This information is from a variety of sources including the 1987 Fahren Lernen driver's education manual and the 1993 official Straßenverkehrs-Ordnung (Road Traffic Ordinances) distributed by the Federal Transport Ministry as well as numerous contributions by readers. The most important section here for foreigners is the right-of-way discussion. LICENSING If you are visiting Germany and will not be establishing residency, then your current driver's license is valid in Germany indefinitely. If you will be residing in Germany, your driver's license is valid for six months from the date when permanent residency is established. After that, you will have to obtain a German driver's license. (If your residency will be for longer than six months but less than one year [you will need proof of this], you can obtain a six month extension to use your existing license.) If you're using a foreign license to drive in Germany, you're supposed to carry an official translation of your license in addition to the license itself, but if you speak the language well enough, I've found that you should be OK. If you should get into a situation where you need to have a translation, you can get one from the ADAC automobile club for about €40. If you want to have a bit of "insurance", you can take care of this before arriving by getting an International Driver's License (IDL) in your home country. In the US, these are available from AAA for about US$20. (My recommendation: get an IDL before you go better safe than sorry.) Keep in mind that an IDL does not replace your official driver's license it is just a translation of it in an internationally recognized format. You must carry your official license with your IDL.

Intermediate license.
(1) An intermediate license authorizes the holder to drive a motor vehicle under the conditions specified in this section. An applicant for an intermediate license must be at least sixteen years of age and:
(a) Have possessed a valid instruction permit for a period of not less than six months;
(b) Have passed a driver licensing examination administered by the department; (c) Have passed a course of driver's education in accordance with the standards established in RCW (d) Present certification by his or her parent, guardian, or employer to the department stating (i) that the applicant has had at least fifty hours of driving experience, ten of which were at night, during which the driver was supervised by a person at least twenty-one years of age who has had a valid driver's license for at least three years, and (ii) that the applicant has not been issued a notice of traffic infraction or cited for a traffic violation that is pending at the time of the application for the intermediate license;

Congress May Tackle 'Drugged Driving'
WASHINGTON - Citing estimates that 11 million people sometimes drive under the influence of illegal drugs, a growing chorus in Congress wants the government to do something about it. The states are wary. Eight states now have specific laws on "drugged driving," but their statutes are vague. None specifies an equivalent level to the 0.08 percent blood content that Congress established as the legal level for alcohol impairment. That's partly because there's no roadside test to detect the presence of drugs in the body - no handy "breathalyzer" as there is for alcohol. And even if blood or urine samples taken at a hospital test positive for drugs, there's no standard for how high is too high to drive. "Zero tolerance" is the level some lawmakers want Congress to establish. A motorist found to have any controlled substance in his or her system would be considered unlawfully impaired.

There are literally hundreds of schools in Texas authorized to teach a 6-hour driving safety class which is also known as "defensive driving", "traffic safety", "Seat Belt Specialized Course", or "ticket dismissal" class. Regardless of what you call the class or the method that you choose to take it ( traditional classroom video/DVD take-home , or Internet ), your successful completion of the class will entitle you to a certificate that Texas courts may honor to dismiss a traffic ticket. And when you present the course completion certificate to your insurance agent, some insurance companies will grant you a discount on the liability portion of your automobile insurance for up to three years. "You can always tell when a car is being driven by a foreign student," said a Midwestern chief of police. "You don't have to be able to see the driver. They just don't drive the same way we do." Foreigners' driving is noticeable anywhere. Driving entails not just the mechanical manipulations of the carstarting the engine, shifting gears, steeringbut customary styles of driving as well. Driving customs vary from place to place, so foreigners' driving is often different from that of the natives. Driving customs in America differ from one part of the country to another. In Pittsburgh, for example, a driver waiting at a red traffic light and wanting to turn left will race across the intersection in front of the oncoming cars just as the light turns green. Denver drivers will not do that; instead, they will wait until the oncoming traffic has passed and then they will make the left turn. While there are marked regional differences in American driver behavior, there are some commonalities that foreign visitors who drive in the States will want to know about. After giving some general information about cars and driving in the United States, we will consider traffic laws, attitudes toward driving, and driving aids.
