Peer Review Status: Internally Peer Reviewed Driving safety concerns us all especially the elderly. So much has been achieved, yet there is much to be done. Motor-vehicle related deaths have been reduced from 18 per million vehicle miles traveled in 1925 to 2 per million in 1997. In this period vehicle miles traveled have increased from one billion to 2,500 billion. The motorization of America means that six times as many people travel today as in 1925, vehicles have increased eleven fold and miles traveled ten fold. In 1966 following 5 years of increasing car fatalities a prevention program was instituted by the National Highway Safety Administration by the Highway Safety Act. Dr. William Hadden proposed studying the situation like an epidemic infection might be studied as public health problem. This meant studying interactions before, during and after crashes, considering the host (or driver and pedestrian) the infectious agent (or motor vehicle) and environmental factors (or the highway). Many changes in driver education, vehicle and highway design have resulted. Cars are now built with head rests, energy absorbing steering wheels, shatter resistant windshields and safety belts.

    THE ROLE OF TRAFFIC LAW ENFORCEMENT IN THE SLOVENE ROAD SAFETY SYSTEM
    Ljubo Zajc Slovenian socio-political upheavals in 1991 caused changes in the characteristics of the road safety elements. The construction of a highway system in Slovenia has proved to be a major political targets. Concerning the pressure of the market economy, liberalisation of prices and international interest in connecting the eastern and western parts of Slovenia, accelerated building of the highway system seems a logical solution. Traffic safety is one of the proxy arguments for promoting road construction. The following short and general scale of effective accident reducing measures reflect the level of their political importance: road related measures (construction of highways) are at the top of the scale, followed by measures related to police traffic control, with information and education being at the bottom of the scale. The traffic safety situation and existence of different entropy reasons in the national traffic safety system put a special importance on traffic policing. Why? There are various answers to this question. Police traffic control and enforcement are measures for quick and relatively inexpensive intervention. Effectiveness of police surveillance measures without any local or national support (information, education, ......) are limited and short term. Traffic surveillance in democratic societies need more support and understanding from the public. The author believes that the police should build balance between police enforcement and prevention actions. How fast these goals will be reached does not strictly depend on police organisation but also on extensive public support and political readiness to start a joint effort in the preparation of the national traffic safety programme.

    (1) Upon conviction of a violation of section 42-4-1301
    (2)(a)(I) The sentence of any person subject to the provisions of section 42-4-1301(7)(a)(II), (7)(a)(IV), (7)(b)(II), or (7)(b)(III) may be suspended to the extent provided for in said section if the offender:
    (A) Receives a presentence alcohol and drug evaluation;
    (B) Based on that evaluation, satisfactorily completes an appropriate level I or level II alcohol and drug driving safety education or treatment program; and
    (C) Abstains from the use of alcohol for a period of one year from the date of sentencing. Such abstinence shall be monitored by the treatment facility by the administration of disulfiram or by any other means that the director of the treatment facility deems appropriate. (II) If, at any time during the one-year period, the offender does not satisfactorily comply with the conditions of the suspension, the sentence shall be reimposed, and the offender shall spend that portion of such offender's sentence that was suspended in the county jail.

Called the "Night of 1000 Stars Project", this is the 9th straight year for the special holiday emphasis patrols. The "1,000 Stars" represents the badges of all the dedicated officers in our state that will be out on the roads on Friday. King County and surrounding cities will have 20 extra officers out patrolling our roads in addition to the regular patrol officers. Increased holiday patrols aim to reduce the number of traffic-related deaths and injuries by discouraging drinking and driving and getting those driving "under the influence" off the road.

Transportation Services offers a wide range of vehicles to meet staff and faculty needs. Vehicles include sedans, 7, 8, 9, 12, and 15-passenger vans; small, 1/2, 3/4, and 1-ton pickups, cargo vans, and a wheel chair accessible van. Larger vehicles or specialty units owned by Transportation Services are limited in numbers and are usually rented to departments on a permanent basis. New long-term or permanent specialty vehicle requirements should be discussed with Transportation Services at least six months in advance of their required date. When transporting 30 or more passengers, rental of a larger vehicle from an outside source may be necessary. Such rental can be accomplished with the Purchasing Department. Rental rates are established at the beginning of each fiscal year. The rates are established as a minimum daily charge, which includes a fixed number of miles of use. Mileage above the base is charged at a cost per mile rate. Seasonal customers (billed quarterly) utilize the long-term rate schedule. Two to four weeks advance notice is the minimum time needed for a long-term rental. Rental rates include fuel, service, and repair. A credit card is provided with each vehicle and is for vehicle fuel, supplies, and parts only. No personal use is permitted.

    Sharing the Road With A Truck
    Whether you are sharing the road with a car, truck, bus, or other large vehicle, it’s important for safety’s sake to obey traffic laws, abide by the rules of the road and drive defensively. According to the National Highway and Traffic Safety Administration, 71% of fatal multi-vehicle crashes involving a large truck are caused by the other vehicle. People in passenger vehicles are especially vulnerable in collisions with large trucks because of the great difference in weight between cars and large trucks. While heavy trucks account for 3% of all registered vehicles, they are involved in 13% of all fatal accidents.     Volvo Asks Drunk Driving Waiver to Test Safety Technology

    In Sweden, just one beer or glass of wine can land a driver in jail for up to six months. So when Volvo asked the Swedish government to waive the country's strict drunken driving laws to allow its test drivers to imbibe on the job, people noticed. Volvo is in the midst of testing a new technology designed to allow a car to take control of steering when a driver's reaction time is slowed because of intoxication or fatigue. The new safety system is still at the development stage and the company will not provide additional details other than to say it’s all about preventing accidents. If the request is granted, it would be the first exception to Sweden's drunk driving laws, which are among the world's toughest, the Swedish national broadcaster SVT reported. The company promises to only allow its drunk drivers to take the wheel on a Volvo test track near the west coast city of Gothenburg if the Swedish government grants permission. The special track is also the location of a Ford Motor Co. safety development facility. Ford owns Volvo.
