently been launched to inform pupils of the dangers of experimenting with these substances. The project has multi-agency approval and all the Welsh police forces have agreed to implement it. If it is found to be effective, it may provide a suitable alternative to the DARE project. However, at present, some LEAs are not aware of the existence of this programme.

    As of December 31, 1991, the number of acquired immunodeficiency syndrome (AIDS) cases in Italy exceeded 11,500; two thirds occurred among injecting-drug users (IDUs), and 7% occurred through heterosexual contact with persons who were human immunodeficiency virus (HIV)-antibody-positive. In Italy, because the average age at diagnosis among IDUs and heterosexual persons with AIDS has been 28 and 32 years, respectively, many may have contracted HIV infection as adolescents or young adults. To determine parents' attitudes about AIDS, drug, and sex education and parents' role in educating their children about AIDS, Italy's National Institute of Health conducted a survey of parents of high school students in Rome. This report summarizes survey findings and recommendations for the introduction of AIDS, drug, and sex education in Italian schools. Of the 611 parents interviewed, 583 (95%) had talked about drugs with their adolescents; fewer had talked about AIDS (508 (83%)) and sex (460 (75%)). Most believed these topics should be introduced in school (602 (99%) supported AIDS education; 600 (98%), drug education; and 578 (95%), sex education). In addition, when asked whether parents would allow their adolescents to participate, almost all would allow participation (577 (94%) for AIDS education, 571 (93%) for drug education, and 557 (91%) for sex education).

    Extension professionals in many states, recognizing they have a contribution to make in the war against drugs, have identified drug education as a high priority. Illinois Cooperative Extension's drug educational program is broad-based and believes "...the most promising approaches to drug prevention are comprehensive programs that involve schools, communities, parents, students, and law enforcement...."1 A Broader Perspective Illinois Extension's approach to drug education reflects the view that the drug problem involves far more than the abuse of illegal substances such as "crack" or heroin. It also includes the misuse of medicinal drugs which, according to Goodstadt,2 is our most widespread and serious drug problem. Though both categories of drugs are potentially dangerous, one group consists of illegal substances while the other is made up of drugs with legitimate therapeutic applications. Programs that broadly address the drug problem, including the misuse of legally obtained medicinal drugs and abuse of illegal street drugs, should distinguish between the concepts of abuse and misuse. Drug abuse is the intentional and nontherapeutic use of any psychoactive (mind-affecting) substance, including alcohol, that adversely affects the user's well-being. Drug misuse is inappropriately prescribing or using therapeutic drugs, is unintentional, and those involved aren't seeking psychoactive effects.

    The Drug Education For Youth (DEFY) program was established in 1993 by the Navy s Drug Demand Reduction Task Force. Fully integrated with the President's National Drug Control Strategy, and fully funded through the Office of the Secretary of Defense, DEFY has been the Navy's cornerstone for drug demand reduction for the dependent youth and adult mentoring involvement. It provides drug education, conflict resolution, team building exercises, and leadership development to youth between the ages of 9 and 12.

    California's $1.6 billion program asking children to "just say no to drugs and alcohol" has failed because most kids don't believe the message or the ways they are delivered, says a report but you won't find many educators who know this. The California State Department of Education is not publishing the study. The report, "In Their Own Voices: Students and Educators Evaluate California School-Based Drug, Alcohol, and Tobacco, Education (DATE) Programs," was concluded last March by Pacific Institute for Research and Evaluation in Berkeley. Analyzing data from more than 5,000 students, researchers found:
  • Many students do not view the rationale for a "no-use" message as credible because of their own personal observations and experiences More than 40 percent of the students said drug education and services had no effect on their own substance use Seven out of 10 students said they felt neutral or negative towards their drug educators School-based policies intended to help "at-risk" students fail because troublesome students are driven out of the school system

    Parents do not need to feel they are alone in helping their children stay drug- free. For the first time ever, there are preventative intervention programs that have been proven to be effective and are available to schools, families and communities. Children have the best prospects for leading healthy, drug-free lives when schools support parents in their anti-drug message. There should be nothing confusing or contradictory in what children learn about drugs from the adults in their lives, and school policies need to reflect the same attitude toward alcohol and drugs that you express at home: Drug use is not acceptable. Drugs diminish a child's ability to concentrate and follow through on academic responsibilities, they cause loss of motivation and absenteeism, and students who use them can be disruptive and drain teachers' time and energy. The best way to ensure that the anti-drug policies at your child's school are strong is to be involved. You can:

    By Joanne Jacobs-Editorial Staff California's multimillion dollar drug education program isn't stopping kids from trying drugs. But its underlying message -all substance use is abuse-erodes the credibility of teachers, and alienates students most at risk of serious drug abuse.
    So says a three-year, 5000 student study conducted for the State Department of Education, which has decided not to publish the results. It's a disturbing conclusion, but not surprising. Most research shows that school drug prevention programs don't prevent drug use, through they may affect knowledge, attitudes and refusal skills in the short term. Despite all the just-say-no assemblies and Red Ribbon Weeks and police officers in the classroom, more teenagers are using drugs.
    Something's not working. Wouldn't it make sense to take a fresh, honest look at what we're doing?
    Following federal guidelines, California's drug education programs preach a strict "no use" message to students. They hear the message, says the study by Joel H. Brown, of the Pacific Institute for Research and Evaluation, and Marianne D'Emidio-Caston of UC-Santa Barbara. But the message doesn't fit students' experience of the world., in which they see differences in the way different people use drugs and alcohol. So they reject the message -and sometimes reject the messenger as well. In elementary school, only 10 percent of students reject anti-drug programs, says Brown. That rose to 30 percent in the middle school. By high school, 90 percent of students responded to anti-drug programs with "angry apathy." "Oh they lie to you so that you don't do the drugs! They think your're dumb!" said a middle school student in a focus group interview.
